Distinguished delegates,
On behalf of the Huai'an Municipal People's Government, I will now report to you on the work of the government for your deliberation and approval and also for comments from members of the Huai'an Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) and other attending comrades.
I. Review of Work in 2024
The past year was both a celebratory year marking the 75th anniversary of the founding of the People's Republic of China and an extraordinary year in the new journey of Huai'an's development. We adhered to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our fundamental guiding principle, thoroughly studying and implementing the spirits of the 20th National Congress of the Communist Party of China (CPC) and the Second and Third Plenary Sessions of the 20th CPC Central Committee. We focused on aligning with and putting into action the important speeches by President Xi Jinping on Jiangsu's work and his earnest instructions to Huai'an. By prioritizing practical actions and results, strengthening reform and innovation, and boldly tackling challenges, we have accelerated the pace of high-quality development. The economic growth has consistently led the way, with the regional GDP expected to grow by more than 7% for the year. Currently, out of the 19 major economic indicators in the province that are available for ranking, 13 show the top three growth rates, and 8 show the highest growth rate. The efforts in project development are gathering momentum, with an average of 18 new investment projects worth over 100 million yuan signed each week, 11 new projects started, and 8 projects completed. There are 34 industrial projects worth over 5 billion yuan under construction, of which 19 have been completed and put into production in the first phase. Compared to last year, this represents an increase of 10 new projects, 9 new construction starts, and 1 new national-level and 3 new provincial-level advanced manufacturing clusters. The output value of the smart equipment and new energy industries has exceeded 100 billion yuan. Reform achievements continue to emerge, with 30 national-level and 62 provincial-level pilot reforms making positive progress. 31 reform and innovation outcomes have received recognition or promotion above the provincial level. The well-being of the people is tangible, with the per capita disposable income of all residents continuing to rank among the top in the province. The income gap between urban and rural residents has further narrowed, performing better than the national and provincial averages. The number of newly employed urban residents has exceeded the annual target by 36%, and the proportion of fiscal expenditure on people's livelihoods has reached 78%. The annual livelihood projects set by the province and city have been fully completed. Essential safety has been effectively enhanced, with industrial safety accidents continuing to show a "double decline." The prevention and resolution of various risks and hidden dangers have been strong, and the construction of a safe Huai'an has made solid progress.
(I) Focus on expanding demand and boosting confidence, with economic performance showing an upward and positive trend. We have implemented a series of economic stabilization policies from the central and provincial governments, introducing and executing measures such as the "10 Measures" to stabilize the economy and strengthen confidence, the "22 Measures" to further promote high-quality development, and the "12 Measures" to stabilize the scale and optimize the structure of foreign trade. These policies have helped the economy start strong and maintain steady progress, with improved quality and efficiency. Effective investment has played a significant role. The 20 major provincial projects and 366 major industrial projects in the city completed their annual targets two months ahead of schedule, with actual investments exceeding their targets by 29% and 10%, respectively. From January to November, fixed asset investment, investment in enterprises above the designated size within the industrial sector, and private investment grew by 11.9%, 24.5%, and 17.9% respectively, all ranking first in the province. By seizing and making full use of major policy opportunities from higher authorities, we obtained 18.7 billion yuan of funds for various projects such as those related to major national strategy implementation, security capabilities building in key areas, large-scale equipment renewals and trade-in of old consumer goods, representing a growth of 36%. The consumption potential continues to be unleashed. A series of consumption promotion activities, such as the "Happy Huai'an, Secure Consumption" campaign and the cultural and tourism carnival, were carefully organized. We distributed 430 million yuan in subsidies for trade-in programs, driving 3.72 billion yuan in consumption. The number of tourists and total tourism revenue increased by 13.2% and 11.2%, respectively. From January to November, revenue of enterprises above the designated size within the service sector grew by 29.2%, ranking second in the province. The "housing voucher" program, which was first launched in the province, has been upgraded to a universal system across the city, driving approximately one-fifth of the housing purchases in the province. Multiple methods of relocation have contributed to positive results in promoting the destocking of the real estate market, with the sales area of commercial housing achieving positive growth. The number of new contributors to the housing provident fund increased by 14%, ranking first in the province. Foreign trade showed good momentum. Exports grew by 24.9%, ranking second in the province, while exports of the "new three" products (new energy vehicles, lithium batteries, and solar cells) nearly doubled, and cross-border e-commerce exports grew by 20%. Overall, fiscal, tax, and financial conditions remain stable. The general public budget revenue increased by 6.2 percent, with the proportion of tax revenue rising by 1.1 percentage points. Huai'an took the lead in the province by launching financial services such as the "Huai'an Quality Loan," and the construction of the inclusive finance development demonstration zone passed the Ministry of Finance's evaluation with high marks. The balance of loans to the manufacturing industry increased by 23.5% year-on-year, ranking first in the province.
