In accordance with the goal of "ten practical projects for people's wellbeing" in 2021, Huai'an will continue to benefit the public through culture this year. It plans to build 10 "city studies", 20 "public rose lounges", and 100 nonprofit grassroots cinemas, arrange 600 performances of Huai'an operas for the countryside, and issue 50000 annual cards for culture and tourism consumption.

In the first half of this year, the culture, radio, television and tourism bureaus at different levels of Huai'an vigorously promote the construction of the cinemas. By the end of June, a total of 7.34 million yuan had been invested in this project. So far, 104 cinemas have been completed, which showed 2754 times for 97500 viewers. The cinemas meet the spiritual and cultural needs of the public to a great extent.
