Huai'an Safeguards the Effectiveness of Elderly-oriented Reconstruction Projects

Since this year, Huai'an Civil Affairs Bureau has been orderly promoting the practical work of carrying out elderly-oriented reconstruction projects for families in difficulty. By the end of April, all counties and districts have identified 2,300 households for renovation, exceeding the number of tasks by 300.

Firstly, the scope of protection has been upgraded again in Huai'an. To be specific, the scope has been expanded to include elderly people left behind in rural areas, empty nesters living alone, and special families following family planning, on the basis of the scattered support for special hardship cases as well as urban and rural low-income families with the elderly in old age, disability or severe disability, etc.

Secondly, the list of reconstruction has been upgraded as well. The basic renovation projects are further refined from last year's simple classification of urban and rural areas to the specific need of the elderly. The targets are categorized into three groups, i.e. the elderly living alone at the advanced age, the elderly disabled, semi-disabled or severely disabled, as well as the elderly with financial difficulties and lack of basic living facilities.

Thirdly, the process specification has been advanced. The city strengthens the means of supervision for the household ageing-friendly renovations, with the participation of both the families and household assessment organizations from the very beginning. Meanwhile, the role of information technology in the supervision process is also enforced. The information on application, assessment, construction, acceptance and satisfaction assessment of a reconstruction project is all uploaded to the data module of the Bureau's "Jinmin System", so that the entire project is traceable.
