Under a prudent supervision orientation, Huai’an emergency management department has established the policy of “fine-free first violations” for minor violations, which helps enterprises solve practical problems in implementing their main responsibilities and improve safety production management.

On August 20, 2022, the Municipal Emergency Management Bureau issued the “List of ‘Fine-free First Violations” for Production Safety-Related Violations in Huai’an City”. By the end of August 2023, Huai’an has handled 75 related cases in total, and exempted the involved production and business units from administrative penalties of nearly three million yuan, which has been widely recognized and supported by the majority of enterprises. This has also boosted the enthusiasm and initiative of enterprises to take safety production seriously.
