Huai'an's "Three Basic Principles" Strikes the Main Theme of High-Quality Green Development

Since the beginning of this year, Huai'an has adhered to the principle of prioritizing ecology and green development, accelerating the upgrade of green industries, and promoting economic and social development with more "gold content" and "green content," and lower "carbon content". Therefore, Huai'an has taken three measures to achieve the goal.

The first one is to promote transformation through energy conservation and emission reduction. The city earnestly implements the dual control of energy consumption, strengthens energy consumption management in key industries and enterprises, and carries out projects such as the Jiangsu Guoxin Huai'an coal-fired back pressure unit project and the Hongze main urban area combined heat and power relocation project. It also promotes renovating and upgrading existing coal power units and constructing onshore wind power and photovoltaic projects. As of the end of May, the installed capacity of non-fossil energy in the city accounted for more than 60%, 5.2 percentage points higher than the national average.

The second is to improve quality by reducing stock and expanding growth. The city strictly controls source access, resolutely curbs the blind development of "high energy consumption, high pollution, and low efficiency" projects, and has completed the remediation of 320 "scattered, chaotic, untidy, and low" enterprises. It has deeply carried out the "Ten, Hundred and Thousand" green creation action, implemented dynamic management of green manufacturing, assigned codes to 12 national and 43 provincial-level green factories, and organized 102 enterprises to seek green benchmark status.

The third is to create an eco-friendly transportation system. The city accelerates the construction of green and smart infrastructure projects such as the Huai'an bypass section of National Highway 233 and the Gusang green and smart maintenance work area of National Highway 235. It has also formulated an implementation plan and reference standards for intelligently upgrading reception facilities of water pollutants from ships, encouraged qualified port enterprises to strive for provincial star-rated green ports, and focused on building a green and low-carbon transportation system.
