Fellow Deputies,
On behalf of the Huai'an Municipal People's Government, I will now report to you on the work of the government and ask for your deliberation and approval. I also ask members of the Huai'an Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) and other attending comrades for their comments.
I. Review of Work in 2023
In the past year, we adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implemented the spirit of the 20th National Congress of the Communist Party of China (CPC), and implemented the important instructions of General Secretary Xi Jinping in his important speeches on the work of Jiangsu Province and his earnest entrustment to Huai'an. We made every effort to catch up with others and achieved a good start on the new journey of modernization. New achievements have been made in economic development. The momentum of GDP growth faster than the whole province has been continuously consolidated and improved, with an annual growth rate of 7.8%, making Huai'an rank second in the province. Among the 19 major economic indicators that allow us to obtain the ranking of the whole province, 13 have entered the top six in terms of growth rate and 10 are among the top three. New breakthroughs have been made in project development. On average, there were 16 newly signed industrial projects with an investment of more than RMB 100 million, 10 newly started projects and 8 newly completed projects every week. The industrial investment above designated size exceeded RMB 100 billion for the first time, reaching RMB 114.8 billion, up 24%, making Huai'an rank first in the province. Reform and innovation unleashed new vitality. 12 tasks were promoted by relevant national ministries and commissions or included in the national pilot program, and 25 tasks were supervised and encouraged by the provincial government, both of which reached a peak in recent years. A new step has been taken in rural revitalization. The grain planting area and output have reached a record high, and administrative villages with village-level collective economic operating income of less than RMB 500,000 have been cleared. People's livelihood and well-being have been further improved. 66,000 new jobs were created in urban areas, and 40,000 unemployed people were reemployed, helping overfulfill the annual target. The growth rate of per capita disposable income of all residents and rural residents continued to rank among the top in the province. Safety development has been further improved, and the city has become a qualified pilot city for modernization of urban social governance in China. The situation of safety production was stable and improving, and accidents and deaths continued to "drop", with the least number in the province. In general, in the year of deepening the implementation of General Secretary Xi Jinping's earnest instructions for 10 years to embark on a new journey, the development results are encouraging, the development momentum is stronger, and the whole city is more confident and determined to make concerted efforts and forge ahead.
(I) Economic performance took the lead in picking up through targeted policy implementation. The city took the lead in issuing and implementing the "42 Articles" and "28 Articles" of the provincial government and timely introduced policies to support small and medium-sized enterprises (SMEs) to improve confidence and stabilize growth, promote and expand consumption, promote stable scale and optimize structure of foreign trade, etc., so as to ensure direct access and quick achievements, as well as steady economic operation with improvement in quality. The general public budget revenue increased by 5.5%, and the value added of the service industry increased by 10.3%. Project investment provided strong support. 15 provincial major projects and 392 municipal major industrial projects completed 151% and 115% of the annual investment plan respectively, all achieving their annual targets two months ahead of schedule. Fixed-asset investment above designated size increased by 10.4%, ranking second in the province; infrastructure investment increased by 96.7%, ranking first in the province. The 102 special bond projects were approved with a capital demand of RMB 8.09 billion, up 32%. Solid efforts were made to provide services for enterprises in the city and help them bail out difficulties. RMB 6.09 billion of tax and fee reductions and VAT credit refunds were handled. The manufacturing industry and inclusive small and micro loans increased by 24.6% and 27% respectively, 6.4 percentage points and 8.9 percentage points higher than the average growth rate of various loans. The operation of enterprises continued to improve, with industrial electricity consumption increasing by 17.9%, ranking third in the province. Industrial tax revenue increased by 11.9%, accounting for 46.5%. Huai'an ranked 37th among the top 100 cities in China in terms of the construction industry. The foreign trade import and export increased by 27.1%, making the city rank among the top in the province and 66th among China's top 100 foreign trade cities. The total tourism revenue increased by 104.9%, with Xiyou World of Adventure and Huai'an Fantawild receiving more than 2 million and 1.2 million tourists respectively. Qingyan Garden became a national 4A-level scenic area.
(II) The industrially strong city has accumulated strong momentum in the project development. The "4633" target of project attraction has been fully completed. 810 new projects worth more than RMB 100 million have been signed, with an agreed investment of RMB 408 billion, covering 602 industrial projects worth more than RMB 100 million, 32 projects worth more than RMB 5 billion and five projects worth over RMB 10 billion. The "1422" target of project development was well achieved. The number of newly started and completed industrial projects with a scale of RMB 100 million reached 416 and 286 respectively, up 32.5% and 43% respectively over the previous year. Eleven ten-billion-level projects under construction were accelerated, and the first phase of eight projects was completed and put into operation. The city adhered to the principle that factors should follow projects, coordinated 4,000 mu of land linked with indicators for major projects, compiled 22 concentrated contiguous industrial reserve land of more than 500 mu, built a trading platform for transferable energy consumption indicators, and established secondary reserve databases for total pollutant discharge indicators at city, county and district levels. The action of high-quality development of the manufacturing industry was implemented. The output value of enterprises above the designated size in "electric passenger vehicles, lithium-ion batteries and solar cells" increased by 51.9% year-on-year. King's Luck Brewery and Jiangsu Suyan Jingshen exceeded RMB 10 billion in revenue, and there were three new enterprises exceeding RMB 5 billion. The output value contribution increment of new growth points exceeded RMB 50 billion. There were 11 new national specialized, sophisticated, distinctive and innovative enterprises, close to the total number over the years. Four provincial demonstration enterprises for the standard implementation of the integration of informatization and industrialization were added, ranking first in northern Jiangsu. The economic development zone has been selected as a national green industrial park. Jinhu has become the first provincial instrument and meter industrial park in the province, and the industrial park has passed the accreditation review of the provincial chemical industry park.
(III) Innovation ability has been rapidly improved in the integration of industry and talent. Efforts have been made to improve the operation quality of national university science parks, establish the Huai'an sub-center of Southeast University National Technology Transfer, build Xuyi Industry-University-Research Cooperation Base of Nanjing University of Science and Technology, and newly introduce two national key laboratories and three provincial and ministerial laboratories. The R&D expenditure of the whole society accounted for 2.02% of GDP. 312 new national high-tech enterprises were approved, which was the largest number over the years. The output value of high-tech industries accounted for 31.9%, marking an increase of 2.8 percentage points. The number of valid invention patents and the number of invention patents per 10,000 people increased by 26.6%, both ranking fourth in the province. The turnover of technology contracts increased by 15.4%. The city introduced and cultivated 153 high-level leading talents and 37 teams, with an increase of 47 and 13 respectively. 13 people were selected into the national major talent project, making a historic breakthrough. The number of college graduates staying in Huai'an increased by 19.4%. The construction of digital Huai'an has been accelerated, the integrated data sharing and exchange platform for cities and counties has been put into operation, the "one-network unified management" of urban operation has been further promoted, and the iHuai'an series applications have been rated as one of the top 10 cases of digital inclusiveness in the construction of Digital China.
