To thoroughly implement the decisions and arrangements of the Central Committee of the Communist Party of China (CPC) and the State Council on "promoting the high-quality and efficient development of the service industry" and accelerate the high-quality development of the modern service industry in Huai'an, this plan is formulated in light of the actual situation of our city.
Focusing on quality improvement, capacity expansion, and innovation-driven development, we will promote the specialization, integration, and high-end development of producer services and advance the high-quality, diversified, and convenient development of consumer services. By 2028, we will have increased the added value of the city's service industry to RMB 370 billion, with more than 700 new above-scale service enterprises added, and the revenue of above-scale service enterprises exceeding RMB 170 billion.
I. Focusing on Quality Improvement and Capacity Expansion to Promote the Specialization, Integration, and High-End development of Producer Services
(I) We will build a high-efficiency modern logistics system. Based on the strategic positioning of the Lianyungang-Xuzhou-Huai'an comprehensive modern logistics hub, we will leverage the important logistics nodes of water transport, land transport, and aviation to accelerate the construction and upgrading of Huai'an Port, Huangma Port, airports, logistics parks, and backbone cold chain facilities, and build a new, efficient and convenient multi-modal transport system integrating road, rail, inland waterway, and sea transport. We will promote the construction of intelligent supply chains, create an intelligent logistics system with intelligent scheduling capabilities and full-process visualization functions, and support logistics companies in providing customized solutions for the manufacturing industry, such as line-side logistics and integrated supply chain services. In addition, we will develop new logistics business models, improve the low-altitude point, line, and surface layout, as well as the communication network and other infrastructure, and promote the development of low-altitude short-haul transport business at Jinhu General Airport. By 2028, we will have increased the city's total social logistics volume to RMB 2.3 trillion, with the port cargo throughput reaching 86 million tons.
(II) We will develop innovative and highly adaptive modern financial services. Focusing on industrial clusters and industrial chains, we will leverage platforms such as the Huai'an Finance Centre to attract high-quality institutions, such as banks, insurance companies, and fund companies. We will continue to deepen cooperation between government agencies, banks, and enterprises, and encourage banking institutions to optimize their credit allocation and structure to provide multi-level and precise financing services. Utilizing government-bank products such as "Innovation Credit Loan" and "Startup Technology Loan," we will develop science and technology finance, increase credit lending to the digital economy, and invest in early-stage, small-scale, and hard-tech industries. In addition, we will implement capital market innovation and reform policies, make good use of tools such as listed company mergers and acquisitions and equity incentives, and build a full-cycle, full-chain cultivation, support, and service system to promote the listing and development of enterprises. Moreover, we will strengthen the promotion of digital RMB, as well as innovative applications in enterprises, promote comprehensive upgrades in payment, financing, risk control, and cross-border settlement, and facilitate the launch of innovative, scenario-specific products, such as "Huai'an Electricity Loan." By 2028, we will have increased the added value of the financial industry to over RMB 27 billion, with the outstanding loans to the manufacturing industry reaching RMB 100 billion.
(III) We will accelerate the gathering of high-level professionals. This includes implementing the "Huaishang Talent Program" to cultivate leading talent in innovation and entrepreneurship, and regularly carrying out a series of "Talent Recruitment to Huai'an" activities to precisely attract talent based on the needs of industrial development. We will further promote the "Internet+" human resources service initiative, accelerate the introduction and cultivation of a number of exemplary human resources agencies and service brands, encourage and support human resources agencies to explore and expand cross-sector services, and build a high-standard human resources service system that is information-based and industrialized. Meanwhile, we will deepen the industry-education integration based on demand, and encourage and guide universities, research institutes, and vocational colleges to optimize their discipline settings and innovate new talent cultivation models, such as order-based and practical training that aligns talent supply with industrial demand. In addition, we will improve the talent incentive and protection mechanisms in the service sector, refine the diversified talent evaluation mechanism, and establish an evaluation system with innovation ability, actual contribution, and result commercialization effectiveness as its core to build a strong magnet for talent gathering. By 2028, we will have increased the revenue of the human resources service industry to RMB 7.5 billion.
