Huai'an City's Three-Year Action Plan for Supporting High-Quality Enterprises in Increasing Capital, Expanding Production, and Enhancing Efficiency (2026–2028)

This plan is formulated to thoroughly implement the spirit of the Fourth Plenary Session of the 20th Communist Party of China (CPC) Central Committee, execute the decisions and plans of the CPC Jiangsu Provincial Committee and the Jiangsu Provincial People's Government on stabilizing growth and promoting development, implement the spirit of the Twelfth Plenary Session of the Eighth CPC Huai'an Municipal Committee, and support high-quality enterprises in expanding effective investment, further improving the quality and efficiency of their development, and enhancing the momentum of high-quality industrial development.

I. Fully Supporting Enterprise in Expanding Investment

1. We will conduct targeted visits and database development. This includes establishing a regular and efficient enterprise visitation mechanism to understand enterprises' development status and their plans for capital increase and production expansion, respond promptly to their demands, and continuously reinforce their investment confidence. We will track and evaluate the development of key enterprises to dynamically build key enterprise and project databases for increasing capital and expanding production. Specifically, we will provide enterprises in the database with classified support for chain extension and supplementation, technological innovation, intelligent upgrading, digital transformation, network connectivity, and green transition; we will implement "five-stage" lifecycle management mechanism for projects in the database, carrying out monthly tracking and closed-loop promotion. The objective is to implement over 400 capital increase and production expansion projects annually, each with an investment of over RMB 5 million, and achieve an an average annual investment of over RMB 40 billion.

2. We will optimize project approval services. This includes providing pre-approval guidance for capital increase and production expansion projects, as well as one-on-one full-process assistance and agency services. We will fully utilize reform measures such as "parallel review + provisional acceptance," "material simplification + certificate and license exemption," and "early warning + default for timeout + time-limited completion" to create conditions for expediting project approvals and smooth progress.

3. We will enhance the guarantee of project elements. This includes strengthening the city-wide coordination of key indicators, such as land and energy consumption, propelling the revitalization of inefficient and idle land, and dynamically reserving concentrated and contiguous industrial land. We will encourage enterprises with capital increase and production expansion plans to make use of surrounding inefficient industrial land through mergers, equity acquisitions, and land transfers. We will also encourage the negotiated transfer of scattered land outside the red line, such as marginal land, sandwiched land, and interspersed land. In addition, we will support enterprises in their "zero-land-increase" technological upgrades, permitting an increase in plot ratio and the utilization of above-ground space (overhead corridors) and underground spaces, without charging additional land fees. Moreover, we will support the increase in the proportion of supporting administrative offices and living service facilities to alleviate the problem of insufficient supporting facilities. Furthermore, we will enable flexible real estate registration, including per-building/floor registration for qualified factory buildings and pre-transfer registration for industrial land not meeting the 25% investment threshold. Besides, we will strengthen the guarantee of total pollutant discharge quotas and provide policy support for capital increase and production expansion projects, including allowing the cross-category use of total pollutant discharge quotas and the acceptance of incomplete applications, in accordance with regulations.

II. Continuously Enhancing the Core Competence of Enterprises

4. We will strengthen the supply of scientific and technological innovations. This includes identifying the R&D needs of enterprises with capital increase and production expansion plans, accurately match these needs with the innovation resources of universities and research institutes, support enterprises in tackling technological challenges and carrying out industry-academia-research cooperation, and provide technology commercialization support for enterprises' product, technological, and management innovations. We will encourage the establishment of national and provincial manufacturing innovation centers, technological innovation centers, industrial technology engineering centers, pilot platforms, and key laboratories, with maximum rewards of RMB 5 million. Our objective is to boost the R&D expenditure of industrial enterprises above designated size by over 15% annually by 2028, with the number of their R&D institutions growing by more than 20% annually.

5. We will strengthen industrial talent support. To support the workforce plans of enterprises with capital increase and production expansion plans, we will provide "consultative + order-based" skilled talent recruitment and cultivation services, organize training for practitioners in fields such as AI and data labeling, and facilitate the upgrading of skilled talent. This includes encouraging colleges and universities to develop customized talent cultivation programs, build school-enterprise joint training bases, and deliver skilled talent in a targeted manner. Meanwhile, we will explore talent recruitment mechanisms such as "competition-based evaluation and integrated certification," focusing on recruiting a leading group of innovative and entrepreneurial talent (teams) to drive industrial development. We aim to increase the number of highly skilled talent by more than 20,000 by 2028 and increase the number of high-caliber talent by more than 100.

6. We will accelerate the promotion of digital and intelligent empowerment. This includes comprehensively implementing the "AI+" initiative, promoting AI penetration in enterprises' R&D design, production management, operation and maintenance management, and providing subsidies of up to 50% for scenario construction and related service costs. We will support enterprises in strengthening the integrated application of intelligent manufacturing equipment, industrial network devices, and industrial internet, cultivating a number of smart factories in a tiered manner. We will also coordinate and promote the construction of computing infrastructure, optimize the allocation and scheduling of computing resources, and provide computing support for enterprises' AI application scenarios.

