On August 22, the Huai'an Municipal Government held a press conference to introduce the 2025 online fundraising campaign titled "United in Kindness, Charity Enriches Huai'an." This year's campaign focuses on the goals of "increasing both volume and quality, and encouraging participation from all citizens." It coordinates three major initiatives—the "Jiangsu Charity Special Session," the "One-Day Charity Donation," and the "99 Giving Day"—to establish a new "three-in-one" fundraising framework.
The "Charity Enriches Huai'an" Jiangsu Charity Special Session will run until October 31, with a total of 33 projects launched in Huai'an, covering areas such as medical assistance, educational support, care advocacy, and rural revitalization. On September 5, "Charity Day of China," Huai'an will hold the "Love in Huai'an One-Day Charity Donation" event, launching citywide fundraising efforts to achieve full coverage in participation, donation methods, and supervision and disclosure. The "Kindness in Huai'an" 99 Giving Day will take place from September 5 to 9, during which Huai'an will focus on mobilizing communities, schools, and enterprises to form "Joint Donation" teams.
Building on past experience, Huai'an has introduced a series of innovative measures in this year's online fundraising campaign to expand its "fundraising partner network." Project design is more precise. Multiple departments, including the Civil Affairs Bureau, trade unions, the Disabled Persons' Federation, and the Charity Federation, are working together to accurately identify the urgent needs of disadvantaged groups and create a "charity demand list." More than ten projects, focusing on groups such as the elderly, children, and people in hardship, cover areas including educational assistance, critical illness relief, and rural revitalization. At the same time, a long-term support mechanism has been established, with emphasis on sustainability and operability to ensure that projects are effectively implemented and deliver tangible results. Participation methods are more convenient. "Love stations" with QR codes have been set up in communities, shopping malls, and transportation hubs to enable donations simply by scanning. The "charity + consumption" model is being promoted, with merchants joining to offer scenarios such as "donation upon purchase." Electronic donation certificates are provided to enhance participants' sense of recognition. A donation reminder function has also been added to help prevent duplicate contributions. Supervision mechanisms are more transparent. A rapid response mechanism for complaints and reports has been established, implementing the five principles: no coercion, no quotas, no withholding, no misappropriation, and no compensation requests. A "project steward" system assigns dedicated personnel to each initiative. The "Huai'an Charity" WeChat mini-program provides one-stop services for donating, tracking, and interacting, enabling functions such as "scan to check fund flows" and "one-click progress updates." A social supervision team composed of journalists and donor representatives has been formed, and social supervisors have been appointed to oversee the entire process. Project progress and fund use are regularly disclosed to ensure transparency and trustworthiness. Publicity efforts are more robust. Activities such as "Charity Culture Enters Campuses" and "Community Charity Festival" are being carried out to further spread charitable knowledge, promote a culture of giving, and cultivate awareness of philanthropy, thereby mobilizing the entire city to work together for the success of this year's online fundraising campaign.
This year, fundraising efforts will strictly follow the "Four Focuses" principle—focusing on the concerns of Party committees and government, areas not yet covered by policies, urgent and pressing issues, and unexpected emergencies. A closed-loop management system of "separating fundraising and utilization, third-party auditing, and public disclosure" will be implemented. The funds raised will be primarily directed toward five key initiatives: the Child Care Project for children in need, the Elderly Support Project for those in extreme hardship, the Major Illness Assistance Project for families affected by serious diseases, the Emergency Response Project for sudden disasters, and the Rural Revitalization Support Project. The Huai'an Charity Federation will further strengthen the supervision of charitable funds, adhering to the principle of "whoever raises the funds is responsible for execution and accountability," and ensuring that donations are allocated and disbursed in a timely manner. At the same time, it will require implementing entities to strictly follow project budgets, regularly disclose donation details and project progress, proactively accept public oversight, and resolutely prevent any illegal or non-compliant practices.
In recent years, Huai'an has consistently regarded philanthropy as an important means to enhance people's well-being, promote social harmony, and advance common prosperity. The city has deeply practiced the concept of "United in Kindness, Charity Enriches Huai'an," developed the "Supreme Good Across Huai'an" urban brand, and promoted the deep integration of charitable initiatives with grassroots governance and livelihood protection. In 2024, the total amount raised through online fundraising in the city increased by 37% year-on-year, while the number of participants grew by 40% year-on-year. A total of 32 charity projects were carried out, playing an irreplaceable supplementary role in areas such as medical assistance, educational support, and elderly care.
