The Ministry of Commerce and the State Post Bureau have jointly issued a notice to accelerate the collaborative development of e-commerce and express logistics, which summarizes a series of advanced experiences and practices to be promoted nationwide. Huai'an's practices in guiding the integrated development of national e-commerce demonstration bases, e-commerce industrial parks and express logistics parks are included in the notice.

In recent years, the city has established a mechanism for park enterprises' access and exit and formulated preferential support policies, so as to guide them to be better and stronger. At the same time, it has strengthened investment in three major industries, i.e. e-commerce, logistics and warehousing, and extended their industrial chains. The linkage of express delivery and logistics, as well as the integration of e-commerce and warehousing have been promoted as well.