(II) Focus on advancing projects and driving innovation. Industrial momentum has been further strengthened. The momentum for project development is strong. We have enhanced smart and precise investment attraction, successfully organizing a series of events such as the Huaihe River Chinese Entrepreneurs Convention, Taiwan Entrepreneurs Forum, and the Golden Autumn Economic and Trade Fair. We have fully achieved the "4833" project attraction target, signing 947 industrial projects with investments exceeding 100 million yuan, including 806 industrial projects, marking a growth of 16.9% and 33.9%, respectively. The total investment agreements reached 451.4 billion yuan, an increase of 10.6%. Additionally, 458 projects were signed and launched in the same year, growing by 16.5%. The investment projects of listed companies, high-tech enterprises, specialized, sophisticated, distinctive and innovative enterprises and central enterprises accounted for more than half of the total. We have strengthened the "five-stage" lifecycle management of projects, reducing the average time from commencement to completion to 9 months, nearly 4 months shorter than the previous year. We successfully completed the "1533" project construction target, with 570 new industrial projects started with investments exceeding 100 million yuan, and 442 projects completed, representing increases of 14 and 32 compared to the previous year. Among these, 450 are industrial projects, and 334 are completed industrial projects, marking increases of 34 and 48, respectively, from the previous year. The completed projects were transformed into 263 enterprises included in official statistics, reflecting a 63.4% increase. In the project breakthroughs, Lianshui ranked 88th among the top 100 counties nationwide, while Xuyi saw a 40% increase in the number of new industrial projects started. Advanced manufacturing has accelerated and become more efficient. Efforts have been focused on cultivating the "7+3" advanced manufacturing industries and the "353" strategic emerging industrial clusters. The value added of industrial enterprises above the designated size, industrial invoice sales, and industrial electricity consumption increased by 9.4%, 11%, and 21.3%, respectively, all ranking first in the province. The photovoltaic industry has been included in the National Clusters of Advanced Manufacturing Industries, and Huai'an has become a key region for the new-generation information and communication, new food, and new energy industrial clusters in the province. Jinhu and Huai'an districts each received recognition for one provincial-level SME characteristic industrial cluster. The output value of clusters of advanced manufacturing industries in Huai'an grew by 11.5%, which is 2 percentage points higher than the growth rate of industrial enterprises above the designated size. An additional 217 enterprises were recognized as provincial-level or higher demonstration enterprises for intelligent transformation, digital upgrade, and network connectivity, doubling the total from all previous years combined. These enterprises now account for 15.1% of industrial enterprises above the designated size, ranking second in the province. Among them, 11 were included in the MIIT's 5G Factory Directory, ranking fifth nationwide. The pace of technological innovation has accelerated. Huai'an was recognized as a national innovative city. A total of 468 technology-based projects were newly attracted, a 15.8% increase. The number of valid high-tech enterprises increased by 172, nearly equal to the combined total of the previous two years. R&D investment among enterprises above the designated size grew by 20%. From January to November, the number of valid invention patents and the number of invention patents per 10,000 people increased by 27.8% and 28.1%, respectively, with both growth rates ranking fourth in the province. The total value of technology contract transactions surpassed 20 billion yuan, a 15.6% increase. It is expected that the intensity of R&D investment across society and the output value of high-tech industries will increase by 0.18 percentage points and 4.1 percentage points, respectively. Seven new national "little giant" enterprises were added, including three in Huai'an's industrial park. Additionally, 108 new provincial-level specialized, sophisticated, distinctive and innovative enterprises, 418 new provincial-level innovative enterprises, and five provincial-level academicians and experts innovation centers were established. Innovation achievements from three enterprises, including Hongze Taihua New Materials, were selected as part of the province's 50 typical cases of developing new quality productive forces. Huai'an High-tech Zone has risen 12 places in the national rankings. Thirty-nine people were selected for national major talent projects, three times the number from the previous year. Additionally, 31 people were trained under the provincial "Innovation and Entrepreneurship Plan," 2 innovation and entrepreneurship teams were established, and 104 people were part of the "333 Project." The first provincial chief technician has been appointed, and one new Jiangsu Great Craftsman, 11 Jiangsu Craftsmen, and 18 provincial outstanding technicians have been recognized.
(III) Focus on reforms to promote opening-up. The vitality of development has been continuously strengthened. The integrated reform of the business environment has been fully advanced. Measures to build a "Four Best" business environment—lowest logistics costs, lowest factor costs, best service environment, and highest efficiency—and to promote the high-quality development of the private economy were introduced, along with the establishment of "Entrepreneur Day" and the release of preferential measures. The approval service model for construction projects has been promoted nationwide. This includes "extremely simple application," "extremely fast approval," and "extremely high-quality service," along with measures such as "issuing a certificate immediately after land transfer," "starting construction immediately after land acquisition," "acceptance immediately after completion," and "delivery immediately after project completion." Six indicators, including the rate of parallel approval and the proportion of major projects that can start immediately after land acquisition, ranked first in the province. The "efficient and effective handling of one matter" reform leads the province, and the "No Application, Direct Subsidy" policy for enterprise funds was selected as a typical case for a strong manufacturing province. Efforts have been made to carefully implement judicial support for major project breakthroughs. Huai'an took the lead in the province by establishing a list system for administrative inspections involving enterprises. By applying the "three lists" of exemptions and lighter penalties, businesses have been relieved of 240 million yuan in burdens, a 20% increase. The satisfaction with the legal environment ranks first in the province, and the city was selected as a national-level pilot region for credit and compliance management innovation. The pilot effect of spatial element governance in Qingjiangpu District has been further amplified, revitalizing and utilizing 82,800 mu of various types of stock land, exceeding the total of the previous three years. Additionally, 25 new reserve plans for industrial land of more than 500 mu in contiguous areas were developed, an increase of 3 compared to the previous year, achieving the goal of "land ready for projects." Reforms in the development park system and mechanisms have made breakthroughs. 2 achievements were selected as part of the 9 provincial exemplary cases. Professional investment promotion companies were established across the board. The proportion of frontline economic personnel increased to 70%. The number of regional assessment results applied ranked first in the province. The development parks in our city have achieved overall advancement in the provincial evaluations for three consecutive years and the municipal economic and technological development parks have moved up 52 places in the ranking of national evaluations. The effectiveness of the new round of state-owned enterprise (SOE) reforms has improved. We have deepened and implemented the ten key tasks for state-owned assets management, taking the lead in the province by establishing an SOE asset supervision platform. The owners' equity of SOEs has increased by 13.6%, and the asset-liability ratio has decreased by 1.8 percentage points. The competitive financing platform for state-owned enterprises, a first in the province, is operating effectively, with the comprehensive financing cost of operating debt decreasing by 0.55 percentage points compared to the end of last year. The space for opening-up and cooperation continues to expand. We took the initiative to strengthen industrial cooperation with the core areas of Yangtze River Delta and Pearl River Delta and deepened the coordinated development of the Huai'an-Kunshan Taiwan-Funded economy, ranking second in the province in terms of the number of newly added Taiwan-funded projects worth over US10 million and third in the province in terms of the amount of Taiwanese investment signed. We are accelerating the construction of the Nanjing-Huai'an Intelligent Manufacturing Industrial Park, with 20 new projects signed, each worth over 100 million yuan, and a total investment of over 3 billion yuan.
