On March 25, Huai'an Municipal People's Government held a press conference on the Five Measures of Huai'an City on Promoting the Healthy Development of the Real Estate Market (hereinafter referred to as "Five Measures") to interpret the background, main content, and preliminary results of these measures. The departments participating in drafting the measures answered questions from reporters.
In recent years, Huai'an City has conscientiously implemented the decisions and arrangements of the CPC Central Committee and the State Council. Putting people's needs for housing in the first place, Huai'an has continuously implemented targeted policies and coordinated a series of measures to benefit the people. For example, it has issued housing vouchers to facilitate flexible resettlement and taken measures to ensure the timely delivery of housing projects and the construction of high-quality homes. Moreover, Huai'an has also ensured overdue transitional resettlement and promoted trade-in measures in commercial housing purchase. These measures have effectively addressed a number of urgent and difficult housing problems that people are concerned about.
The Five Measures benefit first-time homebuyers and upgraders, as well as new citizens, multi-child families, families supporting older people, families with newborns, and other groups, offering them favorable policy support. By issuing housing subsidies, optimizing provident fund loans, and other measures, Huai'an will effectively reduce the burden of housing purchases and help achieve "housing for all, housing with quality."
The Five Measures mainly include five aspects: First, implementing subsidies for the purchase of new commercial housing. Those who purchase new commercial housing will receive a 2% subsidy of the total house price. New citizens moving to Huai'an (employees who have not obtained the city's household registration or have been employed in this city for less than 10 years) will receive a 3% subsidy on the total purchase price when buying new commercial housing. Second, implementing subsidies for corporate group purchases of talent housing. If five or more new commercial housing units are purchased at one time as enterprise talent housing, each unit will be subsidized by 5% of the total purchase price. Third, subsidies will be provided for purchasers to support older people. For the group purchasing newly built commercial housing near where they currently live for the care of elderly family members, children, or parents, a subsidy equal to 3% of the total purchase price will be provided. Fourth, Huai'an will further strengthen support for newborn and multi-child families in purchasing homes. Families with newborns who purchase newly-built commercial housing will receive a subsidy amounting to 4% of the total purchase price. For multi-child families (with two or more children and at least one child under 25 years old, hereinafter the same), those who purchase newly-built commercial housing will be granted a subsidy of 6% of the total purchase price; for those applying for housing provident fund loans, the maximum loan amount will be increased by 50%; for families purchasing homes under joint ownership with the government, the guaranteed area (per capita housing area of 24 square meters) will be increased by 10%. Fifth, Huai'an has introduced measures to ensure enrollment of multi-child families. For multi-child families whose children are currently enrolled in different schools at the compulsory education stage (including kindergartens and inclusive private childcare institutions), arrangements may be made for the children to attend the same school or be enrolled nearby within the same area of the designated school district corresponding to their newly purchased, newly constructed commercial housing.
Since the release of the Five Measures on February 24, there has been a continuous stream of telephone inquiries from citizens, and the number of visits to sales centers has generally increased. In particular, developments with complete amenities and moderate prices have seen a significant rise in transaction volumes. According to statistics, from February 24 to March 24, a total of 717 new commercial housing units were sold in the city, representing a month-on-month increase of 47.23%. A total of 154 subsidy applications have been received. In terms of transaction structure, in addition to meeting rigid housing demand, specific groups, such as families with multiple children and newborns, have also received the maximum policy support, thereby thoroughly meeting the public's diverse housing needs.
