Huang Keqing, director of Huai’an Development and Reform Commission, gave a brief introduction about White Paper of Huai’an Economic and Social Development (2017) and Blue Book of Characteristic Industrial Development of Huai’an "4+3" Service Industry (2017).
1. White Paper of Huai’an Economic and Social Development (2017) objectively records the economic and social development of the city in 2017 and work targets and important measures in 2018, accurately describes the situation and trend of the city’s development, and reflects the process of the reform and development of Huai’an. The book is divided into twelve parts, including the basic situation, macro economy, regional economy, industrial economy, modern service industry, modern agriculture and rural economy, social undertakings, infrastructure construction, ecological civilization, reform and opening up, key projects and auditing, new words and key indicators, etc. Each part contains several chapters, including natural conditions, resources, the urban basic situation, the main economic indicators, agriculture, industry, modern service industry, people’s life, opening to the outside world, investment in fixed assets, domestic trade, education and sports, population and talents, science and technology, culture, health, family planning, social welfare, etc. To reflect the overall condition of each part and the inner links, a review was written before each part. Each chapter includes the overview, development situation in 2017 and development targets in 2018.
The writing of White Paper of Huai’an Economic and Social Development (2017), to serve the decision-making of leadership and boost the reform and development, lasted five months, from January to May in 2018, and eventually completed after information gathering, outline discussion, writing separately, collection and compilation, opinion collection, and modification and improvement.
2. Blue Book of Characteristic Industrial Development of Huai’an "4+3" Service Industry (2017) was compiled to further promote the health and sustainable development of characteristic industries of "4+3" service industry and the overstepping development of characteristic industries of modern service industries under macro background of the "new normal" economy. Huai’an Municipal Development and Reform Commission entrusted Jiangsu Zhonglian Engineering Project Management Co., LTD. to summarize the development situation of Huai’an service industry in 2017 from the perspective of a third party, to analyze the development environment of characteristic industries of Huai’an "4+3" service industry in 2018 and to study and put forward the next key tasks and specific measures to provide policy advice and guidance for the development of characteristic industries of Huai’an "4+3" service industry in 2018. The book is divided into three chapters, including the development situation of Huai’an service industry in 2017, the development environment analysis of characteristic industries of Huai’an "4+3" service industry in 2018 and key tasks and specific measures of characteristic industries of Huai’an "4+3" service industry in 2018. It objectively summarizes the overall operation of Huai’an service industry, main features of the development of Huai’an service industry and the present situation of characteristic industries of "4+3" service industry, and found out the existing problems and reasons in the development of Huai’an service industry. It analyzes the opportunities and restrictive factors in the development of characteristic industries of Huai’an "4+3" service industry in 2018 and puts forward the key tasks and specific measures of characteristic industries of Huai’an "4+3" service industry in 2018.
Blue Book of Characteristic Industrial Development of Huai’an "4+3" Service Industry (2017) has great guiding significance for Huai’an to actively implement the deployment and requirements of its development, to steadily improve the brand awareness of Huai’an, to speed up the formation of the modern service system with characteristic industries of Huai’an "4+3" service industry as the main body, to focus on project construction, key areas and platforms and carriers and to promote the overstepping development of characteristic industries of modern service industry.
Due to the lack of time, wide coverage and the limited of the knowledge, errors are unavoidable. We wholeheartedly welcome criticism and correction. We will listen carefully to ideas and suggestions and constantly improve the two books in the future compilation. We hope to develop White Paper of Huai’an Economic and Social Development (2017) and Blue Book of Characteristic Industrial Development of Huai’an "4+3" Service Industry (2017) into a desk reference and a handbook for leaders at different levels and the cadres and masses, making contribution to Huai’an economic and social development.