(IV) Reform and opening-up fully unleashed vitality in efficient coordination. We have continued to deepen the integrated reform of the business environment characterized by the "best property rights protection, market access, fair competition and social credit", implemented "affirmation" and "negation" in project service evaluation based on the specific matters, established systems such as county and district business service commissioners linked by municipal authorities and reporting "disagreement" matters for administrative review and approval, and achieved the best whole process approval time of engineering construction projects in the province. 236 projects started construction immediately after land acquisition, doubling the number of projects and ranking first in the province in terms of project proportion. Version 3.0 of the integrated service for financial rewards and subsidies was launched. The number of matters handled through "Huai'an Care: Convenient Handling of Huai'an Government Services" ranked first in the province, and we took the lead in realizing real estate registration with the same standard in the same city and universal handling in the whole city. We innovatively carried out the "registration of converting individual industrial and commercial units into enterprises + joint handling of certificates and licenses" and comprehensively implemented inclusive and prudent supervision. The business environment evaluation satisfaction of private enterprises in Huai'an ranked third in the province, and the monthly monitoring of urban credit status ranked top 10 among prefecture-level cities nationwide for the first time, ranking fourth. The development of the "1+N" system and mechanism reform of parks has been deepened, and the reform of investment promotion system and personnel salary system has been solidly promoted. The number of applications of regional evaluation results in Huai'an ranked among the top in the province. The city has been selected as a demonstration zone for inclusive finance development supported by the central finance and built the first state-owned enterprise financing transaction service platform in the province. It has been awarded as the "Excellent Case of Fintech Innovation Application" by the Ministry of Industry and Information Technology. The credit rating of state-owned enterprises has made a historic breakthrough. Guolian Group and Chengfa Group have achieved AAA rating, and four county and district state-owned enterprises were rated AA+. The city has achieved excellent results in terms of the reform of economically developed towns in the first round of provincial evaluation, continued to deepen the reform of "separating the ownership, contractual and management rights" of rural land, and carried out pilot projects for ownership confirmation registration of agricultural facilities and mortgage loans. The level of opening-up and cooperation continued to improve. 20 new projects were signed in Ninghuai Intelligent Manufacturing Industrial Park, and 8 projects were newly completed and put into operation; the gathering of Huai'an-Kunshan Taiwan-funded Cooperation Industrial Park projects was accelerated. 49 new Taiwan-funded projects with a total investment of more than USD 10 million were signed in the city, with an agreed use of Taiwan capital of USD 1.14 billion, ranking first and second in the province respectively. The status of transportation hub has been continuously consolidated, and the city was selected as a supporting city for the national comprehensive freight transport hub to supplement and strengthen the industrial chain and a national comprehensive circulation fulcrum city. The construction of Nanjing-Huai'an Intercity Railway was accelerated. Cargo and mail traffic volume of Huai'an Airport increased by 24%, and the third phase project fully started. The pilot project of Huai'an section of the second phase of the Huai River waterway into the sea was completed, with rail-water intermodal transport volume 4.4 times that of last year and port container throughput increasing by 8.4%. The expansion of Beijing-Shanghai Expressway was completed, and the highway around Hongze Lake was fully opened.
(V) The optimization and improvement of urban-rural appearance were accelerated in the integrated development. The Overall Planning of Land and Space in Huai'an City (2021-2035) was officially approved by the provincial government, and a "three-level and three-category" land and space planning system has been initially established. The function and quality of central cities have been further improved. 182 key projects in 10 categories have been implemented in central cities, more than 12,000 new shanty towns have been renovated, and 206 old residential areas have been renovated. The urban lifeline safety project was launched, and the rectification of 51 waterlogging points exposed in the "8.27" heavy rainfall was systematically planned and promoted. A total of 175 "problematic properties" have been resolved, with a resolution rate of 92.6%, benefiting 88,000 households; more than 26,000 overdue transitional resettlement properties have been resolved, with a resolution rate of 83%, benefiting 16,000 households. The experience in housing voucher work has been promoted throughout the province, and the growth rate of housing provident fund loans ranked first in the province. The construction of a high-level civilized city has been promoted in an all-round way, the requirements of "six transformations" and "four highs" for long-term comprehensive urban management have been carefully implemented, and we have successfully passed the fifth round of review of national sanitary cities. The urban public space is clearer and more orderly. We have thoroughly learned and applied the experience of the "Green Rural Revival Program", vigorously implemented the "Three-level Pilot" project focusing on Huaiyin District, promoted rural public space governance throughout the city, and implemented 322 rural construction projects. Green and high-quality agricultural products accounted for more than 75%. The city has been rated as the "Hometown of Ecological Indica Rice in China", and Xuyi has been approved to establish a national agricultural modernization demonstration zone.
(VI) The foundation of the ecological environment was continuously consolidated through systematic governance. We have implemented 132 eco-environmental infrastructure construction projects and completed the annual rectification of problems fed back by the second round of central inspection on ecological environment protection and those disclosed in the warning film about the ecological environment along the Yangtze River Economic Belt. The Regulations on Management of Kitchen Wastes in Huai'an City and the Regulations on Administration of City Appearance in Huai'an City (Amendment) have been submitted to the Standing Committee of the Municipal People's Congress for deliberation and approval. We have carried out six major actions to improve air quality in autumn and winter, the three-year action on ecological clean water, the special rectification of "small, poorly managed, heavily polluted and inefficient" enterprises, and the improvement of urban sewage treatment quality and efficiency. The annual average concentration of PM2.5 was 36 μg/m3, ranking second in the province, and the ozone concentration was the best in the province, making Huai'an the only city with districts in the province that meets the national Class II standard. The proportion of 57 Class III sections in the national and provincial water environment quality evaluation reached 93%, overfulfilling the provincial target. The centralized collection and treatment rate of urban domestic sewage reached 62%, marking an increase of 6.8 percentage points. 113 energy-saving and emission reduction technological transformation projects were implemented, and 6 national green factories were added, ranking first in northern Jiangsu. The city has become a provincial ecological garden city, and 83 happy rivers and lakes have been built. The ecological quality index has ranked first in the province for three consecutive years, and the public satisfaction rate of eco-environment was 93.4%, ranking first in northern Jiangsu.
