To promote the development of agriculture, the Bureau of Finance and the Bureau of Agriculture and Rural Affairs of Huai'an recently issued "Measures for the Management of Special Fund for Modern Agricultural Development of Huai'an", which stipulates the management and use of the fund.

The special fund provided by the municipal finance and incorporated into the municipal financial budget management is used for modern agricultural production, industrial structure optimization, industrial integration and agricultural efficiency improvement. It covers the tasks and projects related to modern agricultural development such as the development of pilar industries with special characteristics, cultivation of new agricultural business entities, construction of agricultural platforms, development of green and high-quality agricultural products, transformation and upgrading of agricultural production mode, so on and so forth.
