In 2024, Huai'an will focus on building a strong agricultural city while thoroughly reinforcing the water conservancy foundation for rural revitalization.

The first is to improve the construction and management level of irrigation areas. Huai'an will finalize the continued supporting facility construction and modernization of five large and medium-sized irrigation areas: Qingshuiba, Yunxi, Linhu, Guantang, and Guantan. It will foster the establishment of national standardized management irrigation areas in four irrigation areas: Qunan, Zhuluoba, Qingshuiba, and Huainanwei. Besides, it will carry out the construction of five water-efficient irrigation areas: Shunhedong, Lianzhong, Linonghe, Guantang, and Guantan.

The second is to advance the construction of picturesque waterside villages. Huai'an plans to build 410 kilometers of rural ecological river channels, with 86 kilometers recognized as part of the provincial government's practical work concerning people's livelihood. With the goal of verdant mountains, pristine water, picturesque villages, and prosperous inhabitants, it will annually develop seven provincial ecologically clean small watersheds and steadfastly promote Xuyi County's transformation into a national demonstration county for soil and water conservation.

The third is to improve the rural water supply guarantee system. Huai'an will prepare a high-quality development plan for rural water supply by county. An investment of RMB 464 million will be earmarked for the implementation of rural water supply guarantee projects in Jinhu County, Xuyi County, Lianshui County, and Huai'an District. A new water plant will be built and 86.7 kilometers of pipe network will be renovated to continuously enhance the rural water supply reliability.