(VII) People's life has been continuously improved through actions that benefit the people. 55 practical matters related to people's livelihood in 10 categories have been comprehensively completed. Standards such as basic pensions for urban employees and urban and rural residents, minimum living allowances and basic living allowances for orphans have been further improved, and the targeted micro-care project for families of women and children in difficulty under the "One Policy for One Household" has covered all counties and districts. Various relief and security funds of RMB 1.28 billion were provided, benefiting 670,000 people. Guided by the revitalization of middle schools in counties, we have planned to promote the high-quality development of education in the city and issued a series of policies such as caring for and motivating teachers. As a result, the first-tier university enrollment rate of senior high schools in 14 key counties has increased by 9.6 percentage points on average. We have thoroughly implemented the spirit of General Secretary Xi Jinping's important reply to the young pioneers of Xin'an Primary School and firmly cultivated children with "four confidences". Xin'an Tour Group was rated as an excellent play in China Children's Drama Festival and recognized by the General Secretary. The first municipal organization of the China Vocational Education Association in the province was established in the city. The city was selected as a national pilot city for the construction of compact urban medical groups and a national pilot city for the standardization of medical insurance handling services. It has implemented systems such as outpatient mutual aid for employees' medical insurance and long-term nursing insurance, upgraded 15 rural medical and health centers, ranked first in the province in terms of comprehensive work evaluation of medical insurance and second in performance evaluation of tertiary public hospitals. The Lianshui phenomenon of grass-roots troupes was promoted nationwide, and Huai'an has become a demonstration city for the construction of a provincial literary city. The city has successfully held high-level events such as the National Trampoline Championships and achieved the fifth good result in Hangzhou at the Asian Games.
(VIII) The overall social situation remained harmonious and stable through governance innovation. The "four-year" action, such as the year of special rectification, consolidation and upgrading of safety production, was carried out in depth. The city took the lead in realizing full coverage of comprehensive supervision institutions for safety production in towns and sub-districts in the whole province. The number of safety accidents and death toll decreased by 14.1% and 14.3% respectively on the basis of the lowest number in the province last year. The annual target of resolving government debts was fully achieved, and the comprehensive financing cost of operating debts fell by 0.38 percentage points on the basis of the sharp decline in the previous year. The city has deepened the construction of safe Huai'an and innovatively created a "digital and intelligent security" model for large-scale events and a public security government affairs service system of "integrative police handling", ranking second in the province in terms of anti-fraud early warning dissuasion effect. The outstanding problems of letters and visits have been actively and properly resolved, and the standardization of letters and visits has passed the national pilot acceptance with high scores. The comprehensive service quality of 12345 hotline was rated as A+ in China, making the city the only one in the province. The field of arbitration services has been continuously expanded and extended. The "Eighth Five-Year Plan" for raising public legal awareness successfully passed the provincial mid-term evaluation. We have comprehensively implemented the main body guarantee system of certified food. The city has deepened the reform of industrial worker team construction. We have made solid progress in promoting the fifth economic census. The city has completed the reform of national defense mobilization system and fully implemented the policy of "double support". The annual tasks of supporting Xinjiang and Xizang have been successfully completed. New achievements were made in national security, ethnic and religious affairs, government affairs, supply and sales, associations for science and technology, meteorology, archives, foreign affairs, overseas Chinese affairs, customs, border inspection, local chronicles, etc. New progress was achieved in the Communist Youth League, aging, charity, Red Cross and other undertakings.
Over the past year, we have always put political construction in the first place, carried out solid theme education and comprehensively strengthened the self-construction of the government. We insisted on learning to cast the soul and strengthen Party spirit. We continued to lay a solid ideological foundation for our ideals and beliefs with the advice of learning. We continued to forge the political quality of absolute loyalty with the study of sentiment. We resolutely remembered and practiced General Secretary Xi Jinping's "most fundamental interests of the country" with the study of responsibility. We have been increasing wisdom through learning, with an emphasis on responsibilities. We fully implemented "top topic" systems when identifying directions, seeking new achievements, and solving problems. We closely centered on the plans passed by the 4th Plenary Session of the 14th CPC Jiangsu Provincial Committee and the 6th Plenary Session of the 8th CPC Huai'an Municipal Committee and promoted timely implementation. We also studied and formulated a series of action plans to accelerate economic breakthroughs in counties, taking accurate and pragmatic measures to effectively shoulder the responsibility of "becoming better and stronger". We have been adhering to good conduct through learning to build a positive image. We unswervingly promoted the comprehensive and strict governance of the Party in the government system, continuously deepened the construction of a law-based government, and promoted the normalization of "the principle that the Party's lines, theories and policies must be publicized, fact-finding missions conducted, and people's complaints received at the primary level, and officials must solve specific problems on the spot if necessary". We actively absorbed public opinions, accepted supervision from all parties, and earnestly handled 257 suggestions from deputies to the Huai'an Municipal People's Congress and 352 proposals from the CPPCC Huai'an Municipal Committee. Our coordinated practice that integrates discipline inspection and supervision, patrol inspection supervision, and audit supervision earned the recognition of the Central Commission for Discipline Inspection. We have been improving practice through learning to seek practical results. With an emphasis on the integration of learning, thinking, and application, as well as the unity of knowledge, belief, and action, we firmly took the political principle of benefiting the people as our guideline, gained motivation based on a sense of mission, gratitude and calling, and made concerted efforts in practical work, reform, and innovation. We strived to improve the quality and effectiveness of development, reduce risks, improve the people's welfare, and minimize social conflicts.
Fellow deputies, last year marked the economic recovery and development after three years of COVID-19 prevention and control. All achievements would not have been made without resisting external pressure, overcoming multiple difficulties, and pooling the wisdom and painstaking efforts of all parties. It is evident that only by constantly strengthening the leadership of the Party can we continue to leap forward and catch up in the new journey of modernization, only by innovation and forging ahead can we better manifest the "symbolic significance" with actual results, only by adhering to the system concept and bottom-line thinking can we better coordinate high-quality development and high-level safety, and only by adhering to the blueprint can we truly concentrate on development and make sustained efforts in implementation.
