Huai’an Steadily Advances Noise Pollution Control

Since the beginning of this year, Huai'an has actively addressed residents' concerns by steadily and effectively promoting noise pollution control. As a result, reports of noise-related issues have decreased by 24.9% compared to the previous year.

In response to residents' strong complaints and significant concerns about loudspeakers causing disturbances, relevant departments have been organized to hold work promotion meetings. These meetings aim to conduct joint inspections and on-site collaboration during key nighttime periods in areas where noise issues are prevalent. The goal is to effectively resolve the disturbances affecting the community. Since the beginning of this year, the number of complaints about disturbances caused by loudspeakers has decreased by 42% compared to the same period last year.

To address the issue of construction noise at building sites, Huai'an has developed the Measures for the Prevention and Control of Dust and Noise Pollution at Construction Sites in Huai'an City. The initial round of public feedback has been completed, and the document has been revised and enhanced accordingly. Its official release is anticipated to occur by the end of the year. The city is advocating for the installation of automatic noise monitoring systems at construction sites. So far this year, RMB 2.394 million has been invested in noise pollution prevention and control, and noise monitors have been installed at 226 construction sites.

The development of an automated monitoring system for assessing acoustic environmental quality in the primary urban area's functional zones has been expedited. Currently, the site selection and preparation of implementation plans for the automatic monitoring stations have been completed. Monitoring takes place quarterly at 45 noise measurement locations within functional zones, as well as annually at 647 regional environmental noise sites and 193 traffic noise sites. This provides crucial data to support the effort of ensuring a peaceful living environment for the community.

The special crackdown on illegal "street racing and loud car activities" has been consistently enforced, focusing on key areas like the Huaigang Bridge, Jingyuan Road Bridge, and other popular scenic spots, along with major roads such as Xiangyu Avenue and East Huaihai Road. A total of 2,150 violations related to "street racing and loud car activities" have been investigated and addressed, resulting in 3 public security administration penalties.
