Since this year, Huai'an has implemented the model of "big data + command center + integrated law enforcement team" to solve problems such as difficulty in obtaining evidence and lack of timeliness, thus helping accurate and efficient law enforcement, and improving the efficiency of integrated agricultural law enforcement. To achieve this, we have taken the following three measures.
First, we have used big data to achieve accurate supervision. We have established an integrated agricultural law enforcement command center system to collect information from 1,858 agricultural business entities and 1,485 agricultural production entities in Huai'an to achieve accurate and effective supervision. By the end of August, through the command center system, we had carried out 96 law enforcement inspections, discovered 28 problems, and handled 10 cases.
Second, we have used intelligent methods to improve the efficiency of law enforcement. We have prioritized the White Horse Lake Pond Loach and River Sleeper National Aquatic Genetic Resources Conservation Area and established an air-land-water integrated law enforcement mode through intelligent methods such as electronic fences, radar video guidance, and UAV precise positioning. Since this year, we have handled more than 60 illegal fishing cases with intelligent equipment.
Third, we unburdened enterprises with informatized systems. With a paperless quarantine certification system, we have simplified the quarantine declaration process of livestock and poultry farms (households). We have adopted the "intelligent animal health inspection" remote video monitoring system to grasp the real-time production situation of key links in enterprises such as fixed-point pig slaughtering, centralized cattle slaughtering, and harmless treatment of dead livestock and poultry to realize off-site inspections, reduce the frequency of on-site inspections and the impact on enterprise production.