Fellow deputies, the achievements are hard-won and the experience is precious. The foundation lies in the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It is the result of the correct leadership of the CPC Jiangsu Provincial Committee, the Jiangsu Provincial People's Government, and the CPC Huai'an Municipal Committee, the supervision and support of the Huai'an Municipal People's Congress and the CPPCC Huai'an Municipal Committee, and the concerted efforts of all people in Huai'an. Here, on behalf of the Huai'an Municipal People's Government, I would like to express my heartfelt thanks to all cadres and the masses in Huai'an, to deputies to the Huai'an Municipal People's Congress, members of the CPPCC Huai'an Municipal Committee, and retired comrades, to all democratic parties, federations of industry and commerce, non-party personages and people's organizations, and to troops and ministerial and provincial units stationed in Huai'an! I would like to express my sincere solicitude to the comrades who have been working in the front line of investment promotion for many years and silently devoted themselves to the primary work! I would also like to pay high respect to all entrepreneurs who invest in Huai'an, all local talents who care about the construction of their hometown, and friends at home and abroad who support the development of Huai'an!
Fellow deputies, all that has happened is but the beginning. We will always stay prepared for new challenges and refrain from being complacent, slack, and idle. We are aware of the difficulties and deficiencies in our work: The foundation for continuous economic recovery is not yet solid, the reform of development parks needs to be accelerated and deepened, and project development and industrial cultivation need to be continuously and precisely carried out; The functional quality of the city needs to be further improved, and the city's position as a hub and ecological advantages have not yet been fully demonstrated; There is still a gap between the supply of public services and people's expectations, and security risks in some key areas cannot be ignored; A small number of cadres in the government system need to improve their sense of responsibility and professionalism, and work style construction still needs to be strengthened. We will pay great attention to these issues in the development process and take solid steps to solve them with higher standards, greater efforts, more practical measures, and better results.
II. Work Arrangement for 2024
This year marks the 75th anniversary of the founding of the People's Republic of China, a key year to complete the development goals of the 14th Five-Year Plan, and also a year for Huai'an to better display its "symbolic significance" on the new journey of modernization. It is of great significance to do a good job in this year's work. Looking at the current situation, we should not only see the difficulties and problems in economic operation but also recognize that the positive policies of the central government and Jiangsu Province have resulted in quality and efficiency improvement; We should not only see the increasingly fierce regional competition but also recognize that our city's leapfrog development is gaining momentum and accelerating; We should not only see the pressures and challenges in our work but also recognize that the atmosphere of cohesion and entrepreneurship in our city is becoming stronger. At present, Huai'an is focusing on the construction of a "green highland and new hub city", comprehensively building itself into a modern central city in the northern part of the Yangtze River Delta, with the aim of better demonstrating its "symbolic significance". In this critical period of development, where we need to overcome obstacles like pushing a rolling stone uphill, we will make persistent efforts to achieve the greatest political goal of promoting China's modernization, adhere to high-quality development as the fundamental principle of this new era, and emphasize the fundamental stance of putting the people first. With greater tenacity and stronger perseverance, we will overcome difficulties and forge ahead steadfastly. We will make every effort to strengthen project development, industrial cultivation, and county economy as three cornerstones, continue to enhance the three driving forces of deepening reform, advancing opening up, and promoting scientific and technological innovation, and continuously strengthen the three advantages in transportation hub position, green ecology, and business environment. We will enhance the stability, certainty, and improvement potential of high-quality leapfrog development. We aim to better demonstrate the "symbolic significance" with more pragmatic achievements that are satisfactory to the Party and the people and can stand the test of time.
The general requirements for the Huai'an Municipal People's Government's work this year are: Adhering to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implementing the spirit of the 20th CPC National Congress and General Secretary Xi Jinping's important instructions in his important speeches on the work of Jiangsu Province, thoroughly implementing the decisions and arrangements of the CPC Central Committee, the State Council, the CPC Jiangsu Provincial Committee, and the Jiangsu Provincial People's Government, closely adhering to the requirements of the 3rd Session of the 8th CPC Huai'an Municipal Congress, completely, accurately, and comprehensively implementing the new development concept, insisting on the principles of "pursuing progress while maintaining stability, promoting stability through progress, and putting new exploration before breaking traditions", focusing on better demonstrating the value connotation of "symbolic significance" in five aspects, strengthening the efforts in "becoming better and stronger, leaping forward, and catching up, enhancing practical and effective efforts, reform, and innovation, emphasizing the idea of "project first" and the importance of the environment, upholding the original aspiration and the mission to benefit the people, better coordinating development and safety, completing the annual targets and tasks with high quality and efficiency, and striving to contribute more to Jiangsu Province's overall goal of "taking the lead and setting an example".
The main objectives for economic and social development this year include: An over 7% increase in regional GDP, an over 6% increase in general public budget revenue, an over 9% increase in the added value of industries above designated size, an over 13% increase in the fixed-asset investment above designated size, an over 15% increase in the industrial investment above designated size, an over 8% increase in the total retail sales revenue of consumer goods, an over 7% increase in the total import and export value of foreign trade, an over 10% increase in the received registered foreign capital, an over 2.2% ratio of R&D expenditures to the regional GDP, the growth of per capita disposable income of residents roughly synchronized with economic growth, targets set by the provincial government for energy conservation, emission reduction, environmental quality, and food security, and the overall safety, stability, and harmony of society. The above objectives are the minimal requirements, and we will strive for better results in actual work. We will mainly make greater efforts to achieve new results in 10 areas.
