Huai'an Steadily Advances the Rural Medical Mutual Assistance Pilot Program

Since the beginning of this year, Huai'an City has taken significant steps to expand the rural medical mutual assistance pilot program, aiming to enhance healthcare security for its rural residents.

1. Coordinated Implementation. An implementation plan for the pilot program has been established, clearly defining objectives, tasks, and implementation steps.  The city has intensified policy promotion through various channels to increase public awareness and acceptance, encouraging active participation from towns and villages.

2. Ongoing Expansion. The program operates on the principles of voluntary participation by residents and government support. Efforts have been made to seek backing from charitable organizations and provincial and municipal support teams to raise mutual assistance funds. Subsidies are provided for families on the edge of poverty and those facing financial difficulties. This year, eight new pilot towns and subdistricts have been added to the program, bringing in 88,500 participants; the total now stands at 56 towns and subdistricts with 466,900 participants engaged in the program.

3. Enhanced Supervision and Management. By leveraging the advantages of "Internet+" and big data related to diseases, a professional third party has been engaged to provide efficient and user-friendly services. Funds are earmarked for specific purposes at the town and subdistrict level, with data protection agreements in place to safeguard both funds and data. Regular updates on the distribution of subsidies are publicly disclosed, allowing for community oversight and ensuring fairness and transparency. This year, subsidies have been distributed to 19,000 individuals, totaling RMB 12.6869 million.