(IV) We will promote the high-level development of trade in services. To this end, we will replicate and promote pilot measures for institutional opening-up in digital trade, aiming to achieve a 100% implementation rate for initiatives that are in line with the city's conditions. We will actively cultivate independent and advantageous trade promotion brands and enterprises that are new growth points in foreign trade, support enterprises to participate in domestic and foreign exhibitions, and facilitate their diversified development of both international and domestic markets. In addition, we will implement the Three-Year Action Plan for Promoting High-Quality Development of Cross-Border E-commerce, accelerate the construction of the Huai'an Cross-Border E-commerce Comprehensive Pilot Zone, e-commerce live-streaming hubs, and high-quality brand live-streaming rooms, carry out the "Huai'an Products Going Global" project with a "cross-border e-commerce + industrial belt" model, and promote the deep integration of cross-border e-commerce and industries. Moreover, we will steadily increase the proportion of enterprises in the pilot program for high-level opening-up in trade in services, and encourage banks to provide enterprises with more efficient and lower-cost cross-border fund settlement services. By 2028, we will have increased the transaction volume of cross-border e-commerce to RMB 6.5 billion, with an annual increase of over 15% in the number of enterprises in the high-level opening-up pilot program for cross-border trade in services.
(V) We will strengthen our technology R&D capabilities. Focusing on building an "innovation hub," we will implement an action plan to facilitate quality improvement and efficiency enhancement in new R&D institutions, encourage universities, research institutes, and enterprises to carry out industry-academia-research cooperation, and strengthen scientific and technological research with enterprises as the main force. We will promote the construction of a number of technology enterprise incubators, and build a number of market-oriented engineering (technology) research centers, technology centers, and laboratories based on industry-academia-research-application integration. In addition, we will promote the construction of "science and technology innovation enclaves" and actively build a cooperation model that combines R&D and incubation in Nanjing with commercialization and industrialization in Huai'an. Moreover, we will improve innovation services throughout the chain from concept verification to pilot production and final industrialization, cultivate municipal-level science and technology public service platforms, promote the construction of pilot production platforms and the improvement of enterprise service capabilities, and promote the open sharing of scientific research instruments and equipment. By 2028, we will have 20 new technology enterprise incubators at the municipal level or above, along with 3 new municipal-level science and technology public service platforms.
(VI) We will develop high-level business services. This includes encouraging Fortune Global 500 companies and industrial leaders to establish regional headquarters, as well as functional institutions such as R&D and finance departments, in Huai'an. To meet the needs of industrial development, we will attract and cultivate a number of influential leading business service enterprises and accelerate the development of professional services in fields such as law, accounting, exhibitions, and consulting. We will attract and cultivate a number of high-growth emerging technology companies, and encourage large enterprises to leverage their own strengths to carry out service-oriented transformation and provide services such as technology R&D and design consulting. In addition, we will promote the creation, utilization, and protection of data intellectual property, and encourage intellectual property service agencies to participate in the entire data intellectual property service chain. Moreover, we will guide testing and inspection institutions to enhance their capabilities and promote regional cooperation, establish a provincial-level quality testing and inspection center for paper and paper products, and continuously advance the construction of quality infrastructure to provide high-level, one-stop services for industrial development, covering aspects such as quality, standards, measurement, and testing and inspection services. By 2028, we will have passed the milestone of RMB 40 billion in revenue from above-scale business services, with 50 new high-tech enterprises in technology services added.
