Projects are the "ballast" of economic and social development. Huai'an is focused on attracting and establishing projects, simultaneously targeting large-scale flagship projects and high-quality technological projects. The city is fully committed to attracting major, strong, innovative, and excellent projects.
In the first half of this year, Huai'an's "No. 1 Investment Attractors" at all levels spent over 300 days on external investment attraction missions, deploying robust teams to the forefront to spark a wave of investment promotion. The city successfully hosted the Shenzhen Investment Environment Promotion Conference and the 4th Huaihe River Chinese Entrepreneurs Convention. Various county and district parks held over 20 promotional activities in Shenzhen, Suzhou, Ningbo, and other locations, yielding notable results, with the "4833" project achieving its "double half" goal. In the first half of the year, the city signed 610 new projects worth over RMB 100 million, including 29 projects worth over RMB 5 billion, with a total agreed investment of RMB 383.29 billion.
Huai'an keeps optimizing the business environment. Huai'an consistently adheres to the principles of "doing better than saying" and "service earlier than demand" with a 101% service philosophy. It has established "Huai'an Entrepreneur Day" through legislation, demonstrating the utmost sincerity in honoring entrepreneurs. Addressing common issues faced by enterprises, the city implemented a "first certificate, then supplementary materials" approach for 34 out of 57 approval matters that do not affect project quality and safety. The city continues to promote the "parallel approval + missing items acceptance" approval model, routinely conducts "certificate issuance upon land transfer," and advances the "five certificates issued together" initiative, achieving "zero materials for land use" and "immediate commencement upon land acquisition". In the first half of the year, the city processed 7,386 parallel approvals of engineering construction projects, with a parallel approval rate of 60.2%, ranking first in the province. A total of 110 projects utilized the "immediate commencement upon land acquisition" approach, with such projects accounting for the highest proportion in the province.
