In order to implement General Secretary Xi Jinping's important remarks on new-type industrialization and to carry out the requirements set forth in the Notice of the General Office of the Jiangsu Provincial People's Government on Issuing the Three-Year Action Plan for Deepening the Intelligent Upgrading, Digital Transformation, and Networked Connectivity of the Manufacturing Industry in Jiangsu Province (2025-2027), this action plan has been formulated to further advance intelligent upgrading, digital transformation, and networked connectivity of the manufacturing industry in Huai'an (hereinafter referred to as "intelligent upgrading, digital transformation, and networked connectivity"), and to promote high-quality development of the sector.
I. Key Tasks
Focusing on the deep integration of next-generation information technology and the manufacturing sector, the city will carry out four major initiatives: advancing intelligent upgrading, promoting digital transformation, enhancing networked connectivity, and strengthening industrial support. These efforts aim to continuously raise the level of intelligence, digitalization, and networked connectivity among manufacturing enterprises. By the end of 2027, as for the manufacturing industry, the city's capabilities in intelligent upgrading, digital transformation, and networked connectivity will be significantly strengthened. Industrial enterprises above the designated size will basically complete intelligent upgrading, while small and medium-sized enterprises (SMEs) will fully implement digital transformation. A number of smart factories and industrial Internet platforms will be established, supporting the "353" industrial system in reaching a new stage of development.
(I) Implement intelligent upgrading promotion actions
1. Gradient construction of smart factories: The city will dynamically establish a gradient cultivation library of "basic-advanced-excellent-pilot" smart factories, and organize industrial enterprises above the designated size to carry out evaluation and benchmarking upgrading every year. Efforts will be made to guide industrial enterprises above the designated size to strengthen the integrated application of intelligent manufacturing equipment, industrial software and operating systems, and industrial network equipment, and build basic smart factories; support basic smart factories to deepen the innovative application and green development of industrial Internet, and upgrade and build advanced smart factories and zero-carbon factories; support advanced smart factories to promote the integration and comprehensive optimization of all manufacturing links, and leap towards national excellent smart factories. By the end of 2027, more than 50% of industrial enterprises above the designated size will reach basic level or above, and more than 10% of industrial enterprises above the designated size will reach advanced level or above. The city will focus on supporting and cultivating 150 advanced smart factories and 5 zero-carbon factories, strive to cultivate 3 national excellent smart factories, and achieve breakthroughs in national pilot smart factories and global "lighthouse factories".
2. Promote equipment renewal and upgrading on a large scale: The city will implement a new round of large-scale equipment renewal in the industrial field, strengthen the planning and reserve of equipment renewal and upgrading projects in key areas of ultra-long-term special treasury bond industries, guide industrial enterprises above the designated size to focus on key links such as production operations, warehousing logistics, and quality control, accelerate the upgrading of general equipment such as CNC machine tools, industrial robots, industrial control equipment, and intelligent logistics equipment, and promote the integration of production data, manufacturing flexibility, and management intelligence. More than 600 intelligent upgrading, digital transformation, and networked connectivity projects will be implemented on a rolling basis every year.
3. Continue to improve the intelligent level of the project: Efforts will be made to focus on key industrial fields, strengthen the attraction and cultivation of high-end equipment and intelligent software deep integration projects, establish a two-level mechanism for judging the intelligence level of new projects at the municipal and county (district) levels and providing early-stage guidance, formulate a roadmap for smart factory construction, track and serve enterprises to integrate smart factory elements into the construction system, and promote more than 70% of newly put into production projects to reach the basic level or above of smart factories.
(II) Implement digital transformation application actions
4. Deepen the digital transformation of enterprises at different levels: Huai'an will promote the implementation of cloud-based equipment and business for innovative SMEs in application scenarios such as product design, production control, marketing management, warehousing logistics and financial management; promote provincial specialized, refined, distinctive and innovative SMEs to continuously improve their digitalization level in multiple scenarios such as product life cycle, production execution, supply chain and management decision-making; promote national specialized, refined, distinctive and innovative "little giant" enterprises to carry out integrated digital transformation. By the end of 2027, innovative industrial enterprises, specialized, refined, distinctive and innovative industrial enterprises, and "little giant" industrial enterprises will achieve full coverage of digital transformation at the initial level, normative level, integration level and above respectively.
5. Expand AI-enabled applications in multiple dimensions: The city will carry out the "artificial intelligence + advanced manufacturing" empowerment action, promote industrial enterprises to deploy various general large models, accelerate the application of typical scenarios such as AI quality inspection, AI equipment operation and maintenance, AI logistics scheduling, and AI sales, and gradually expand to the full process integration application of R&D, pilot testing, production, service, management and other links. It will focus on key industries with good digital foundations such as next-generation information technology, equipment manufacturing, and special steel new materials, encourage industry chain leaders to cooperate with large model companies, strengthen data collection, analysis and innovative applications, and explore the co-construction of industry large models and scenario small models. It will also establish an expert group on artificial intelligence empowering new-type industrialization, organize the collection and selection of artificial intelligence application cases in the manufacturing industry, and strengthen supply and demand docking, standard publicity and implementation, and application promotion. By the end of 2027, more than 30 AI demonstration application scenarios will be created.