(VII) We will innovate and develop green and low-carbon services. This includes steadily advancing carbon peaking and carbon neutrality, accelerating the development of green and low-carbon industries, such as energy conservation, environmental protection, and carbon reduction, strengthening the construction of the carbon emission statistical accounting system, introducing and cultivating carbon emission accounting service enterprises, and promoting the "diagnosis + transformation" model for energy conservation and carbon reduction. We will encourage new projects to adopt new energy and low-carbon energy sources, establish a green electricity and green electricity certificate (GEC) service platform, and promote the trading of green electricity and GECs. In addition, we will promote the application of the Jiangsu Product Carbon Footprint Public Service Platform and guide enterprises to carry out product carbon footprint accounting and certification. Moreover, we will expand green and energy-saving services, promote professional services such as energy-saving diagnosis, energy efficiency diagnosis, and energy audit for industrial enterprises, and accelerate the innovation of models for contract energy management and energy trusteeship. Furthermore, we will promote the professionalization of services in the fields of ecological environment governance, protection, and monitoring, and cultivate and develop emerging green and low-carbon services, such as ESG consulting, rating, and investment and financing services. By 2028, we will have completed carbon footprint accounting for more than 40 key products, with no fewer than 10 green factories established annually at or above the provincial level.
(VIII) We will proactively develop digital and intelligent service clusters. This includes advancing the data application breakthrough campaign, establishing and improving the mechanism for the open sharing of public data, introducing and cultivating data vendors and third-party service providers, innovating and developing data products, and carrying out authorized operation of public data in an orderly manner. We will strengthen the support of 5G and fiber optic networks, build a computing power system with a reasonable, tiered, and diversified layout of general computing power, intelligent computing power, and edge computing power, and promote the subsequent operations of computing power centers under construction. Focusing on emerging digital industrial clusters, we will build a platform for communication and exchange between upstream and downstream enterprises in the local computing power industrial chain, increase investment attraction for industries such as AI, large models, and cloud computing, and accelerate the cultivation of new business areas such as data labeling and data security. By 2028, we will have increased the percentage of the added value of core digital economy industries in GDP to more than 9%, with an additional 4,320 PFLOPS of computing power.
(IX) We will strengthen the development and application of software and the industrial internet. This includes promoting the innovative development of software and information technology services, guiding traditional software companies to enter fields such as industrial software, terminal supporting software, and intelligent agent support software, supporting large manufacturing enterprises to spin their software departments off into software companies to provide external services, and promoting software-hardware synergy and cross-domain integration. We will continue to promote the construction of industrial internet platforms, establish a preliminary "1+7+N" system of industrial internet platforms, and encourage enterprises to tackle technological challenges in areas such as industrial internet and supply chain management platforms. In addition, we will make key breakthroughs in a number of core software technologies and products, attract and cultivate several platforms and brands with industry characteristics and competitive advantages, and support the selection of key platforms for in-depth application in advantageous clusters. By 2028, we will have passed the milestone of RMB 7 billion in software and information service revenue, with more than 32 industrial internet platforms built.
(X) We will promote comprehensive AI empowerment. With the implementation of the "AI+" action plan, we will cooperate with large enterprises to jointly build a municipal-level industrial large model innovation center, focus on providing customized AI services for leading industries, and create a number of industry-level large models with wide coverage and high product energy efficiency. We will increase the support of special funds, such as the dedicated fund to guide and support the city's industrial development, for AI technology R&D, equipment upgrading, and scenario construction. In addition, we will support enterprises in using AI technology to optimize production processes and improve operational efficiency. Moreover, we will encourage enterprises and research institutions to carry out technological R&D and application innovation in areas such as machine vision, intelligent voice, and big data analysis, and implement a number of key R&D projects in fields such as intelligent manufacturing and modern logistics. By 2028, we will have developed and built no fewer than 20 AI application scenarios on average in enterprises annually.
