Since the beginning of this year, the Huai'an Municipal Administration for Market Regulation (Huai'an Municipal Intellectual Property Office) has deeply explored the reform of intellectual property pledge financing. The authority's efforts have been focused on directing various types of financial capital toward technology enterprises, in order to address the challenges facing micro, small, and medium-sized technology enterprises, such as "financing difficulties, low efficiency, and high costs". From January to June, Huai'an successfully completed 252 intellectual property pledge financing projects, up 47% year-on-year; the total financing amount reached RMB 2.004 billion, marking a 53% year-on-year increase.

Pledge "+ service" facilitates financing for enterprises. The financing needs of 273 enterprises have been collected, and the processes for pledge financing products such as "asset +", "credit +", and "data intellectual property +" optimized. Efforts have also been made to organize and comprehend the actual operations, financial data, and intellectual property information of enterprises, conduct classified management and dynamic monitoring of enterprises based on their capital needs, screen qualified market entities, and provide intellectual property pledge financing services such as "mortgage + pledge" and "credit + pledge".

"Whole-process" services enhance the financing efficiency of enterprises. A series of measures have been implemented to strengthen the use of intellectual property rights as collateral and establish an information platform for intellectual property pledge financing. These measures include bank-enterprise matchmaking, expert training, and the hosting of the intellectual property publicity week. The municipal intellectual property protection center has opened a green channel for pledge registration, regularly carried out business exchange and training sessions, and designated personnel to assist with improving all necessary documentation for pledge registration.

"Loan subsidies" help lower financing costs for enterprises. The Opinions on the Management of Special Funds for Intellectual Property in Huai'an City has been issued. The document proposes setting up a dedicated fund for intellectual property pledge financing to compensate for the interest on intellectual property pledge loans and encourages enterprises to actively engage in intellectual property pledge financing.