6. Build an industrial Internet platform throughout the chain: Efforts will be made to accelerate the construction of a "1+7+N" industrial Internet platform system, and realize the collaborative innovation and development of "one platform for one chain" and "one platform for one enterprise" through equipment connection, data integration, application services, etc. Relying on Huai'an Data Group, the city will build a city-wide regional intelligent upgrading, digital transformation, and networked connectivity service platform; focus on 7 advantageous industrial clusters, build a number of industry-level industrial Internet platforms, and provide standardized and modular products and solutions for upstream and downstream enterprises; encourage leading enterprises to build enterprise-level industrial Internet platforms, develop lightweight algorithm toolkits, open up access rights to SMEs, and guide them to optimize production processes and improve production efficiency and product quality through the cloud-based and platform-based transformation. By the end of 2027, a total of 30 provincial industrial Internet platforms will be cultivated, and the city will strive to achieve breakthroughs in cross-industry and cross-field platforms.
(III) Implement networked connectivity improvement actions
7. Upgrade industrial network infrastructure: The city will accelerate the deep coverage of gigabit optical networks and 5G networks, and promote the commercial deployment of technologies such as 5G-A, Internet Protocol Version 6 (IPv6), and industrial Passive Optical Network (PON) in steps to help the extensive interconnection of production factors and data interoperability. It will continue to promote the "ten-gigabit network entry into parks and gigabit network entry into enterprises". By the end of 2027, it will strive to create "ten-gigabit network parks" in 60% of provincial-level and above development zones.
8. Strengthen the basic service capability of computing power: The city will take a moderately proactive and well-organized approach to planning intelligent computing centers, and encourage key parks and sectors to build inclusive intelligent computing projects. Efforts will be made to accelerate the construction of existing computing power centers, guide the access of various public computing power and market-oriented computing power resources, and promote the development of computing power-enabled industries. By the end of 2027, the computing power available for local allocation and use will exceed 4,000 petaflops.
9. Build a strong network and data security defense line: Efforts will be made to regularly carry out the cultivation of star-rated enterprises for industrial information security protection and the classification and grading management of industrial enterprise network security, and encourage enterprises to carry out data security risk assessment in the industrial field and hold no less than 1 industrial network and data security training and network attack and defense drill every year. By the end of 2027, more than 45 new star-rated protection companies will be awarded.
(IV) Implement industrial support actions
10. Consolidate the foundation of digital intelligence industry: The city will introduce and cultivate a number of manufacturing enterprises such as those engaged in intelligent equipment and next-generation information technology, accelerate the development of key digital intelligence enterprises, strengthen the R&D innovation and promotion and application of the first (set) of major technical equipment, and strive to achieve an average annual growth rate of more than 10% in the intelligent equipment and next-generation information technology industries. It will support software companies to transform towards industrial software, accurately connect with next-generation information technology, high-end equipment, biomedicine and other industrial enterprises, independently develop industrial software, innovate based on open source frameworks, and promote industry software upgrades and iterations. Efforts will be made to build a trusted data space for key industries, guide leading enterprises to drive upstream and downstream sharing of data resources, and improve the efficiency of industrial chain collaboration. Huai'an will accelerate the development of a group of data companies that provide one-stop services for data collection, cleaning, preprocessing, annotation and review. By the end of 2027, it will cultivate and promote 4 excellent industrial software products and solutions and first-edition software products.
11. Strengthen digital talent support: Efforts will be made to improve the talent training system, and rely on industry-university-research cooperation, professional and technical personnel introduction and other paths to cultivate and introduce a group of professional and technical personnel and compound innovation teams for intelligent upgrading, digital transformation, and networked connectivity. The city will encourage local colleges and universities such as the Huaiyin Institute of Technology (HYIT) and Jiangsu Vocational College of Electronics and Information (JSEI) to jointly build industry-education consortia with leading enterprises in the industry, optimize teaching settings, carry out special training on intelligent manufacturing and digital talents, and provide intellectual support for the city's intelligent upgrading, digital transformation, and networked connectivity.
12. Introduce and cultivate professional service agencies: The city will increase the efforts to attract service providers such as those engaged in planning consulting, facility construction, system integration and application services, and encourage service agencies to expand their service teams, enrich product solutions, improve service capabilities, and provide enterprises with high-quality and low-cost integrated solutions. It will promote high-quality service agencies to explore cooperation models with leading enterprises, universities and institutes, and systematically carry out ecological services such as policy interpretation, supply and demand docking, and financial cooperation.
II. Supporting Measures
Under the overall guidance of the Municipal Leading Group for the Construction of a Competitive Manufacturing City, all relevant departments in the city should strengthen cooperation and implementation, make good use of the special guidance funds for the development of a competitive industrial city, and actively seek policy support such as central budget investment, ultra-long-term special national bonds, fiscal interest subsidies for manufacturing loans, and special funds for the construction of a competitive manufacturing province. They should give full play to the role of strategic emerging industry funds, encourage financial institutions to set up special loans, and support enterprises in implementing intelligent upgrading, digital transformation, and networked connectivity. Efforts will be made to increase publicity and promotion efforts, and widely publicize the results and experience of intelligent upgrading, digital transformation, and networked connectivity. Each county/district (park) is specifically responsible for promoting the intelligent upgrading, digital transformation, and networked connectivity in its region to ensure the completion of various goals and tasks.