II. Focusing on Innovation-Driven Development to Promote the High-Quality, Diversified, and Convenient Development of Consumer Services
(XI) We will encourage the development of new types of consumption. This includes guiding the central business district to develop in a differentiated manner, strengthening the clustering of first stores, optimizing and strengthening the supply of mid-to-high-end brand products, deepening the Time-Honored Brand Revitalization Initiative, and creating national- and provincial-level demonstration pedestrian streets. We will strengthen the connection between production and sales, and facilitate the listing of Jiangsu brands and products, Huai'an goods, and high-quality foreign trade products in various channels, such as platforms, chain stores, and supermarkets. In addition, we will develop new forms of cultural tourism consumption by promoting a "food+" model, guide enterprises to explore the "catering + retail" composite model, and encourage streets and blocks such as Huajie and Hexia Ancient Town to create distinctive cultural tourism consumption and nighttime consumption scenes. Moreover, we will develop the ticket-stub economy to promote the mutual empowerment of performing arts, exhibitions, sports events, and cultural tourism consumption. Moreover, we will activate the sports event economy, strengthen the "Joyful Huai'an" series of brands, and meticulously host high-level events such as the Jiangsu Football City League and the Huai'an Football City League. By 2028, we will have passed the milestone of RMB 220 billion in the total retail sales of consumer goods, introducing more than 20 first stores in northern Jiangsu.
(XII) We will create high-quality tourist destinations. Seizing the opportunities presented by the construction of the "World-Class Canal Cultural Heritage Corridor" and the "World-Class Ecological and Cultural Tourism Area along Hongze Lake," we will concentrate on our "One City, Two Parks" cultural tourism layout, coordinate high-quality cultural tourism resources across the city, and launch classic tour routes themed around revolutionary history, canal culture, food culture, and "Journey to the West" culture. In the light of provincial and municipal city football leagues, the Grand Canal City Intangible Cultural Heritage Tourism Festival, and other events and festivals, we will launch tourism routes that combine classic routes with popular elements. Leveraging the "online + offline" marketing network, we will promote cross-domain traffic generation among sports, commerce, tourism, and catering, drive the construction of high-quality tourism and leisure scenic spots, and create a number of high-quality outdoor sports destinations, striving to create a number of innovative sports consumption scenarios in the Yangtze River Delta and outstanding cases of integrated development of sports and tourism in the province. By 2028, we will have passed the milestone of RMB 80 billion in the total revenue of the tourism industry, with the operating revenue of the culture, sports, and entertainment industries included in the accounting growing at an annual rate of about 15%.
(XIII) We will improve the supply of high-quality elderly care and childcare services. To this end, we will improve the multi-tiered healthy aging service system, which is based on home-based elderly care, supported by community-based and institutional elderly care, and characterized by the integration of medical care and wellness preservation. In addition, we will support the integrated development of "domestic services + elderly care services." Meanwhile, we will promote "Internet + elderly care services," optimize the functions of smart elderly care service platforms, and expand online service application scenarios. Moreover, we will promote the integrated development of medical and elderly care, encourage high-quality teams to operate elderly care service facilities through branded chain operations, and support enterprises to explore and create new scenarios for healthy aging and travel-based elderly care. Furthermore, we will carry out initiatives to improve the quality of childcare services, implement inclusive childcare policies, and improve the diversified childcare service system. We will also promote integrated childcare services according to local conditions, develop community-run and employer-run childcare services as needed, and facilitate the provision of convenient, affordable, and high-quality childcare services. By 2028, we will have cultivated more than 30 leading elderly care and childcare enterprises, realizing the establishment of 15-minute elderly care and childcare service circles.
III. Strengthening Factor Support to Create a Better Environment for Service Industry Development
We will establish and improve a city-wide consultation and coordination mechanism for the high-quality development of the modern service industry, which links different levels and involves multiple parties. Meanwhile, we will continue to promote the reform of "efficiently completing tasks," explore and promote the mixed development and utilization of land and the reasonable conversion of land use, and strengthen the supply of factors such as land, talent, and data. In addition, we will give priority to recommending key service industry projects for inclusion in the provincial and municipal major project plans, actively seek policy and financial support for eligible projects, and encourage local governments to strengthen service guidance and support for the transformation of individual businesses into enterprises, the scaling up of small enterprises, and enterprise operations. We will also implement inclusive and prudent supervision of new service industry formats. Moreover, we will urge local governments and departments to strengthen coordination to jointly promote the effective implementation of various tasks.