(I) We will make greater efforts to achieve new results in project development. We will implement the "4833" project attraction program. We will continue to make great efforts to attract projects, adopt a more professional and market-oriented approach to investment promotion, scientifically use fund tools, establish a comprehensive mechanism for project evaluation based on the "three essential investigation aspects and three essential questions", and further strengthen smart investment promotion and accurate investor selection. We aim to ensure that the total annual investment contract value exceeds RMB 400 billion. We will sign 800 new industrial projects worth over RMB 100 million and 30 projects worth over RMB 5 billion, and we will ensure that 300 projects signed within the year start construction. We will implement the "1533" project construction program. We will pay more attention to the actual effect of project commercialization, strengthen the lifecycle management involving “five new elements”, and provide the necessary support for projects to start production as early as possible and achieve results quickly. This year, we expect to see the annual industrial investment reach a minimum of RMB 120 billion, with over 500 new projects exceeding RMB 100 million commencing construction, including over 20 projects exceeding RMB 5 billion. We also expect to see over 300 projects worth over RMB 100 million complete construction, with over 300 completed projects becoming industrial enterprises above the designated size. We will implement 20 major provincial projects with a total investment of RMB 122.7 billion and an annual planned investment of RMB 21.7 billion, as well as 365 major municipal industrial projects with a total investment of RMB 427.2 billion and an annual planned investment of RMB 142.8 billion. We will strive to complete the annual investment task in the first three quarters. We will emphasize "yield per mu" as a critical criterion in project evaluation, tighten requirements on project investment intensity, output contribution, energy consumption, and environmental protection as access thresholds, and improve the differential allocation mechanism of resource elements. We will promote the pilot experience of Qingjiangpu District, carry out a comprehensive special rectification of inefficient and idle land, implement precise measures using market-oriented and legal means, vigorously tackle difficulties, standardize disposal procedures, and efficiently utilize resources, aiming to prepare a new batch of 500 mu of contiguous industrial land reserves in each county and district. We will continue to create a business environment with "four bests". We will attach equal importance to accelerating the progress in attracting new projects and supporting the continuous development of existing enterprises. We will pay equal attention to actively assisting large projects and enterprises and effectively serving SMEs. We will practically solidify the innovative methods formed in monumental project development into long-term mechanisms. We will continuously improve the inclusive and fair level of high-quality services. We will minimize the logistics cost, accelerate the development of multimodal transportation, further expand cross-border logistics channels, and maintain the lowest port charges and shortest operation time limits in the province. We will actively promote the advancement of the logistics industry towards the higher end of the value chain, maximizing its comprehensive driving effect on empowering the manufacturing industry. We will minimize the factor cost, make every effort to ensure a stable supply of water, electricity, gas, and heat, improve the franchise system according to law, innovate the supply mode, and strive for the lowest price dynamics in the province. We will further promote financial support for the high-quality development of the manufacturing industry, aiming for a steady decrease in financing costs for enterprises. We will strive to maintain a comprehensive rate of government financing guarantees that is below the average level of Jiangsu Province. We will maximize our work efficiency, strive to build a clean and efficient government, deepen the reform of the approval system for engineering construction projects and the reform of integrated services related to financial rewards and subsidies, and actively build a new model characterized by minimalist declaration, fast approval, and excellent service. We will optimize the service environment, continue to reinforce the principle of "excelling in actions over words and providing services ahead of demand”, fully implement several measures to promote the high-quality development of the private economy, upgrade "one-stop service for enterprises" and other comprehensive service platforms, and vigorously promote inclusive and prudent supervision. Cadres at all levels in the government system should maintain a balance between being friendly and having proper boundaries, as well as be upright and effective in their actions. They should build open and sincere relationships with entrepreneurs, genuinely work to solve difficulties and provide practical services for enterprises, and vigorously create a strong atmosphere that respects innovation and entrepreneurship across society.

We will highlight the chain-based layout of clusters. We will actively participate in the "1650" industrial system of Jiangsu Province, accelerate the construction of "7+3" advanced manufacturing clusters and 28 key industrial chains, and strive to take the lead in exceeding RMB 100 billion in terms of the output value of intelligent equipment and new energy clusters. We will seize the industrial development window opportunity of "electric passenger vehicles, lithium-ion batteries, and solar cells", vigorously promote the speed and efficiency improvement of projects under construction, and strive to increase output value and export value by 40% and 20% respectively. We will pay close attention to future industrial development trends, strengthening scientific research and judgment, precise matching, and forward-looking layout. We will focus on regulating large enterprises, supporting small enterprises, and cultivating strong enterprises, following the approach of "one policy for one enterprise" to cultivate backbone enterprises. We will implement the 1,000-enterprise technological transformation action and the service commissioner system for specialized, sophisticated, distinctive, and innovative enterprises. We will help individual businesses transform into enterprises and help small enterprises upgrade to enterprises above designated size." We will strive to add two RMB-10-billion enterprises, one RMB-5-billion enterprise, and 40 specialized, sophisticated, distinctive, and innovative enterprises at or above the provincial level. We will implement an enterprise IPO nurturing project to accurately and effectively promote more high-quality enterprises to enter the capital market. We will focus on optimizing industrial ecosystem. We will give full play to the matchmaking role of the "Huai Lian Tong" supply and demand platform, explore the establishment of a one-hour industrial supporting service circle, accelerate the construction of industrial supporting projects such as casting, forging, precision machining, electroplating, and heat treatment, and effectively enhance the synergy and competitiveness of the industrial chain. We will solidly promote the coordinated development of the producer services industry and promote the transformation and upgrading of the manufacturing industry through the integration of two industries. We will vigorously develop the digital economy. We will cultivate and expand core industries such as digital product creation, software, and information services. We will accelerate the pace of intelligent transformation, digitization, and network connectivity. We will implement inclusive services of "cloud application, data utilization, and intelligence empowerment" and rolling three-year plans for intelligent transformation and digitization. We will add 10 provincial intelligent factories and workshops and support leading enterprises such as Zenith Steel Group's steel cord project to create "lighthouse factories." We will comprehensively optimize the development environment of the platform economy, actively introduce and cultivate high-quality platforms such as industrial internet and online shopping platforms, so as to better promote industrial upgrading and facilitate economic circulation. We will continue to advance the construction of "Gigabit City," focusing on key areas such as government services, build 20 new thematic databases, create over 15 application scenarios, and promote the safe and orderly development and utilization of public data.
