To fully implement the spirit of the Notice on Optimizing Employment Policies to Promote Development and Livelihood issued by the Jiangsu provincial government office, the policy of stabilizing employment and refunding by unemployment insurance will continue until December 31, 2023, thereby ensuring livelihood, preventing unemployment, and promoting employment.

Beneficiaries

Two types of enterprises are eligible for this policy: (1)  the insured enterprises with no layoffs or a layoff rate not higher than the national urban survey unemployment rate control target (5.5%) of the previous year, and (2)is the insured enterprises (≤30 employees) with a layoff rate not higher than 20% of the total number of insured employees.

Refund standard

For micro, small and medium-sized enterprises, 60% of the actual unemployment insurance premiums paid by the enterprise and its employees in the previous year will be refunded. Similarly, individual industrial and commercial households insured by unit are also eligible for this refund. 30% will be refunded to large enterprises. As such, it is applicable to social service institutions, social organizations, foundations, and other insured units (excluding government agencies and institutions).

Distribution mode

After data review and the consensus reached by the joint meeting of the unemployment insurance, the refunds will be directly distributed directly to the enterprises’ accounts by the unemployment insurance agencies. This means that there is no need for the employers to apply for the refunds.
