Since the beginning of 2021, Huai'an has promoted the transformation of privately-owned businesses and small-scale enterprises into enterprises and enterprises above the designated size by relaxing the access conditions for market entities.

The Bureau of Housing and Urban-Rural Development plans to establish 200 new construction enterprises above the designated size (130 construction enterprises and 70 real estate enterprises). The first half of 2021 witnessed 101 new construction enterprises above the designated scale, accounting for 51% of the annual target, including 67 construction enterprises and 34 real estate enterprises.
