Press Release on Huai'an City's Action Plan to Promote Consumption and Expand Domestic Demand

On the afternoon of January 20, the Huai'an Municipal Government held a press conference to consolidate the positive momentum of economic recovery, further unleash domestic demand potential, and enhance development dynamics. The city introduced the Huai'an City Action Plan to Promote Consumption and Expand Domestic Demand (hereinafter referred to as the Action Plan).

The Action Plan includes 25 specific measures across 6 areas: promoting bulk consumption, effectively expanding service consumption, cultivating and strengthening potential consumption, improving the quality and expanding the volume of agricultural product consumption, enhancing development momentum for expanding domestic demand, and optimizing the carrying environment. It emphasizes the need for strengthened organizational leadership, coordinated efforts, publicity and guidance, as well as supervision and evaluation as 4 key assurance measures. Additionally, it outlines a list of 30 key activities to promote consumption and expand domestic demand by 2025, specifying the content of these activities and the responsible departments.

During the press conference, officials from the Municipal Development and Reform Commission, the Municipal Agricultural and Rural Affairs Bureau, the Municipal Bureau of Commerce, the Municipal Bureau of Culture, Radio, TV and Tourism, and the Municipal Administration for Market Regulation provided interpretations of the Action Plan. The Municipal Agricultural and Rural Affairs Bureau will focus on improving the quality of agricultural products and cultivating brands. Throughout the year, it plans to conduct approximately 100 consumption promotion activities and implement the "Internet+" project to promote the integration of agriculture, culture, and tourism, as well as stimulate consumption related to the upgrading of agricultural machinery and equipment. The Municipal Bureau of Commerce will launch the "Happy Huai'an, Secure Consumption" campaign during the Spring Festival, offering digital RMB red envelopes with discounts of RMB 50 for purchases over RMB 200 and RMB 100 for purchases over RMB 500. This year, the bureau plans to host over 1,000 benefit-focused events, optimize the dining environment, and conduct 36 service consumption activities through the "Happy 666" platform, aiming to establish a long-term mechanism for promoting consumption. The Municipal Bureau of Culture, Radio, TV and Tourism will enhance benefit measures by distributing no less than RMB 10 million in cultural and tourism consumption vouchers within the year, along with introducing annual tourism passes. It aims to expand high-quality offerings, promote upgrades to scenic areas, and cultivate new business formats. Additionally, the bureau will optimize the consumption environment by improving the tourism market and cracking down on irregular business practices. The Municipal Administration for Market Regulation upholds the principle of prioritizing consumers. It focuses on controlling quality from the source, creating a closed-loop supervision process, and gathering consumer feedback at the terminal level to establish a "Worry-Free City" consumption environment. The Municipal Development and Reform Commission will focus on areas such as childcare, healthcare, and education. It plans to establish additional inclusive childcare institutions, promote the practical application of graded medical services and telemedicine, conduct tours on traditional Chinese medicine, and encourage educational institutions to open their resources to serve the elderly and young populations.
