Due to the influence of a strong cold air mass, there was a heavy snowfall in Huai’an City on the morning of February 4. According to the meteorological department’s forecast, the depth of snow could reach 5-10 centimeters or even more than 15 centimeters in some areas. In order to prevent ground icing caused by significant temperature drop, which may hamper transportation and people’s daily activities, we request all organizations and citizens in the city to actively participate in snow and ice removal. Relevant requirements are as follows:
I. All Party and government offices, enterprises, public institutions, and military departments should take active actions. Party members in leadership positions should set a good model and mobilize all personnel to clear snow and ice in their respective areas of responsibility.
II. Roadside businesses, shops, and residential communities should actively participate in snow and ice removal. Adhering to the principle of “clearing snow timely after it accumulates”, they should clear the snow from non-motorized vehicle lanes, sidewalks, and the responsibility areas in front of their premises within the specified time and pile it up on the side of the road to facilitate people’s travel.
III. Officials and citizens in all localities should proactively clear the accumulated snow and ice on village roads, back alleys, and residential areas. The general public should carry forward the spirit of ownership and play an active part in snow and ice removal in various public areas of the city.
IV. Road surfaces, municipal public facilities, and green spaces must not be damaged during snow and ice removal. Parking on main roads, auxiliary lanes, and sidewalks is prohibited during snowfall and snow and ice removal. In case of snow removal vehicles in operation, other vehicles should follow on-site instructions to keep a safe distance and move in an orderly manner.
V. All organizations should carefully inspect various kinds of safety risks and hazards, and take targeted preventive measures. Citizens should reduce the use of private vehicles and pay close attention to road safety. Elderly people, disabled individuals, pregnant women, and other vulnerable groups should reduce outdoor activities to stay away from traffic accidents.
