Recently, Huai'an City issued the Digital Huai'an Construction Plan (2024-2025). The Plan clarifies the overall idea and objectives of building a digital Huai'an. It proposes that by 2025, a high-speed, safe, integrated and intelligent digital infrastructure will be preliminarily built, data elements will be efficiently flowed and deeply applied, "City Brain" will be multi-level linked and intelligently upgraded, the development of the digital economy will be accelerated, the digital government will be intelligent and efficient, the digital society will be inclusive and convenient, and remarkable results will be achieved in the digital transformation of the whole city.

The Plan has constructed the "1352" overall framework for the construction of digital Huai'an. Specifically, "1" refers to building an integrated and intelligent digital resource infrastructure system, "3" refers to building a city operation command center with linkage at three levels, namely city, county and district, and town and subdistrict, "5" refers to promoting 5 "one-network" applications such as "one network for business development" of digital economy, "one network for all services" of digital government affairs, "one network for unified management" of digital governance, "one network for benefiting people" of digital society, and "one network for excellence" of digital ecological civilization, and "2" refers to the creation of two service applications, namely "Jiangsu Service Office • iHuai'an" and Government Affairs OA.

The Plan details the tasks and measures, including 47 key tasks and 30 main expected indicators in 8 aspects, such as promoting "one network for business development" of digital economy, "one network for all services" of digital government affairs, "one network for unified management" of digital governance, "one network for benefiting people" of digital society, and "one network for excellence" of digital ecological civilization, consolidating infrastructure system, building an integrated data resource system, and building a solid defense line for digital security. It is clear that the high-quality leapfrog development of digital Huai'an will be fully promoted in two years, with quantitative construction tasks.
