Since this year, Huai'an has adhered to the overall policy of "safety first, prevention foremost, and comprehensive treatment", focused on the three key points of "responsibility, publicity, and rectification", and exerted every effort to build a solid defense line for work safety.

The first is to pay close attention to the implementation of responsibilities. Focusing on key areas to sort out the work lists, the Office of Huai'an Work Safety Committee has organized a research and judgment meeting on work safety risks and decomposed the lists by area to relevant functional departments. This ensures that corporate leaders are aware of their principal responsibilities and facilitates the monitoring of the work safety conditions across different industries. Simultaneously, targeting key industries and fields, Huai'an has improved the hierarchical responsibility system for work safety to guarantee the meticulous implementation of safety supervision responsibilities.

The second is to strengthen publicity and promotion. Huai'an has paid close attention to the safety education and training of enterprises and regularly carried out work safety training for enterprise owners. The "online + offline" synchronization model is adopted to "implant" safety awareness in the minds of employees through supervisors' visits to enterprises and the distribution of publicity brochures. Through online municipal mainstream media such as WeChat official accounts, tips on work safety are regularly pushed, types of accidents induced by work safety risks and precautions are explained, and the concept of work safety is widely disseminated.

The third is to effectively implement closed-loop rectification. Huai'an has established a whole-process, closed-loop, and intelligent problem governance mechanism for "timely detection, efficient disposal, accurate early warning, proper control, and thorough solution" of hidden dangers of work safety risks. Besides, it has regularly conducted collaborative law enforcement and centralized rectification in critical areas such as road transportation, building construction, gas safety, and self-built houses, focused on issues like non-implementation of primary responsibilities and inadequate investigation and remediation of hidden dangers, and strictly implemented the "whole chain" closed-loop management of work safety to effectively eliminate blind spots in supervision.