(IV) Focus on enhancing functions and improving quality and efficiency. The pace of urban-rural integration has accelerated. The city's construction and management levels have been continuously improved. We have implemented 140 key projects in nine major categories within the central city, with a total investment of 16 billion yuan. These include the renovation of Qinglong Bridge, the Tianjin Road connection, and the Guolian No. 1 wastewater treatment plant, along with the renovation of 174 old apartment complexes. The resolution rate for extended transitional housing reached 99.1%, benefiting 19,000 households. "Problematic property developments" have been dynamically reduced to zero, with the task of ensuring housing delivery completed ahead of schedule and exceeding the annual target for guaranteed housing delivery. Huai'an has become a national gigabit city. The city's road smoothness index has consistently ranked in the top five nationwide. We accelerated the construction of the Huai'an City Lifeline Safety Project and implemented 35 projects focusing on flood control and waterlogging prevention, thus successfully withstanding the test of the flood season. Our efforts to strengthen the long-term refined management of the city have yielded positive results in carrying out a pilot focusing on the comprehensive improvement of the surroundings of campuses in the ecological culture and tourism zone. We accelerated the construction of functional infrastructure. Key projects such as the Phase II Project of the Huaihe River Seaward Channel, the Nanjing-Huai'an Railway, the airport's Phase III project, the expansion project of the Lianyungang-Huai'an section of the Changchun-Shenzhen Expressway, the 264 Provincial Highway, Jinbao Channel improvement and the Huai'an Port Phase III project were comprehensively accelerated. The Hongze Lake Tourism Road was completed and opened to traffic. The Huangma Port was put into operation. The comprehensive green and modern shipping improvement project of the Beijing-Hangzhou Grand Canal Jiangsu Section was completed, and the first special branch line channel to ports and parks in the province has been built. The inland container throughput remained the first in the province and container multimodal transport exceeded 100,000 TEUs for the first time, up 58.3%. Comprehensive advancement in rural revitalization has been achieved. The red line for arable land protection has been strictly maintained, with high-standard farmland reaching 86.4% completion rate, and grain production remaining stable. Focusing on the principles of "recycling, high quality and efficiency, and value transformation," significant progress has been made in 16 experimental units of ecological agriculture. These efforts have effectively promoted the recycling of agricultural runoff, aquaculture effluent, and livestock manure, successfully exploring effective pathways for reducing emissions, increasing income, benefiting farmers, and providing more environmental capacity support for new-type industrialization. Focusing on the construction of the "5+8" modern agricultural industrial clusters, the output value has exceeded 100 billion yuan. The proportion of green, high-quality agricultural products has reached 82%, an increase of 1.6 percentage points. Two new national strong agricultural towns have been built, and King's Luck has been approved as a national agricultural leader. Annual tasks such as the renovation and upgrade of rural roads and the construction of ecological waterways have been fully completed. Five medium and large irrigation areas have been modernized, and 70 administrative villages have been selected as part of the province's first batch of livable and business-friendly beautiful villages. The experience of revitalizing rural collective assets to strengthen villages and increase the wealth of their residents has been promoted across the province. The number of villages with collective operating income exceeding one million yuan has reached 289, an increase of 33.2%.
(V) Focus on addressing the root causes and strengthening the foundation. Environmental quality has continued to improve. An investment of 3.32 billion yuan has been made to implement 84 key ecological and environmental infrastructure projects, with the ecological quality index ranking first in the province for four consecutive years. Huai'an has formulated and implemented plans for ecological protection and restoration of territorial space, biodiversity conservation, and wetland protection. The ecological reconstruction of White Horse Lake has been selected as one of the province's "Top Ten Typical Cases of Ecological Product Value Realization." The three-year Clear Water Action has been successfully completed, with high-standard construction of Happy Rivers and Lakes and ecological clean small watersheds. Among the 57 national and provincial monitoring sections, 93% met Grade III water quality standards, exceeding the provincial target. The proportion of Grade II water quality ranks first in northern Jiangsu for three consecutive years. The proportion of days with good or excellent air quality ranks fourth in the province, and the ozone concentration is the best in the province. We efficiently addressed the issues identified by the central inspection team for ecological environment protection and the warning video of the Yangtze River Economic Belt in the year, and cleared 17,000 mu (approximately 1,133 hectares) of polder areas in the eastern part of Hongze Lake. The action plan to further promote high-quality development in the Yangtze River Economic Belt and the carbon peak implementation plan have been introduced. The proportion of installed capacity for renewable energy generation is 18 percentage points higher than the provincial average. Huai'an Economic and Technological Development Zone has been recognized as a national green park.
(VI) Focus on benefiting people's livelihood and preventing risks to achieve social harmony and stability. The measures to stabilize employment are solid and effective. 45,000 new urban jobs were created, and the employment rate of college graduates from universities based in Huai'an who chose to stay and work in Huai'an reached 24.9%, an increase of 2.5 percentage points. An advanced manufacturing employment service alliance has been established, with employment in leading projects and enterprises above the designated size growing by 13.8%, accounting for 41.3%. The social security system continues to improve. Pension benefits for enterprise retirees have seen a steady increase. The standardized pilot program for national medical insurance services is progressing smoothly, with long-term care insurance and outpatient mutual-aid being successfully implemented. Two-way direct settlement for medical treatment across regions has been achieved. Full funding has been allocated for various hardship assistance and relief programs, with active efforts to promote the employment of people with disabilities and the development of a "three-in-one" care system. The national home and community-based elderly care service enhancement project has been approved, with 36 community meal assistance points and 105 rural mutual assistance spots for elderly care renovated and upgraded. Public services have been continuously optimized. County-level high school education has achieved new progress, with the rate of students qualifying for tier-one universities increasing by 5.5% across 14 key high schools. We have promoted balanced development of high-quality compulsory education, with 7 schools newly built, renovated, or expanded. An additional 1,532 inclusive childcare spots have been added, and the entire city is exploring the provision of boarding services for left-behind and disadvantaged children. 45 school-enterprise cooperation teams have been established, and 17 provincial and municipal-level modern industry colleges have been created. One new provincial-level regional medical center has been established, and clinical test results and medical imaging can now be shared and mutually recognized among public medical institutions at or above the secondary level. The achievements in civilized city construction have been continuously consolidated and enhanced. Cultural events benefiting the public, such as the Grand Canal Intangible Cultural Heritage Tourism Festival, have been successfully held. The Banzha Ruins Park has been completed and opened to the public. Two museums have been approved as national first-class museums, and the Huai'an Yearbook has been recognized as a premium Chinese yearbook. Three new sports parks and 50 kilometers of fitness trails have been built, while the Huai'an Marathon has gained widespread popularity. The safety situation has remained stable and positive. We established the system of "Dual Attachments and Leadership Responsibility for Enhancing Work Safety" for the Party and government leaders at municipal, county and district levels to solidly advance efforts to address the root causes of workplace accidents, manage a task throughout its entire chain and tackle other key tasks. The number of industrial safety accidents and deaths decreased by 10.9% and 11.1% respectively. A comprehensive "call-and-response" disaster warning mechanism reaching grassroots levels has been established. The "You Choose, We Test" food safety program has been promoted nationwide. Social governance has been continuously strengthened. Various illegal activities and crimes are vigorously cracked down on, and the fight against organized crime and evil forces is carried out with strong efforts. The "Smart Police" innovative achievements have been promoted nationwide. Petition work has been comprehensively promoted toward rule of law, with notable success in resolving long-standing cases. Huai'an ranks first in the province for the one-time resolution rate of initial petitions and visits. We have deepened the construction of "one-stop" platforms for diverse dispute resolution and established an arbitration service system covering both urban and rural areas. The 12345 hotline has once again received a national Class A rating. Several initiatives have been selected as national exemplary cases, including "Red Service Agency," volunteer services, industrial chain improvements, commercial and chamber of commerce mediation, and supply and marketing services benefiting farmers. Vocational schools in Huai'an have received national recognition for their work in ethnic unity. The experience in cooperation between prosecution and judicial review has been promoted province-wide, and the Audit Office of Huai'an has been honored as a "Model Group of Civil Servants" at the provincial level. The national defense mobilization system has been further improved, and Huai'an has passed the national evaluation for civil-military mutual support model city with high marks. All tasks in support of Xinjiang have been successfully completed. The Fifth National Economic Census has been completed with high quality. New achievements have been made in various areas including national security, government affairs, postal services, science and technology association, archives, foreign affairs, overseas Chinese affairs, customs, and border inspection. New developments have been realized in causes related to women and children, youth, elderly care, charity, and Red Cross work.
