Since the beginning of this year, Huai'an has continued to carry out in-depth R&D investment actions and striven to build a R&D management system to achieve a good situation of both quantity and quality improvement.

In order to mobilize the enthusiasm of enterprises in R&D investment, Huai'an City has implemented an R&D reserve system, encouraging enterprises above designated size to independently launch projects and invest self-raised funds to carry out R&D activities, and giving priority support to enterprises that have established an R&D reserve system to undertake science and technology planning projects. By the end of June, a total of 74 enterprises above designated size have participated in the pilot work of R&D reserve system, investing nearly RMB 4 billion in R&D reserves. It is expected that more than 100 enterprises will participate in the pilot work throughout the year. At the same time, Huai'an has revised and improved supporting policies, strengthened policy coordination and linkage, optimized guidelines for science and technology planning projects, issued Several Policies on Accelerating the Construction of an Important Industrial Science and Technology Innovation Highland in the Northern Yangtze River Delta, increased R&D rewards and subsidies, supported industry leaders to build global R&D centers and regional R&D headquarters in the city, and further released the momentum of independent innovation of enterprises. In order to implement the provincial and municipal "Requirements for Enterprise R&D Management System", Huai'an has strengthened all-round guidance on enterprise R&D project approval, process monitoring, internal audit, etc., and paid more attention to the planning construction and whole chain management of enterprise R&D activities. By the end of June, 68 enterprises in the city had participated in the R&D and standard implementation action, which is expected to cover all key enterprises in the city throughout the year.

In addition, Huai'an has increased its efforts to provide science and technology services for major and large projects, set up a science and technology service team, and customized special service plans. From January to June, the city's R&D expenditure on major and large projects exceeded RMB 1.1 billion, playing an obvious supporting role.
