In order to provide convenient meal assistance services to the elderly, Huai'an will include the renovation and improvement of 36 community meal assistance points for the elderly as part of the practical projects for the year 2024. Recently, the Huai'an Civil Affairs Bureau, together with the Huai'an Municipal Finance Bureau and another department, issued special subsidy support policies.

First, the financial support measures will be implemented effectively. Based on the types of meal assistance facilities provided, comprehensive elderly service centers in urban areas will receive operating subsidies ranging from RMB 50,000 to 400,000. Community meal assistance points and rural mutual-aid elderly neighborly points will receive operating subsidies of RMB 50,000-200,000.

Second, there will be diverse support for social operation. This subsidy policy focuses on supporting entities that operate three or more elderly service institutions within the same county or district. It will actively encourage market entities to participate in elderly services and encourage well-established elderly service and catering enterprises with chain operations and strong branding to provide meal assistance services.

Third, there will be high standards and requirements. Detailed assessment criteria will be established for subsidy applicants of various types, including qualifications, facilities, operations, services, and safety. Quantitative scoring will be conducted and subsidies will vary with scores. The assessment criteria will be developed based on relevant local standards and policy documents from the Jiangsu Provincial Department of Civil Affairs, aiming to promote the standardized development of elderly meal assistance services.