In the past year, the entire municipal government system of Huai'an has upheld a clear political stance, carried out solid Party discipline learning and education, and continuously focused on improving work style, enhancing efficiency, and strengthening capabilities. The government has resolutely shouldered the major responsibility of "taking the lead and setting examples," firmly grasped the primary task of high-quality development, and worked together with dedication and determination to strive for development, advancement, and concrete results. The government has comprehensively enhanced the rule of law with a focus on "strengthening regulations and supervision." It has proactively accepted legal and work supervision from the People's Congress, democratic supervision from the Chinese People's Political Consultative Conference, and public opinion supervision. Additionally, the government has collaborated on advancing five local legislative initiatives, including optimizing the business environment and managing workplace safety. Furthermore, it has successfully handled 237 proposals from People's Congress representatives and 377 suggestions from CPPCC members. The government has effectively strengthened its awareness of "knowing boundaries and upholding the bottom line," strictly implementing the spirit of the central government's eight-point regulations and their detailed implementation rules. It has focused on addressing formalism to reduce the burden on grassroots organizations, led by example in adopting frugal lifestyles, and reinforced audit, statistical, and financial supervision throughout all processes. It continues to work toward building a clean and incorruptible government.
Distinguished delegates! Over the past year, we have actively addressed various risks and challenges. Our achievements have not come easily, and the lessons learned are invaluable. The fundamental reason lies in remembering our mission and moving forward with gratitude, consistently following the scientific guidance of new thinking, and ensuring that when higher authorities make arrangements, we take action and achieve concrete results. The focus has been on development and breakthrough achievements, emphasizing new-type industrialization as the primary strategy, strengthening project-centered approaches, and treating the business environment as gold. We have benefited both the people and enterprises with solid results in high-quality development. The key has been reform, innovation, and taking responsibility. We have maintained a problem-oriented and results-oriented approach, overcoming difficulties and moving forward with determination. With a spirit of pursuing excellence and daring to compete, we have transformed many impossibilities into possibilities. The cornerstone has been teamwork and practical effectiveness. Under the strong leadership of the CPC Jiangsu Provincial Committee, the Jiangsu Provincial People's Government, and the CPC Huai'an Municipal Committee, the entire city has remained focused on development with undivided attention, steadfastly following through on a single blueprint, working diligently and pragmatically, progressing step by step, and implementing each task thoroughly. On behalf of the Huai'an Municipal People's Government, I would like to express my heartfelt gratitude to all officials and citizens of our city; to the deputies of the People's Congress of Huai'an Municipality, members of the Political Consultative Conference, and retired officials; to all democratic parties, the Federation of Industry and Commerce, non-party individuals, and people's organizations; to the military units stationed in Huai'an and provincial units in our city. I would like to extend my sincere appreciation to our dedicated teams working in investment promotion and those serving selflessly at the grassroots level! I also wish to express my highest respect to all entrepreneurs who have invested and established businesses in Huai'an, and to friends both at home and abroad who have supported Huai'an's development!
While acknowledging our achievements, we clearly recognize that there are still several challenges and issues in our economic and social development: insufficient effective demand and weak market expectations, with some enterprises facing operational difficulties; inadequate support for developing new quality productive forces in accordance with local conditions; remaining shortcomings in systematic ecological and environmental governance; room for improvement in public services and social governance; and the need for continued efforts to enhance work style and capacity building within the government system. We will continue to face challenges head-on, fulfill our duties with dedication, and innovate with practical actions, ensuring that we never let down the trust of the CPC or the expectations of the people.
II. Work Plan for 2025
This year is both the final year of the 14th Five-Year Plan and the beginning of the 15th Five-Year Plan. It is a year of great significance for our work. Looking at the external environment and the development trend of Huai'an, we are currently in a golden period for leapfrog development, but also in a critical phase of overcoming challenges. The difficulties we face may be even greater than expected. To ensure victory in this tough battle, we must turn challenges into opportunities and seize opportunities. This is a real test of our vision of the overall situation, sense of responsibility, and professionalism. We must be passionate yet calm, determined yet strategic, and proactive with multiple solutions, effectively implementing the decisions and plans of the CPC Jiangsu Provincial Committee and the Jiangsu Provincial People's Government. We need to align with the "Four Major Tasks" and "Five Key Issues" outlined by the CPC Huai'an Municipal Committee. In navigating the long-term certainty of progress and the short-term uncertainty of fluctuations, we must identify key support points. In balancing effective expansion and targeted improvements, we need to find breakthrough points. In reconciling high-quality development with high-level safety, we must locate the equilibrium. In driving economic growth and enhancing people's well-being, we need to find synergies. We will continuously intensify project efforts, deepen reforms, increase innovation, and enhance the well-being of the people, showcasing "symbolic significance" through even more solid achievements.
This year's overall requirements for government work are as follows: We will adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guidance, thoroughly studying and implementing the spirits of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th CPC Central Committee. We will deepen the implementation of the important directives given by General Secretary Xi Jinping on Jiangsu's work and his heartfelt instructions to Huai'an. We will uphold the general principle of pursuing progress while maintaining stability, fully and accurately implement the new development philosophy, uphold fundamental principles and break new ground, focus on practical results, and prioritize striving for excellence and surpassing others. We will coordinate current and long-term priorities with higher quality and efficiency, balance development and safety at a higher level, ensure the successful completion of the 14th Five-Year Plan, and lay a solid foundation for a strong start to the 15th Five-Year Plan.
