This year, Huai'an focused on the target of adding more than 10 new affordble childcare institutions for children aged 0-3 and more than 500 education vacancies. Budgetary funding of RMB 560,000 as well as municipal awards were both sought to facilitate the work.

Huai'an Municipal Finance Bureau, in collaboration with Huai'an Health Commission, has formulated the "2021 Affordble Childcare Project Plan for People's Livelihood" and refined the project's work objectives. Focusing on the needs of the masses, the plan insists on giving priority to common benefits and multi-participation, and promotes the diversified development through the construction, expansion and renovation of a number of childcare service institutions and facilities.

At present, the city has completed the first round of evaluation and recommendation of selected childcare service providers.