(III) We will make greater efforts to promote innovation-driven development and achieve new results. We will firmly grasp the core driving force of scientific and technological innovation and aim for a high level in building a national innovative city. Promote the deep integration of innovation, industrial, capital, and talent chains, actively cultivate new productive forces, and accelerate the construction of an important industrial science and technology innovation hub in the northern part of the Yangtze River Delta. We will reinforce the principal role of enterprises in innovation. Innovative enterprise clusters will be cultivated in a graded manner. We will strive to accredit 250 new national high-tech enterprises within the year and aim for the high-tech industries to account for 34.5% of the total output value, reaching an increase of 2.6 percentage points. We will increase financial rewards and subsidies for R&D investment and strive to increase the R&D investment of industrial enterprises above the designated size by more than 18%. We will vigorously promote the integration and innovation of large, medium-sized, and small enterprises, support key enterprises in the R&D of the first (set of) major equipment, and actively promote the expansion and upgrading of national and provincial key laboratories. We will intensify the transformation of innovation achievements. We will accelerate the construction of an innovative layout of "one core, one corridor, three zones, and multiple points," focusing on building Huai'an Science and Education Industrial Park as the "core of innovation" and strengthening the construction of Huai'an High-tech Zone and Nanjing-Huai'an Science and Technology Innovation Corridor. We will vigorously promote collaborative innovation among government, enterprises, universities, and research institutes and deepen cooperation with Jiangsu Industrial Technology Research Institute, Shanghai Jiaotong University, Southeast University, Nanjing University of Science and Technology, and Nanjing Normal University, among other institutions. We will plan and build a number of scientific innovation enclaves and offshore incubators, aiming to increase the transaction volume of technology contracts by 22%. We will continuously optimize the innovation ecosystem. We will strengthen the introduction and cultivation of high-level innovative talent, focus on streamlining management and adding incentives within institutional mechanisms, explore and promote the reform of the sci-tech planning project system, increase the connection between sci-tech and finance, and strive to obtain approval for 20 provincial "Innovation and Entrepreneurship Program" projects. We will comprehensively implement the action to deepen the integration of industry and vocational education and strive to improve the number and quality of college graduates who come to Huai'an for employment and entrepreneurship.
(IV) We will make greater efforts to achieve new results in reform and opening-up. We should firmly grasp the key move of reform and opening up, liberate our thoughts further, and employ a combination of concrete and effective measures. We will strengthen reform in critical areas. We will continue to consolidate and improve the reform achievements, such as the handling of a matter with one code, one license, and one certificate, and further strengthen the city general service and heart-to-heart bridge functions of the 12345 hotline. We will steadily promote the reform of city and county institutions and accelerate the reform of comprehensive administrative law enforcement and grassroots management systems. We will carry out in-depth reforms, such as the separation of ownership, contractual, and management rights of rural land and the collective property rights system. We will deepen financial reform, focus on improving the convenience, innovation, and inclusiveness of services, and better support the development of the real economy. We will deepen the reform of state-owned enterprises. Taking the 10 key tasks of state-owned assets management as the starting point, we will strive to improve the market competitiveness of state-owned enterprises. We will carry out competitive financing in an all-round way, deepen centralized financial management, and continue to promote cost reduction and efficiency improvement. We will build a state-owned assets supervision and trading platform and accelerate the liquidation of non-main business, non-competitive, and inefficient assets, so as to achieve a clear industrial layout with prominent main businesses and sectors and enhanced core functions. We will improve the employment, assessment, and performance-based compensation system to effectively stimulate the vitality of enterprises. We will expand the space for open cooperation. Adhering to the principle that "anything outside the city is external," we will more actively connect with the core region of the Yangtze River Delta led by Shanghai and the Greater Bay Area centered on Shenzhen, accelerate the implementation of key projects in the integrated development planning of the Yangtze River Delta region, strengthen cooperation among cities along the Huaihe Ecological Economic Belt, and aggregate high-quality resources at a higher level and in a wider range of fields. We will deepen the cooperation between Nanjing and Huai'an in an all-round way, build a high-level Ninghuai (Nanjing-Huai'an) Intelligent Manufacturing Industrial Park, and strive to introduce 20 new projects and complete 14 projects. More efforts will be made to construct a highland for Taiwan investment, aiming to introduce more than 50 new Taiwan-funded projects with an investment of over USD 10 million and further improve the development quality and efficiency of the Huai'an-Kunshan Taiwan Investment Cooperative Industrial Park. We will promote the expansion and quality improvement of foreign trade and investment. We will seize the opportunities brought by the Belt and Road Initiative and RCEP, support the integrated operation of domestic and foreign trade for enterprises, and cultivate more than 100 new foreign trade growth point enterprises. We will introduce a three-year action plan for cross-border e-commerce, make solid progress in constructing comprehensive pilot zones for cross-border e-commerce, promote the establishment of more public overseas warehouses, and accelerate the development of the "cross-border e-commerce + industrial belt" model. Foreign-funded enterprises will be encouraged to increase capital and expand production, with the proportion of foreign capital in manufacturing to reach 40%. We will vigorously improve the function of transportation hub. We will promote the construction of the whole line of Nanjing-Huai'an Intercity Railway, begin building comprehensive passenger transport hubs at Jinhu Station and Hongze Station, and perform preliminary work for high-speed rail express logistics bases. We will accelerate the construction of the third phase of Huai'an Airport and optimize all-cargo routes. Taking the initiative to build "Jiangsu Waterway Transport," we will actively promote the second phase of the Huai River Seawater Channel and supporting navigation project, the Yan River Secondary Channel Improvement Project, as well as the preliminary work of the Yangzhuang and Zhuma Lock Capacity Expansion Renovation Project. We will speed up the implementation of Jinbao Channel Improvement, Huai'an Port Phase III, hazardous chemical wharf, Tonggang Dayuan special branch line channel, and other projects. We will plan and lay out the Yan River industrial belt, build provincial multimodal transport quality lines from Huai'an to Shanghai, Lianyungang, etc., and make the port container throughput reach 530,000 TEUs or above while striving to increase the volume of multimodal transport by more than 10%. We will accelerate the implementation of projects such as the expansion of the Changchun-Shenzhen Expressway and solidly promote the construction of provincial Highway 264 and other peripheral urban road networks to lay a solid foundation for resolving the problem of arterial roads passing through the city as soon as possible.