The main targets for economic and social development this year are: a GDP growth of over 7%, general public budget revenue growth of over 2%, an increase in value added of industrial enterprises above the designated size by over 9%, a growth in fixed asset investment and industrial investment of over 13% and 15% respectively, a retail sales growth of social consumer goods of over 6.5%, total import and export volume of foreign trade growing by over 7%, actual foreign direct investment increasing by over 8%, the total research and development investment intensity reaching 2.4%, and resident income growing in line with economic growth. Additionally, targets for food security, environmental quality, energy conservation, and emission reduction set by the province will be achieved, while maintaining social stability and harmony. Setting these goals is not only a long-term pursuit for the development of Huai'an, but also a realistic requirement based on achievable objectives. In our actual work, we will make every effort to achieve better results and strive to contribute more of Huai'an's strength to the province's goal of "leading the way and setting an example." The key focus will be on ten key tasks:
(I) Focus on major projects to build a new hub for industrial clusters. We will adhere to the strategy of new-type industrialization as our priority, place greater emphasis on implementing projects as the key focus, and attract more investment, optimize selection, and accelerate investment and construction. We will speed up the creation of an integrated development cluster for advanced manufacturing in the Yangtze River Delta. We will implement the "4155" project attraction program. We will actively develop a new high-level investment attraction model, carefully organizing a series of promotional events to ensure that the total investment agreements signed during 2025 exceed 400 billion yuan. We aim to sign more than 1,000 industrial projects with investments exceeding 100 million yuan, including over 50 projects with investments of more than 3 billion yuan, and more than 500 technology-based projects. Moreover, we will ensure that over 400 projects begin construction in the same year they are signed. We must strengthen the scientific evaluation of investment projects and investment supervision to ensure that every project is genuine and effective. We will implement the "1533" project construction program. We strengthened the "five-stage" lifecycle management of projects, enhanced municipal-level overall planning across the board, and further improved the conversion rate, output rate and contribution rate of projects. In doing so, we ensured that industrial investment exceeded 150 billion yuan, with more than 500 industrial projects worth 100 million newly commenced and more than 300 projects newly completed, as well as more than 300 completed projects transformed into enterprises included in official statistics. We will implement the industrial cluster cultivation project. Led by the "353" strategic emerging industry integration cluster, we will continue to strengthen core industries, develop industrial chains, and expand clusters with a tailored approach for each sector. We will vigorously implement plans for cultivating ten-billion-yuan enterprises, upgrading thousands of enterprises, helping enterprises go public, and promoting a new round of specialized, sophisticated, distinctive and innovative enterprises. Our goal is to ensure that the output value of the next-generation information technology industry cluster exceeds 100 billion yuan. We will actively promote the revitalization of traditional industries and complete more than 300 key technological transformation projects. We will also advance the comprehensive utilization of salt caverns, driving the accelerated development of industries such as new energy storage. We will precisely attract and nurture future industries, including artificial intelligence, low-altitude economy, and zero-carbon/negative-carbon technologies. We will implement the industrial ecosystem optimization program. This includes vigorously developing the productive service industry, accelerating the construction of the "Five Centers and One Base," as well as public service platforms for pilot and small-scale testing. Our focus will be on creating an efficient, collaborative one-hour industrial supporting service circle. We will deepen the efforts to build a city with a strong emphasis on quality and explore the establishment of a standard system for key industrial chains. We will strengthen the synergy between fiscal and financial services, fully utilize the guiding role of funds for building a strong industrial city, further improve the guarantee and re-guarantee mechanisms, and effectively promote the expansion of medium- and long-term loans, first-time loans, and credit loans in the manufacturing sector.
(II) We will focus on developing new quality productive forces and create a new engine for technological innovation. We will adhere to technological innovation as the primary driving force, focus on becoming a key force in the "important area," and accelerate the development of a major industrial and technological innovation hub in the northern Yangtze River Delta. We will focus on strengthening innovation entities. By reinforcing tiered cultivation and targeted support, we aim to cultivate more than 100 innovation-driven leading enterprises above the municipal level, more than 1,000 high-tech enterprises, and over 2,000 science and technology-based SMEs. Additionally, we will strive to increase the output value share of high-tech industries by more than 2 percentage points. We will deeply implement the new round of action plan for "intelligent transformation, digital upgrade, and network connectivity" in the manufacturing industry, aiming to add 300 smart factories and implement more than 20 5G+ industrial internet projects. We will continuously strengthen collaborative innovation. We will focus on enhancing the "core of innovation" function of the Huai'an Science and Education Industrial Park, deepen cooperation with Nanjing, and accelerate the development of "science and innovation enclaves." We will vigorously implement the "Thousand Enterprises, Hundred Schools" collaborative innovation initiative and build and operate high-level innovation platforms such as the Huai'an Industrial Technology Research Institute and the Huai'an Research Institute of NJUST. We will deepen the integration of innovation among large, medium, and small enterprises, actively promoting the establishment of joint innovation centers and key laboratories. We will further improve the technology transfer system, achieving over 15% growth in technology contract transactions. The innovation ecosystem will be continuously optimized. We will deepen reforms such as the pilot implementation of bundled research funding, project review empowerment, and "budget + negative list" management. We will steadily carry out actions to accelerate innovation through technology finance empowerment, and expedite the establishment of an interconnected mechanism linking science and technology innovation funds, industrial funds, and talent funds. Additionally, we will encourage capital and credit to "invest early, invest small, and invest in technology." We will vigorously implement talent attraction and retention programs such as "Returning Geese" and "Phoenix Retention" projects, improve the "dedicated staff, dedicated visits, dedicated service" mechanism for talent services, and optimize the life service chain for talented people, focusing on attracting and cultivating leading scientific and technological talent and scarce industrial talent. We will accelerate the construction of a national-level intellectual property protection center and strive to create a national-level intellectual property demonstration city.
(III) We will focus on enhancing consumption and investment momentum to better release new vitality in expanding domestic demand. By coordinating efforts on both supply and demand sides, and strengthening the dual driving forces of consumption and investment, we will accelerate the release of domestic demand potential and enhance development momentum. We will vigorously implement special actions to boost consumption. We will emphasize improving people's livelihood by increasing residents' income through multiple channels to enhance consumption capacity and expectations, while further enriching consumption patterns, innovating consumption scenarios, and optimizing the consumption environment. We will make basic consumption more accessible by continuing to create 15-minute convenient living circles and focusing on improving consumption services in healthcare, elderly care, childcare, and household services. We will more vigorously promote incentive-based consumption, continuing to advance trade-in programs for consumer goods, stimulating the upgrade of automobiles, home appliances, furniture, and smart devices, while cultivating new growth points such as first releases and first stores. We will further enrich and expand scenario-based consumption by deeply tapping into local cultural resources, including revolutionary heritage, Grand Canal culture, culinary traditions, and Journey to the West themes. We will create high-quality cultural tourism routes connecting these attractions, striving for a more than 10% increase in tourist arrivals. We will amplify the driving effects of events such as the Grand Canal Intangible Cultural Heritage Tourism Festival, large-scale performances, marathons, and city football leagues to promote the integrated development of culture, tourism, commerce, and sports. We will actively promote government investment to effectively drive social investment. We will efficiently organize and implement government investment projects and guide more private capital to fully play its role as the main force in investment, striving for a 13% increase in private investment. We will focus on the construction of 25 provincial major projects and 403 municipal major industrial projects, ensuring annual investments of 28.7 billion yuan and 157.5 billion yuan respectively, representing year-on-year increases of 32% and 10.3%. We aim to commence all projects in the first half of the year and complete the annual plan within the first three quarters. We will make full use of major policy opportunities. We will actively seize the opportunities of unconventional and counter-cyclical policies such as those related to major national strategy implementation, security capabilities building in key areas, large-scale equipment renewals and trade-in of old consumer goods, as well as the early issuance and utilization of special bonds. We will also accelerate preliminary work such as project planning and reserve, so as to improve the success rate of application with project maturity and strive to include more projects in the plans supported by the nation and the province. We will implement strict project management, strengthen tracking and evaluation, effectively improve the efficiency of fund utilization, and leverage the driving role of investment.
