Huai'an Promotes Noise Pollution Prevention and Control Work

Recently, the Huai'an Pollution Prevention and Control Office, together with the Municipal Urban Management Bureau, the Municipal Public Security Bureau, and other departments, held a meeting to promote the special rectification work for high-decibel speakers.

The issue of high-decibel speakers causing disturbances is widespread and extensive, requiring collective efforts and collaboration for effective rectification. The Huai'an Pollution Prevention and Control Office, in conjunction with the Municipal Public Security Bureau, the Municipal Urban Management Bureau, and the Municipal Ecological Environment Bureau, launched a special rectification action to address the problem of noise disturbances reported by citizens in concentrated areas during key nighttime periods. On-site inspections were conducted, and individuals engaged in activities such as singing, playing musical instruments, and square dancing were advised accordingly. Huai'an carried out legal publicity and adhered to the principle of "education first and punishment second", with a focus on promoting awareness of nighttime noise standards, noise control, and the legal responsibilities associated with noise disturbances. This ensured that organizers of activities at various locations understood their responsibilities in noise control, increased awareness among participating citizens, and actively fostered an atmosphere of public participation in combating noise pollution.

To consistently address noise pollution issues and minimize the impact of noise on citizens' work and daily lives, the Municipal Urban Management Bureau established a special rectification team. The team took into consideration regional management priorities, complaint hotspots, and enforcement challenges, focused on key areas such as major roads and transportation hubs, and conducted comprehensive inspections and rectifications to strictly control disruptive behaviors caused by high-decibel speakers in a "dragnet-style" enforcement approach. Stringent measures were implemented for group entertainment activities in public areas, including clear time restrictions and volume limits.

As of April 18, the comprehensive supervision platform for pollution prevention and control in Huai'an recorded a 25% decrease in noise-related issue reports compared to the previous year, with high-decibel speaker-related issue reports showing a year-on-year decline of 41.8%.
