From January to July, the industrial investment, the added value of industries above the designated size, all industrial invoice sales, and industrial electricity consumption in Huai'an increased by 29.6%, 10.3%, 16%, and 31% respectively. These achievements are attributed to effort in four aspects.

First, we have optimized the introduction and construction of quality projects. We have established four mechanisms of project research and judgment, high-level promotion, rapid approval, and material guarantee, and implemented full life cycle management services for "five new" projects: newly introduced and invested, newly started, newly completed, newly put into production, and newly listed in the government statistics department. At present, 15 projects with an investment of over RMB 10 billion are under construction in Huai'an, and this year's technology-based projects have grown by 89.13%.

Second, we have emphasized transformation and cultivation. We have highlighted the quality and efficiency of project output, deeply implemented action plans such as ten-billion cultivation, technological transformation of thousands of enterprises, specialized, sophisticated, distinctive, and innovative projects, and "golden seed" cultivation for science and technology enterprises. Moreover, we have provided "one policy for one enterprise", leadership guidance, special team promotion, and "through train" services for major projects. Since last year, the cumulative increment of project output value has exceeded RMB 80 billion.

Third, we have pooled high-end resources. For instance, we have oriented towards high-end, intelligent, and green development. We have taken projects as carriers to promote the integrated introduction, investment, and layout of advanced technologies, professionals, innovation carriers, and financial services. Also, we have continued guiding projects to increase investment in later R&D, accelerated technology iteration and product updates, and promoted enterprise development to improve quality and efficiency and continuously optimized industrial structure with scientific and technological innovation and digital intelligence empowerment.

Fourth, we have ensured the chain development of clusters. We have focused on strengthening supporting facilities and eliminating barriers, building platforms around major projects and leading enterprises, and carrying out supply-demand matchmaking activities by clusters and chains. Besides, we have accelerated the construction of mold industry bases and "five centers" of regional casting, forging, finish machining, electroplating, and heat treatment to create a one-hour industrial supporting service circle.