(IV) We will focus on comprehensively deepening reforms to better stimulate new momentum for leapfrog development. With economic system reform as the driving force, we will implement the "151" reform initiative, promoting faster and more effective implementation of demonstration and high-impact reform measures. We will strengthen our comprehensive transportation advantages to empower high-quality development of the hub economy. Focusing on creating a major land-sea corridor in the eastern region, with the construction of a national inland shipping center as our entry point, we will further improve the collection and distribution system and advance the construction of "Water Transport in Huai'an" to a high standard. We will promote the integrated operation of inland container terminals across the city and increase the frequency of rail-water and road-water intermodal routes to Shanghai, Ningbo, Lianyungang, and other destinations. We will implement new multimodal transport models, including the "one-bill system" and the "one-container system." Focusing on creating a link for industrial cooperation in the Yangtze River Delta, we will strengthen the integration of transportation and logistics with industry. We will vigorously develop hub-oriented industries, promote coordinated development of e-commerce and express delivery logistics, and extend logistics services to both production and consumption ends. We will accelerate the development of port economy, relying on Huangma Port to build a food processing and grain storage center in the northern Yangtze River Delta, and utilizing the Newport Logistics Industrial Park to establish a regional spot trading market for bulk commodities. We will actively advance the high-speed rail express logistics base project and accelerate the development of airport-related industries. We will coordinate and focus on reforms in key areas to continuously stimulate intrinsic growth potential. Centered on expanding the county-level economy, we will further deepen reforms in the management, operation, and investment attraction mechanisms of development parks, constantly enhancing team vitality and industrial development momentum. Our goal is to ensure that new industrial projects, with an investment of over 100 million yuan, in development parks account for more than 80% of the city's total in terms of both new investments and newly started projects, while actual utilization of foreign investment and foreign trade import and export volumes account for over 70% and 90% of the city's total, respectively. We will deepen reforms in spatial resource management, emphasizing productivity per mu of land as a key performance metric. This includes revitalizing underutilized land and improving overall land use efficiency. For industrial parks, we will implement comprehensive reforms focusing on root-cause solutions. This means strengthening the coordination between planning-level and project-level environmental assessments while improving the management system for total pollutant emissions and establishing a mechanism for cross-source and cross-category usage. By focusing on deepening state-owned enterprise reforms, we will push forward the ten key tasks in state-owned asset management, encourage state-owned enterprises to focus on their core responsibilities and businesses, accelerate transformation and development, and further enhance operational effectiveness and core competitiveness. We will implement ten key initiatives to revitalize county-level high schools, putting in place detailed measures to support and motivate teachers while continuously improving teaching and research levels. High schools in Huai'an will serve as centers of excellence, while county-level high schools will form a strong foundation, ultimately driving the high-quality development of basic education across the city. We will deepen the integrated reforms to create the "four best" business environment and continuously enhance regional competitiveness. We will focus on minimizing logistics costs, strive to enhance the digitalization level of the logistics industry, vigorously promote reforms to facilitate customs clearance, and dynamically ensure that port fees remain the lowest in the province. We will focus on minimizing factor costs, continuously improve the franchising system in accordance with the law, innovate supply models, and actively develop green electricity and green certificate services. We will achieve a multi-source, single-network heating system for urban areas and ensure that water, gas, and heating prices remain at the lowest levels in the province. We will focus on achieving the highest efficiency in handling affairs, steadily advancing the "efficient and effective handling of one matter" reform. This includes optimizing and upgrading measures such as extremely simple applications, extremely fast approvals, and exceptionally high-quality service, as well as implementing reforms like issuing certificates immediately after land transfer, starting construction right after land acquisition, accepting projects immediately after completion, and delivering projects immediately after finalization, along with integrated fiscal reward and subsidy services for engineering projects. We will focus on creating the best service environment, working unswervingly to both consolidate and develop the public sector and encourage, support, and guide the development of the non-public sector. We will improve the "enterprise whistleblowing, department response" service mechanism, carry out special actions to standardize enterprise-related law enforcement, and firmly prevent arbitrary inspections and profit-driven law enforcement. We will effectively maintain a fair and competitive market environment, ensuring equal treatment for both new and old projects, large and small enterprises, domestic and foreign capital, as well as state-owned and private enterprises. Our goal is to ensure that all businesses are treated equally, enabling entrepreneurs to invest with confidence, develop with peace of mind, and live comfortably in Huai'an.
(V) We will focus on expanding high-level openness and cooperation and better integrate into the new regional development framework. Adhering to the principle that "we consider the areas outside the city external entities", we will continuously expand the circle of friends and gather high-quality resources on a larger scale. We will continue to deepen regional collaborative development. We will vigorously connect with and implement the integrated development of the Yangtze River Delta, actively replicate the achievements of Shanghai's market rule system, and deeply participate in the industrial division of labor in the Yangtze River Delta. We will fully integrate into the Nanjing Metropolitan Area, focusing on the creation of the Nanjing-Huai'an Intelligent Manufacturing Industrial Park, and actively drive the implementation of a series of high-quality cooperation projects in various sectors, including industry, technology, education, and healthcare. We will fully leverage the connecting roles of the Grand Canal Cultural Belt, the Huaihe Ecological Economic Belt, and the Jianghuai Ecological Economic Zone, further enhancing connectivity with coastal and riverside regions. We will focus on expanding and upgrading foreign investment and foreign trade. By seizing opportunities presented by national policies such as lowering foreign investment access thresholds, we will increase foreign investment in the manufacturing sector and aim to establish more than 100 new foreign-funded projects. We will encourage and support foreign trade enterprises in actively exploring emerging markets, steadily advancing the construction of the Cross-border E-commerce Comprehensive Pilot Zone, and promote the integrated development of "cross-border e-commerce + industrial belts" through the "one zone, one featured product" approach. We will build a high-level hub for Taiwanese investment. We will deepen the collaborative development of Taiwanese investment between Huai'an and Kunshan, ensure the signing of more than 50 new Taiwanese investment projects, and promote the expansion of total volume, optimization of existing investments, and improvement of quality in Taiwanese investments.
