On February 28, Huai'an Municipal People's Government held a press conference on the Management Measures of Huai'an City on Domestic Waste Classification. The Management Measures of Huai'an City on Domestic Waste Classification (hereinafter referred to as the "Measures") was put into official use on March 1, 2025.

It is the first government regulation on domestic waste classification management in Huai'an City, aiming to solve issues such as mixed waste throwing and transportation, insufficient follow-up disposal capacity, inadequate supervision and coordination among departments in current domestic waste management yet promote legalized, refined, and scientific management of domestic waste classification. The Measures, along with Regulations of Huai'an City on Construction Waste Management, Regulations of Huai'an City on Kitchen Waste Management, and other regulations of Huai'an, constitute the standardized management system for different types of wastes in this city.

The Measures include 30 articles, covering concept and classification of domestic waste, responsibilities of each subject, whole-chain management requirements, source reduction and resource utilization, supervision and guarantee, legal liabilities, etc., with outstanding highlights. Regarding management systems and mechanisms, the Measures follows government leadership, all-people participation, urban and rural overall planning, and localized management as its principles and promotes domestic waste reduction, recycling, and harmless treatment. It has clarified the responsibilities of governments at all levels, departments, units, and individuals and determined the classification regulations that the whole society needs to abide by. Regarding full-chain classification management, waste classification and container setting will be improved following the national standard. A system of responsible people for waste-throwing management will be established, with their management methods and responsibilities defined. The participation of social capital in collection, transportation, and disposal links will be standardized, and the responsibility subjects, duties, obligations, and operation requirements of each link will be clarified to provide legal support. Regarding source reduction and resource utilization, it is necessary to establish a source reduction mechanism, regulate green offices and reduce excessive packaging, build a recycling system for waste materials, establish a low-value recyclable material utilization mechanism, and improve the resource utilization rate.

As the management department, Huai'an Municipal Urban Management Bureau will take various measures to promote waste classification. On the one hand, it will encourage waste classification from four aspects: improving management systems, intensifying communication and education, overcoming weaknesses, and strengthening business guidance. On the other hand, targeting issues such as mixed dumping, mixed transportation, and insufficient waste disposal and treatment in residential quarters, it will strengthen guarantee and raise more funds to standardize waste dumping. Moreover, responsibilities will be clarified, and all parties concerned will be urged to perform their duties. Multiple departments will be coordinated for communication on media, and all personnel will be engaged. Through all these efforts, waste classification will be a new fashion for Huai'an citizens to improve the urban environment quality.
