Press Conference on Special Activities to Promote Enterprises’ Employment and Help People Returning to Hometown Find Jobs or Start Business before and after the Spring Festival

On the morning of February 7, the Huai'an Municipal Government held a press conference to announce its special activities to promote enterprises’ employment and help people returning to hometown find jobs or start business before and after the Spring Festival.

Huai'an implemented the employment-first strategy, strengthened employment-first policies, stressed assurance for employment by key enterprises, and enhanced support for employment among key groups in 2023. Consequently, 65,800 jobs were created, and 40,300 unemployed people and 12,200 people with difficulties in employment found jobs. The "one policy for one enterprise" approach helped recruit 38,200 workers for major projects and key enterprises, and subsidies totaling 360 million yuan were distributed due to the policies of "enjoying benefits without application." Employment in the city was stable, and businesses went well with recruitment and employment.

Considering the demands at the peak period around the Spring Festival with high mobility of labor forces and those of enterprises for resumption and staffing, Huai'an has built a supply-demand matchmaking platform to facilitate industrial development and empower employment. It has held events to promote employment and serve labor forces mainly for returning residents, local students. It has encouraged various people returning the hometown to find jobs in local areas, so as to meet the needs of key industries and enterprises for labor forces and talents.

The special activities are continued in the first quarter of this year. They are to help people returning find jobs or start business, attract students to Huai'an and stay here to work, serve enterprises in recruiting labor forces and talents, and optimize the "four thematic activities" and 15 special actions to benefit the enterprises and the masses, in order to improve public employment services and assurance for labor forces. To increase the balance between employment and recruitment, the government has resorted to such approaches as symposiums and visits, questionnaires, mobile big data analysis, and visits to headquarters of major projects, figured out the intentions of returning people in job hunting, collected enterprises’ needs for labor forces and talents, and carried out no fewer than 18 job skills training and policy information sessions. To attract students born or studying in universities, colleges or technical schools in Huai'an to work here and promote their full, high-quality employment, the government has held job fairs and intern recruitment events for college graduates, organized no less than 10 events themed “Changes of the Hometown” for returning students, and conducted no less than 20 events including project demonstrations, policy presentations, and job promotions on campus. During the Spring Festival, the government will conduct comprehensive job fairs, labor matchmaking, and talent recruitment from outside the city by coordinating resources in and outside the city and those online and offline. In February, there will be 215 various recruitment events held and over 30,000 jobs provided, with 80% of the positions offering a monthly salary between 5,000 and 10,000 yuan.

These events have three characteristics: first, they see a larger scale. Over 360 events will be held to introduce talents, guarantee employment, and serve employees and entrepreneurs. The scale is larger in terms of number of events and positions provided. Second, they are held at a higher frequency. On the basis of comprehensive recruitment and recruitment online, more novel approaches are adopted such as delivering job opportunities to rural areas, project demonstration, and visits to well-known enterprise. Also, events to illustrate social security policies, human resources and social policies, and to provide "health checks" for labor relations are held. In this way, constant activities and services are provided. Third, the services are more targeted. Preliminary investigations into the returning migrant workers and enterprise's labor demands in spring are conducted in advance. Services are tailored to individuals and enterprises, so as to help people find jobs or start business, attract talents to Huai’an and make them stay, facilitate recruitment and talent introduction, and promote publicizing and guidance.