(VI) We will focus on enhancing the city's development level and better demonstrate new connotations of functionality and quality. We will thoroughly practice the concept of people's city, actively transform development methods, and strive to build a livable, resilient, and smart city. We will accelerate urban renewal and enhance comprehensive carrying capacity. We will seize national policy opportunities and actively seek project and funding support from higher authorities. We plan to invest 11.7 billion yuan to implement 62 key urban construction projects, accelerate the transformation of 27 villages in cities and 68 old apartment complexes, and orderly promote the transformation and development of key areas such as the Southwest Chemical Industry District and the Yanhe Industrial Belt. We will complete the revision of the ancient city protection plan, promoting the harmonious integration of historical and cultural heritage preservation with revitalization and utilization. We will precisely advance the management of the "gray space" under bridges, along roadsides, and at the urban-rural interface, and tailor approaches to promote the "one land, three uses" model. Our goal is to create an urban landscape that blends historical charm, modern civilization, and natural beauty. We will strengthen the application of risk assessments for key urban infrastructure and the results from the "city health check." We will continue advancing the construction of a flood-free and waterlogging-free city, carry out special measures to address issues with gas pipelines operating with hidden risks, accelerate the renovation of underground utility networks, and ensure the safety of the city's infrastructure. We will actively build new models for real estate development, continue to promote multiple approaches for resettlement to reduce inventory, and systematically advance the construction of high-quality residential areas for improved living conditions, while fully completing the task of ensuring housing delivery. We will strengthen refined management and enhance the city's soft power. We will comprehensively advance the "Six Transformations and Four Excellence" long-term urban management system, implement systematic environmental improvement in key areas, extend thorough cleaning services to back streets and alleys, strengthen the management of construction waste throughout its entire chain, accelerate the construction of convenient parking facilities, and further improve the road maintenance and management mechanism. We will strengthen comprehensive law enforcement in apartment complexes, enhance closed-loop management of fire facilities, elevator safety, and electric bicycle charging, and steadily promote quality improvement and efficiency enhancement in property management. We will improve transportation infrastructure and strengthen the support for hub cities. We will accelerate the construction of the Nanjing-Huai'an Railway and the Jinhu and Hongze stations, while actively initiating preliminary work on capacity expansion and renovation of the Huai'an-Xinyi Railway, Huai River-Along Railway, and Xinyi-Changxing Railway. We will advance the expansion of the Changchun–Shenzhen Expressway and Xinyi-Yangzhou Expressway, complete the main engineering work of Provincial Road 264 in Huai'an District and Lianshui South section, and accelerate preliminary work on the external bypass of the Nanjing-Lianyungang Highway's urban section. We will complete the automated terminal and hazardous chemical terminal of Huai'an Port Phase III, accelerate the implementation of Jinbao Channel improvement and Huai'an Port's rail-water intermodal project, and strive to start construction as soon as possible on projects including the Phase II supporting navigation of Huaihe River Seaward Channel, the fourth ship lock of Beijing-Hangzhou Grand Canal in Huai'an, and the capacity expansion of Yangzhuang and Zhuma ship locks on the Salt River Channel. We will accelerate the implementation of the airport's Phase III terminal and auxiliary projects, while striving to open international all-cargo air routes.
(VII) We will focus on advancing efforts to strengthen agriculture and benefit farmers, and depict the new vision for rural revitalization. We are committed to promoting rural revitalization through industrial revitalization, steadily working to increase agricultural efficiency, raise farmers' income, and enhance rural vitality. We will resolutely shoulder the responsibility for food security. We will adhere to the land protection red line, with plans to build and renovate 200,000 mu of high-standard farmland. We will accelerate the construction of green, high-quality, and high-efficiency production areas, improve the agricultural social service system, and continuously raise the standards of modern agricultural mechanization, intelligence, and standardization. We will keep promoting stable grain production and income growth. We will vigorously develop ecological agriculture. Following the principles of "replicable, scalable, sustainable, and efficient," we will actively apply the outcomes of ecological agriculture trials. We aim to achieve moderate-scale farming operations where the reuse ratio of both agricultural field drainage water and pond tail water will exceed 50% of the total area. The rate of full resource utilization of manure from pig farms with over 10,000 heads will reach 70%. We will actively explore ways to realize the value of pollutant reduction, carbon sequestration trials, and other initiatives. Over 200,000 mu of agricultural product bases will be newly certified. Our goal is to pave a sustainable development path characterized by better models, stronger green brands, and higher ecological value. We will accelerate the pace of enriching farmers and strengthening villages. By focusing on stabilizing scale, strengthening processing, and promoting circulation, we will expedite the creation of five distinctive industrial clusters and eight agricultural industry chains. We will vigorously promote the development of agriculture. We will further improve the mechanism uniting farmers and helping them develop and cultivate high-quality farmers through stratified and classified training, consolidate and expand the achievements in rural public space governance, and continuously improve the mechanism for high-quality and efficient revitalization of village collective resources and assets. Through these efforts, we will strive to increase farmers' income and strengthen the collective wealth of villages. We will continue to deepen the "three-rights separation" reform of rural contracted land and orderly promote the pilot program for a 30-year extension after the second round of land contracts expire. We will further study and apply the experiences of the "Thousand Villages Demonstration and Ten Thousand Villages Renovation" to effectively advance the construction of livable, business-friendly, and beautiful villages. We will implement a people-centered new urbanization strategy, introduce a system of providing basic public services based on household registration at the place of residence, and strive to help farmers who are able and willing to move to cities integrate into urban life more quickly and smoothly.
