On the afternoon of April 25, Huai'an Municipal People's Government held a press conference to solicit contributions to the prize-giving public suggestion initiative "Aiming Higher, Achieving More—Suggestions for Exhibiting Huai'an's 'Symbolic Significance'".
To thoroughly implement the spirit of the 20th CPC National Congress, the Second Plenary Session of the 20th CPC Central Committee, the essence of the Two Sessions, as well as General Secretary Xi Jinping's important speeches and instructions on the work of Jiangsu Province, and his earnest expectations for Huai'an, we remain committed to our pursuit of scaling new heights and making remarkable leaps. We actively guide all sectors of society to vigorously push for Huai'an's high-quality development to reach new levels, and take the better exhibition of "symbolic significance" further. The Social Work Department of the CPC Huai'an Municipal Committee and Huai'an Municipal Bureau for Letters and Visits have decided to launch the "Aiming Higher, Achieving More—Suggestions for Exhibiting Huai'an's 'Symbolic Significance'" prize-giving public suggestion initiative in the year 2024.
I. Timeline and Scope of Solicitation. The solicitation will start on April 25, 2024, and conclude on December 31, 2024. The solicitation scope includes suggestions and opinions on 10 aspects:
1. Opinions and suggestions on concentrating efforts to achieve greater breakthroughs in industrial projects and increasing the efforts to promote new achievements in project construction.
2. Opinions and suggestions on meeting the new task requirements of developing new quality productive forces, achieving greater breakthroughs in creating industrial clusters, and boosting the progress of industry- and innovation-driven city development.
3. Opinions and suggestions on achieving greater breakthroughs in enhancing the city's capability and influence and promoting new developments in urban construction and county revitalization with increased intensity.
4. Opinions and suggestions on concentrating efforts to achieve greater breakthroughs in the comprehensive revitalization of rural areas and increasing the efforts to promote new achievements in rural rejuvenation.
5. Opinions and suggestions on concentrating efforts to achieve greater breakthroughs in ecological and green development and increasing the efforts to promote new achievements in ecological construction.
6. Opinions and suggestions on further promoting reform and opening up to achieve new results.
7. Opinions and suggestions on further improving people's livelihood to achieve new results.
8. Opinions and suggestions on concentrating efforts to achieve greater breakthroughs in building happiness and safety in communities, strengthening and improving work in community safety production, and increasing the efforts to promote new achievements in safe development.
9. Opinions and suggestions on pushing for the deepened development of strict self-governance of the CPC in every respect, enhancing the government's self-construction, reducing the burden of formalism at the grassroots level, and creating a positive and vibrant entrepreneurial environment.
10. Other opinions and suggestions on Huai'an to better demonstrate its "symbolic significance."
II. Submission Channels and Requirements. There are several ways to submit suggestions for the initiative: online suggestions, paper letters, SMS, and mobile Internet. Online submissions can be made by accessing the "Public Suggestions Collection" section on the Huai'an Municipal Bureau for Letters and Visits portal. Paper submissions should be mailed to the Public Suggestions Collection Office of the Municipal Bureau for Letters and Visits. Suggestions via text message should be sent to 10639063. Suggestions via email should be directed to the designated email address of the Municipal Public Suggestions Collection Office. Submissions through WeChat or mobile apps can be made directly in the Public Suggestions section. Three key requirements must be met for submissions: first, the subject should be clear and closely related to the defined scope, with one topic per suggestion; second, the content should be practical and actionable, having the potential to inspire and serve as a reference in relevant fields; third, the wording should be concise and clear, and each suggestion should not exceed 2,000 characters.
III. Evaluation and Award for Suggestions. This activity adopts a "quarterly preliminary evaluation + annual overall evaluation" method for the collected suggestions. At the end of each quarter, quarterly winners will be selected from the suggestions received during this quarter, with awards including 1 first prize, 2 second prizes, and 3 third prizes. The first and second prizes of each quarter become candidates for the annual evaluation, while third-prize winners are eligible for re-evaluation in the following quarter. At the end of the year, the annual evaluation will select 1 first prize, 3 second prizes, and 5 third prizes. The list of quarterly award winners will be published on the portal website of Huai'an Municipal Bureau for Letters and Visits in the first month of the following quarter, and the annual awards will be determined and recognized in January 2025. Appropriate rewards will be given to the winners of both the annual and quarterly winners. In addition, the Municipal Public Suggestions Collection Office will compile excellent public suggestions into a "Public Suggestions Digest" and present them to the CPC Huai'an Municipal Committee and People's Government. They will also be recommended for submission to the Provincial Public Suggestions Collection Office for the selection of outstanding provincial suggestions.
In recent years, Huai'an has adhered to the people-centered development concept and attached great importance to collecting public suggestions. In 2022, it was the first prefecture-level city nationwide to issue the Administration Measures for the Collection of People's Suggestions in Huai'an City (Trial). Building on traditional collection methods such as letters, visits, and emails, and leveraging the transparency of the online petitioning system, Huai'an has implemented modern information tools to create new channels for public suggestions, which include WeChat, telephone, website, app, and text message submissions. These new channels have been integrated with other avenues for expressing public demands, such as suggestion channels for People's Congress representatives, proposal channels for CPPCC members, and the "12345" Mayor's Hotline. On average, 800 public suggestions are received annually, nearly 40% of which are adopted, providing a significant reference for the municipal CPC committee and government decision-making.