7. We will promote the improvement of brand quality. This includes supporting enterprises' brand building, establishing a brand cultivation system consists of product, enterprise, and regional levels, and cultivating more famous Chinese consumer brands and provincial high-quality brands of Jiangsu. We will strengthen intellectual property creation, utilization, protection, and service among enterprises, establish an "industrial patent navigation + customized enterprise cultivation" mechanism, and provide precise service guidance for key enterprises. We will actively attract and cultivate a group of influential enterprises engaged in R&D design, testing, and product verification and continuously improve their collaborative service ability.

III. Precisely Supporting Enterprises in Cost Reduction and Efficiency Enhancement

8. We will facilitate the reduction of production and operating costs. By strengthening the tracking of enterprises' new demand for water, electricity, gas, and heat, we will actively meet the needs of project construction and operations; by optimizing the construction of water and gas pipelines, energy transmission and distribution networks, and centralized heating facilities, we will comprehensively improve our supply guarantee capability. Meanwhile, we will accelerate the integration of road, rail, water, air, and pipeline logistics resources to improve the efficiency of multimodal transport; we will optimize the route design and approval processes for heavy cargo transportation to continuously lower enterprises' logistics costs. In addition, we will strengthen price regulation to ensure that all market entities have equal access to production factors and fair market competition in accordance with the law. Moreover, we will dynamically keep the costs of our various production factors at a province-wide low level.

9. We will strengthen our fiscal and financial support. This includes making full use of various policy tools from higher authorities to proactively help capital increase and production expansion projects obtain policy support such as ultra-long-term special treasury bonds, new policy-based financial instruments, reloans for technological innovation and transformation, and interest subsidies for equipment renewal loans. We will earnestly implement policies such as additional VAT deduction for advanced manufacturing, industrial mother machines, and integrated circuits, and one-time corporate income tax deduction for newly purchased equipment and appliances. In addition, we will improve the coordination mechanism for financial services, guide financial institutions to deepen cooperation with equity investment institutions and government industrial funds, and accelerate the construction of an integrated service model covering equity, debt, loans, and guarantees.

10. We will optimize production support services. By refining and strengthening the supporting capabilities of the "five centers and one base" for casting, forging, precision machining, heat treatment, electroplating, and mold making, we will provide intra-city supporting services for enterprises with capital increase and production expansion plans. To address the chain resource inadequacy faced by leading enterprises, we will attract chain supplementation projects, including key component and raw material projects. Meanwhile, we will optimize the functions of the enterprise service platform, pragmatically carry out point-to-point supply-demand matching services, and promote the nearby collaboration of upstream and downstream enterprises in the industrial chain.

IV. Actively Motivating Enterprises to Explore New Markets

11. We will support enterprises in their development of both domestic and international markets. Specifically, we will promote the listing of high-quality Huai'an-made products on various platforms and in chain stores and supermarkets, organize enterprises to participate in no fewer than 200 key exhibitions at home and abroad each year, and provide support for overseas exhibitions and export credit insurance. Each year, we will strive to nurture at least 100 new enterprises with tangible achievements in foreign trade and 10 new enterprises with import and export volume exceeding USD 10 million; we will promote the integrated development of "cross-border e-commerce + industrial belts" through the "One Zone, One Park, One Product" initiative, aiming for an average annual growth rate of more than 20% in cross-border e-commerce import and export.

12. We will advance cross-border trade facilitation. By including more high-quality enterprises that implement a new cross-border trade business model into the scope of our foreign exchange facilitation policies, we will improve the efficiency of cross-border settlement for import and export. Meanwhile, we will optimize the CCA (Connected Carrier Agreement) model for river-sea intermodal transport, fully promote the customs clearance model of "declaration, inspection, and release all at one time," and provide enterprises with personalized customs clearance and logistics solutions. In addition, we will continue to leverage the national customs clearance integration policy, promote the remote video inspection model, simplify AEO (authorized economic operator) registration procedures for enterprises, and shorten the filing time.

13. We will explore more application scenarios. By encouraging CPC and government organs, public institutions, and state-owned enterprises to open up innovative application scenarios, we will provide real-world application and testing opportunities for equipment, new materials, and software that are firsts at the provincial level and above, as well as for new technologies and products. In addition, we will support enterprises in hosting seminars and launches for new technologies and products, organize their participation in activities such as industrial chain and supply chain matching events and roadshows, and help expand their social influence. A subsidy of up to 30% will be provided for each event.

The Huai'an Municipal Leading Group for the Construction of a Competitive Manufacturing City will coordinate and promote all work related to enterprises' capital increase and production expansion across the city. All counties, districts, and industrial parks will refine their work measures according to local conditions to ensure the effective implementation of policies and initiatives. All relevant municipal departments will strengthen coordination and information sharing to enhance work synergy. We will continue to optimize the business environment, fulfill and transcend our promise, and provide services by anticipating needs. Moreover, we will standardize enterprise-related inspection practices, minimize the frequency of on-site inspections, and truly practice the philosophy of "responding to every request and refraining from unnecessary intervention."
