According to relevant requirements, Huai'an main data results approved by Jiangsu Office of the Third National Land Survey Leading Group are now released as follows:
(I) Arable land: 477,116.98 hectares (7,156,700 mu). Specifically, there are 449,195.55 hectares (6,737,900 mu) of paddy fields, 20,900.28 hectares (313,500 mu) of irrigable land, and 7,021.15 hectares (105,300 mu) of dry land, accounting for 94.15%, 4.38% and 1.47%, respectively.
(II) Garden plot: 6394.67 hectares (95,900 mu). Among them, orchards are 3092.13 hectares (46,400 mu), tea gardens are 89.53 hectares (0.13 million mu), and other garden lands are 3213.01 hectares (48,200 mu), occupying 48.35%, 1.40% and 50.25% of the total, respectively.
(III) Forest: 52,949.63 hectares (794,200 mu). More precisely, there are 30,021.69 hectares (450,300 mu) of arboreal land (56.70%), 786.07 hectares (11,800 mu) of bamboo land (1.48%), 67.48 hectares (1,000 mu) of shrub land (0.13%), and 22,074.39 hectares (331,100 mu) of other kinds (41.69%).
(IV) Grassland: 4,575.68 hectares (68,600 mu) completely in other types.
(V) Wetland: 9295.90 hectares (139,400 mu). In this "Third Land Survey", it is a newly added land type, entirely consisting of 9295.90 hectares (139,400 mu) of coastal tidal flats and swamps.
(VI) Cities, towns, villages and industrial and mining land: 147,642.43 hectares (2,214,600 mu). In particular, there are 21,202.62 hectares (318,000 mu) for cities, taking up 14.36%, 21,709.43 hectares (325,600 mu) for designated towns, sharing14.70%, and 101,423.18 hectares (1,521,400 mu) for villages, constituting 68.70% of the total; additionally, 1,519.58 hectares (22,800 mu) of land are used for mining (1.03%), while 1,787.62 hectares (26,800 mu) for scenic and special use (1.21%).
(VII) Land for transportation: 27,698.93 hectares (415,500 mu). To be specific, the land for road takes up a larger share of the total, with 13948.20 hectares (209,200 mu) for highways (50.35%) and12461.35 hectares (186,900 mu) for rural roads (44.99%), respectively. On top of that, there are 746.18 hectares (11,200 mu) of railway land (2.69%), 24.51 hectares (400 mu) of rail transit land ( 0.09%),198.29 hectares (3,000 mu) of airport land (0.72%), 312.01 hectares (4,700 mu) of port land (1.13%), and 8.39 hectares (100 mu) of land for pipeline transportation (0.03%).
(VIII) Water areas and land for water conservancy facilities: 274,746.32 hectares (4,121,200 mu). There are 35,088.10 hectares (526,300 mu) for rivers (12.77%), 99,771.64 hectares (1,496,600 mu) for lakes (36.31%), 5,985.32 hectares (89,800 mu) for reservoirs (2.18%) and 67829.63 hectares (1,017,400 mu) for ponds (24.69%). Moreover, 55,810.84 hectares (837,200 mu) of ditches and 10,260.79 hectares (153,900 mu) of hydraulic construction land, a share of 20.31% and 3.74%, separately.
The Third National Land Survey is a major survey of national conditions and national strength, as well as a unified survey of natural resource foundations. Data collected during the survey comprehensively and objectively reflect the current situation of land use in Huai'an. All local Party committees and governments shall effectively perform their duties in implementing the most strict arable protection rules. The utilization of arable lands for non-agricultural purposes and for non-food-growing purposes must be eliminated and controlled, respectively. The arable land requisition-compensation balance must be ensured and the arable land retention and permanent basic farmland protection targets set in the national planning shall be fulfilled. In addition, Huai'an must continue land conservation and intensive land use, determine the new lands for construction scientifically, make efforts in the development and use of urban and rural inventory lands for construction, and participate in the re-development of low-efficient urban lands. Only in these ways can the city improve the quality and benefit of land development and utilization, and further ensure high-quality economic and social development.