(VIII) We will focus on strengthening the ecological foundation and better cultivate new advantages in green development. We will treat a good ecological environment as the most inclusive public welfare, promote ecological governance with systematic thinking, and strive to improve environmental quality and expand environmental capacity. We will fight the battle against pollution. We will take decisive action to address the issues identified by the central inspection team for ecological environment protection, promoting comprehensive improvements and establishing long-term effective mechanisms. We will deeply implement the three-year action plan to "strengthen the foundation and enhance capabilities" for environmental safety and emergency management, with an investment of 3.54 billion yuan and the implementation of 57 key environmental infrastructure projects. We will deepen the "Joint Governance of Five Sources" initiative, precisely implement measures to restrict and ban fireworks, and strive to achieve air quality that meets the national grade II standard. We will continue to deepen systematic water quality management at key monitoring sections, solidly advance the new three-year action plan for Hongze Lake protection and management, routinely carry out cleanup and rectification of "four issues" in rivers and lakes, promote the transformation of urban rivers and lakes into "happy rivers and lakes," and ensure continuous improvement in the centralized collection and treatment rate of urban sewage. We will strengthen soil and groundwater pollution prevention and control, implementing closed-loop management throughout the entire chain of hazardous and solid waste. We will comprehensively strengthen ecological protection and restoration. We will accelerate the construction of the national mountain-water project and the comprehensive land and spatial management projects across the entire region. We will actively promote the development of important ecological corridors such as the Grand Canal, Huaihe River, and old courses of the Yellow River. Additionally, we will complete 22,600 mu of afforestation and greening, while strengthening biodiversity conservation efforts. We will make solid progress in green and low-carbon development. We will strictly implement the requirements for ecological and environmental zoning management, strengthen the control of major pollutant emissions in industrial parks, and continue the special remediation of "scattered, chaotic, untidy, and low" enterprises. We will resolutely curb the blind development of "high energy consumption, high pollution, and low efficiency" projects. We will steadily advance the construction of provincial-level "dual carbon" pilot projects for key enterprises and cultivate 10 green factories above the provincial level. We will actively promote green building practices, strengthen the development of "zero-waste parks" and "zero-waste factories," and vigorously promote the development of a low-carbon circular economy.
(IX) We will focus on enhancing people's wellbeing and better meet the new expectations of the people. Adhering to the people-centered development philosophy, we will actively respond to population mobility trends and structural changes, optimize the allocation of public service resources, and promote the integrated development of public welfare undertakings. We will efficiently deliver on livelihood projects with high quality, make greater efforts to address people's concerns, alleviate their difficulties, and warm their hearts, striving to make people's lives better. We will further strengthen support for employment and entrepreneurship. We will enhance the construction of employment service stations, recruitment of internship positions, improvement of vocational skills, and other initiatives. We will increase employment support for key groups, encourage entrepreneurship to drive employment, and ensure the creation of 35,000 new jobs for urban residents. We will closely align with the needs of industrial development, actively encourage more college graduates to stay and develop in Huai'an, and focus on guiding skilled migrant workers to return to their hometowns for employment. This will help ensure that elderly people living alone have companionship and left-behind children receive proper care. We will continue to improve the social security system. We will improve the social security system for flexible workers, migrant workers, and those in new forms of employment, and establish a collective subsidy mechanism for the basic pension insurance of urban and rural residents. We will strengthen the safety net for low-income populations and steadily promote pilot programs for service-based social assistance. We will precisely implement diversified and mutual-aid elderly care services, and continuously improve the level of home-based and community-based basic elderly care services. We will further improve the support mechanism for disadvantaged and left-behind children, actively carry out "Caring Mother" and "Hope Parents" pairing and care activities, and continue to improve the conditions of rural boarding schools. We will refine and implement fertility support policies and explore and advance the integration of kindergartens with childcare services. We will increase employment support for people with disabilities and actively develop Red Cross, charitable, and volunteer services. We will accelerate the development of a modern education hub to firmly cultivate children with "Four-sphere Confidence" (confidence in the path, theory, system and culture of socialism with Chinese characteristics). We will optimize the allocation of educational resources and deepen the group-based school running. We will strengthen the collaboration among schools, families and communities, and intensify efforts in caring for the physical and mental health of youth. Comprehensive measures will be taken to improve the environment of schools and their surrounding areas, and nutritious and healthy meals will be provided across all schools. We will deepen the industry-education integration and school-enterprise linkage to accelerate the high-quality development of vocational education. We will fully support the establishment of Huai'an University. We will step up efforts to build a regional medical hub. We will also strengthen the coordinated development of medical treatment, medical insurance and pharmaceuticals, and continuously improve the operational quality and efficiency of medical consortiums. We will optimize and integrate primary medical resources, and promote the orderly flow of medical technicians in the region. We will intensify the supervision of medical insurance funds and rigorously standardize the conduct of medical services and pharmacy operations. We will advance the development and prosperity of cultural and sports undertakings. We will promote the integrated development of spiritual civilization in urban and rural areas, continuously consolidate the achievements of the troupes reform, amplify the effect of Lianshui phenomenon reflected in Huai Opera, support the development of folk cultural teams, advance cultural services based on public requests, integrate and optimize cultural supermarkets accessible to the public, and further enhance the service efficiency of cultural venues to effectively facilitate the direct delivery of high-quality cultural resources to the grassroots. We will complete the fourth national survey of cultural artifacts with high quality through field investigations. We will build more fitness trails and incorporate convenient sports facilities into urban vacant land, corner lots and green space in parks to vigorously promote the public fitness activities.

We will maintain greater security to ensure high-quality development, and accelerate the construction of a coordinated and efficient safety prevention and control system. We will resolutely hold the bottom line of work safety. We will comprehensively improve the responsibility implementation mechanism by establishing graded and classified supervision lists for cities, counties and towns and accurately building a risk prevention and control network that reaches the grassroots level and covers all aspects. We will make solid progress in address the root causes of workplace accidents, continuously carry out the investigation and rectification for major accident hazards, and further promote the whole chain governance of "one task". We will continue to carry out "the action plan for safeguarding Huai'an enterprises", and vigorously promote the "whitelist" system and "invitation" services to further achieve accurate supervision. We will effectively prevent risks in key areas. The working mechanism will be improved for rapid response and efficient linkage to continuously build up capacity for disaster prevention, mitigation, and relief. We will focus on proactive prevention to address future problems, establish mechanisms to shore up weak links, take tough measures against illegal financial activities, and continue to create a healthy financial ecology. We will implement a package of measures to defuse risks caused by existing debts in a coordinated way, and firmly ensure that at the primary level, basic living needs are met, salaries are paid, and governments function smoothly. The "You Choose, We Test" food safety program will be proactively carried out to effectively ensure the food safety of the people. We will work to make social governance more effective. We will uphold and develop the Fengqiao model in the new era, comprehensively advance the standardized construction of comprehensive governance centers in cities, counties and towns, and continue to address the mismatch between grassroots governance capacity and its responsibilities. We will implement the program to improve law-based handling of public complaints, and resolve disputes by collectively using mediation, arbitration, administrative reconsideration and other methods. We will improve the efficient closed-loop mechanism of 12345 hotline operation and scheduling, and address similar problems through the resolution of a single case. We will strengthen the governance of the public security system, crack down hard on illegal and criminal activities of all types, combat organized crime and root out local criminal gangs on an ongoing basis. Better services and support will be provided for ex-service personnel and the high-quality development of national defense mobilization will be actively boosted. We will supply more diversified legal services and fully complete the eighth five-year plan for increasing public knowledge of the law.