(V) We will make greater efforts to achieve new results in promoting rural revitalization. We will firmly grasp the strategic goal of strengthening the city through agriculture, thoroughly study and apply the experience of the "Green Rural Revival Program," vigorously promote industrial development, increase farmers' income, improve the environment, and accelerate the pace of agricultural and rural modernization. We will consolidate the foundation of food security. We will strictly implement the protection of arable land and the responsibility inventory for grain cultivated areas, coordinate the comprehensive improvement of national land space, build and transform 300,000 mu of high-standard farmland, create more than four national standardized irrigation areas, and upgrade 50,000 mu of green vegetable supply bases under the "Vegetable Basket" project. We will accelerate the development of modern agriculture. We will actively promote the development of the whole chain of five major industries. We will build a new "Huai'an Rice" core production base covering an area of 100,000 mu, cultivate two rice deep-processing enterprises with an annual processing capacity of more than 100,000 tons, expand crayfish breeding by over 200,000 mu, with a processing capacity exceeding 80,000 tons, and aim for the proportion of large-scale livestock and poultry breeding to reach more than 84%. Efforts will be made to strengthen the support and guarantee of science, technology, and equipment. We will accelerate the construction of modern national agricultural industrial parks and national demonstration parks for rural industrial integration and development, and comprehensively improve the level of intensive, standardized, mechanized, green, and digital agriculture. We will further amplify the regional public brand effect of "Millennium-old Huai'an Flavor," broaden online and offline sales channels, and invigorate the business of "local specialties." We will build a livable, business-friendly, harmonious, and beautiful countryside. In accordance with the concept of district-based advancement and cluster-based construction, the "Three-level Pilot" project for rural revitalization will be implemented in-depth, and the rural living environment will be improved as a whole. A total of 407 kilometers of rural ecological river channels will be built, and 57,700 rural household toilets will be renovated. We will continue to implement actions to enrich the people and strengthen villages, solidify the governance achievements of rural public spaces, speed up the cultivation of new professional farmers, and vigorously promote people's enrichment through industry, employment, entrepreneurship, and property management. We will increase the issuance of rural revitalization loans, build high-quality ecological enrichment corridors along the old Yellow River course, and continuously improve the stability of income growth for village collectives.
(VI) We will make greater efforts to achieve new results in promoting county-level revitalization. We will emphasize the role of county economy as a key support, highlight industry leadership and the simultaneous advancement of "four transformations," continuously optimize the environment, stimulate growth dynamics, and accelerate the formation of a more leading, competitive, and recognizable county matrix. We will enhance support for the industry. Municipal authorities should engage in proactive coordination and provide services at the primary level, making every effort to provide effective support and guarantee for counties and districts to expand and strengthen their industries. Industrial city special funds and industrial investment guidance funds will be better leveraged to drive the counties and districts to accelerate the creation of one to two industry clusters with an output value of RMB 50 billion. We will enhance the vitality of development parks. Adhering to the direction of de-administration and de-socialization, we will complete the reform of the investment promotion mechanism and personnel salary system in the first half of the year, strengthen professional capacity building, and encourage and guide cadres to make contributions at the front line of investment promotion. We will deepen the decentralization and delegation of powers to the fullest and dispatch municipal department services for administrative approval matters that are necessary but beyond the capacity of the receiving entity. The foreign capital in actual use, newly signed industrial projects worth more than RMB 100 million, and the volume of foreign trade imports and exports in development zones should account for no less than 70%, 80%, and 90% of the city’s totals, respectively. Development parks at all levels should aim for a premier position in the provincial rankings. We will strengthen the driving force of cities and towns. We will optimize the construction of the urban system in the city, promote functional synergies between Hongze District and the central area, promote the coordinated development of Lianshui's satellite city and main urban areas, and support Xuyi County and Jinhu County to improve functions, enhance quality, and highlight characteristics. We will consolidate and improve the pilot results of comprehensive supporting reform for new urbanization and strengthen the cultivation of economically developed towns such as Gaogou, Shihe, and Yintu. We will make overall plans for the rational layout of urban and rural public infrastructure and further improve the service functions of logistics stations in towns and villages.
(VII) We will make greater efforts to achieve new results in urban construction. We will firmly grasp the important concept of people's city, adhere to systematic planning, refined construction, and meticulous management, optimize the layout of public space and resource allocation in a timely manner in accordance with the urbanization process, regional population size, and structural changes, striving to pursue an intensive and connotative urban development path. We will accelerate the pace of urban renewal. We should seize the opportunities of national policies, step up preliminary work, strengthen efforts to secure support from higher levels, and strive for more financial backing. We plan to invest RMB 15.1 billion and implement 143 key projects for central city construction. We will renovate 174 outdated residential areas, completely finish the task of overcoming challenges with overdue transitional resettlement, and achieve a dynamic clearance of "problematic properties." We will strengthen the planning and construction of urban lifeline safety projects and underground utility tunnels, and promote a heating network that integrates multiple energy sources. We will accelerate the construction of a city without flooding or waterlogging and implement 35 treatment projects, ensuring that 21 are completed before the flood season and effectively solving the problems of poor drainage and waterlogging. Efforts will be made to promote the construction of a national ecological garden city, advance the "one land for three purposes" strategy, and finely build a modern garden city. The level of urban management will be improved. We will deepen the long-term management of "six transformations" and "four highs", comprehensively carry out special rectification of urban and suburban junctions, urban villages, and back alleys, strengthen the comprehensive improvement of campus surrounding environment, improve the whole chain management system of domestic waste, create a clean, tidy, and orderly urban environment meticulously, and actively build a provincial demonstration city for urban management and for public transport priority. We will deepen the integrated governance of "community + property", seriously carry out special rectification, assessment and evaluation, and industry supervision, cultivate 100 property management demonstration communities, and continuously improve people's sense of gain and satisfaction towards property services. The city's cultural characteristics will be highlighted. A national civilized city will be built with high standards and a strong cultural city will be established with high quality to effectively protect, manage, and utilize revolutionary resources and profound local characteristic culture. We will build the Grand Canal National Culture Park by relying on the Baili Gallery Corridor, complete the main project of the Hydraulic Science and Technology Museum, open the Banzha Site Park to operation, create revolutionary study bases, and accelerate the construction of a national demonstration zone for the integrated development of red tourism. Solid progress will be made to push the prosperity and development of cultural undertakings and industries, accelerate the high-quality development of troupes, launch more excellent works, and further polish the brand of Literary Huai'an. The vitality of urban consumption will be unleashed. We will pay more attention to stimulating potential consumption, vigorously promote the construction of the national pilot city of "15-minute convenient life circles", sing the song of "Happy Huai'an, Secure Consumption" in four seasons, and actively support the expansion and upgrading of bulk consumption in new energy vehicles, home appliances, and household supplies. The effect of policies such as the 2.0 version of housing vouchers will be enlarged and multiple measures will be taken to promote the steady development of the real estate market. We will expand the comprehensive effect of the World Capital of Gastronomy, intensify efforts to develop the tourism market, promote the high-quality operation of culture and tourism integration projects, and actively build a national culture and tourism consumption demonstration city.
