The Huaiyin Economic Development Zone, a provincial-leveled development zone, is located at northeast of the Huai’an city. It is planed to be 60 square kilometers, and the first phase of 6 square kilometers has been developed completely. The zone has convenient transportation. The Yan River connects with the golden waterway—the Grand Canal; the Jing-Hu high speed and city border high speed encircled around; the Xingchang section of Shanghai railroad and the city border railroad puts on the boundary; the municipal main passenger station and the goods transportation station are situated in; and public service such as school, the sewage treatment plant and so on are provided. By the end of July 2007, projects entering the garden are totally 270 and 46 of which are above one hundred million Yuan. The agreement total investments are 15.3 billion Yuan. The zone established five service centers which are “assisted service, businessmen reception, labor and employment, financing service, and social insurance service”, and it implements service systems which are approval, discussion, helping, supervision and examination. It also carries out a system of industrial association which could effectively strengthen the connection among enterprises and the connection of enterprises with markets.

Wangying centralized industrial zone is planed to be 2.3 square kilometers, and has developed the area of 1000 mu. It has 19 enterprises with investments of 840 million yuan.

Mianhuazhuang centralized industrial zone is planed to be 1190mu, and has developed the area of 360 mu. It has 12 enterprises with investments of 129 million yuan. It takes the processing industry of agricultural products as feature.

Yuanji centralized industrial zone is planed to be 775 square kilometers, and has developed the area of 178 mu with 10 projects.

Xuliu centralized industrial zone is planed to be 1000mu, and has developed the area of 382 mu. It has 11 projects with investments of 120 million yuan. It takes wood processing as feature.

Yugou centralized industrial zone is planed to be 1650 mu, and has 11 projects with investments of 16.929 thousand yuan.