(VIII) We will make greater efforts to achieve new results in ecological construction. We will firmly grasp the ecological environment, which is the most inclusive well-being of people, thoroughly implement the concept of "Two Mountains", carefully protect the beauty of "Water Rhyme Huai'an", and strive to transform ecological wealth into economic wealth. The ecological environment will undergo continuous improvement. RMB 4.56 billion will be invested to implement 86 ecological environment infrastructure projects. We will strictly carry out the "double control and double reduction" of PM2.5 and ozone concentration. We will further advance the three-year action on ecological clean water to ensure that the centralized collection and treatment rate of urban domestic sewage increases to 70% and focus on source control and pollution reduction as well as phosphorus and nitrogen reduction to ensure that the annual average water quality of the eight main rivers entering Hongze Lake meets all standards. The construction of a "zero waste city" and "zero waste parks", as well as the special rectification of "small, poorly managed, heavily polluted and inefficient" enterprises will be propelled to effectively prevent and control soil and groundwater pollution from the source. The construction of six "National Landscape Engineering" projects will be accelerated and more than 40 happy rivers and lakes will be newly built, with special actions to protect centralized drinking water sources being conducted. Efforts will be made to promote green development. We will deepen the construction of ecological civilization demonstration zones and "Two Mountains" practice and innovation bases, vigorously develop the circular economy, further promote integrated innovation actions for source governance in industrial parks, and cultivate more green factories, green parks, and green supply chains. We will systematically plan and promote the rectification of rural ecological environment, pay more attention to fostering the agricultural ecological cycle development and reducing agricultural non-point source pollution, and push mutual promotion between industrial development and ecological improvement. The citizens' awareness of ecological civilization will be further enhanced, with active guidance on low-carbon travel and green consumption.
(IX) We will make greater efforts to achieve new results in people's livelihood improvement. We will firmly grasp the greatest achievement of benefiting the people, focus on solving the urgent problems and concerns of the masses, pay more attention to optimizing supply by combining the government with the market, and create a high-quality life more effectively. The brand of "Learning in Huai'an" will be reshaped. We will accelerate the construction of a nationally renowned educational highland in the new era and initially form an education paradigm for cultivating children with "four confidences". The joint efforts of teachers, teaching, and research will be strengthened and the training projects for "Future Principals" and "Huai'an Famous Teachers" will be implemented to improve the supply level of high-quality education resources and solidly promote the revitalization of middle schools in counties. We will carry out structural optimization and layout adjustment of educational resources in an orderly manner, improve the exchange mechanism between urban and rural teachers, and propel high-quality and balanced development of basic education. The collaborative education mechanism of schools, families, and communities will be refined to carefully protect the physical and mental health of teenagers. We will actively support the renaming of Huaiyin Institute of Technology to Huai'an University and the renaming of Huaiyin Normal University to Huai'an Normal University. The construction of Healthy Huai'an will be expedited. We will vigorously promote the improvement and expansion of medical capacity and the provision of medical resources in lower-tier cities, build the North Jiangsu Institute of Clinical Medicine of Nanjing Medical University at a high level, flexibly introduce high-level medical and health talent, set up five provincial key clinical specialties, improve the service level of 15 rural regional medical centers, and actively create provincial regional medical centers, striving to enable people to enjoy better medical services in their hometown. The achievements in building a national sanitary city will be steadily consolidated. The project to improve weak links in national fitness venues and facilities will be quickened in implementation. Employment and entrepreneurship will be vigorously promoted. We will focus on high-quality full employment and high-level safe entrepreneurship, do a solid job in employment and entrepreneurship services for key groups such as college graduates, veterans, and migrant workers, create 33,000 new jobs in urban areas, and support 10,000 entrepreneurship attempts, ensuring the dynamic clearing of zero-employment families. The social security system will be perfected. We will accurately and firmly hold the bottom line of people's livelihood to make the city more heartwarming. The 100% insurance coverage of low-income groups under dynamic management will be realized. We will perform the pilot work of standardizing medical insurance handling services with high quality, comprehensively promote the implementation of a long-term nursing insurance system, and steadily enhance the direct settlement rate of cross-regional medical treatment. We will strengthen services for the elderly and children, improve the diversified elderly care service system in urban and rural areas, enhance the level of elderly care services for groups such as extremely poor people receiving support, provide boarding services for left-behind children in difficulty, improve the nursing and caring service system for disabled people, accelerate the construction of a national barrier-free demonstration city, and actively develop Red Cross and charity programs. The childcare service resources for children aged 0 to 6 will be allocated as a whole and the effective supply of childcare services will be continuously expanded to accelerate the improvement of maternal and child health care service capacity and actively build a national demonstration city for infant care services.
(X) We will make greater efforts to achieve new results in safety development. We will firmly grasp the fundamental premise of safety and stability, earnestly shoulder the major political responsibility of safeguarding local peace, and further improve the mechanism for preventing risks, ensuring safety, and protecting stability, striving to ensure high-quality development with a new safety pattern. Unremitting efforts will be made to ensure safety production. We will focus on elevating the level of intrinsic safety, center on the investigation and rectification of major hidden dangers for quality and efficiency improvement, continuous improvement of special rectification, and in-depth promotion of grass-roots foundation, solidly carry out the three-year action on building a demonstration city for safety development and tackling the root causes of safety production, establish and perfect the "five lists" of safety production, and resolutely prevent and curb larger accidents. Various risks and hidden dangers will be prevented and resolved. All financial activities will be regulated in accordance with the law, with illegal financial behaviors being severely cracked down. We will coordinate the implementation of a package debt resolution program, drive the continuous decline in the government debt ratio, and reduce the cost of operating debts by controlling regulations. The establishment of a national food safety demonstration city will be initiated to push the standardization of drug supervision capacity. We will complete the three-year rectification task of hidden dangers in existing buildings and promote the construction of emergency shelters in an orderly manner. The social governance will undergo enhancement and innovation. We will uphold and develop the "Fengqiao Experience" in the new era, give full play to the practical effectiveness of the "one-stop" platform for diversified resolution of conflicts and disputes at the grassroots level, make full use of the duty performance mechanism of deputies to the People's Congress that "benefits people's livelihood and helps development" and the consultation and discussion platform of "code-based negotiation", strengthen the standardization of law enforcement and the legal construction of petition work, and comprehensively enhance the social governance capacity at the grassroots level.
