On behalf of Huai’an Municipal People’s Government, I now submit a report on the work of the government for your deliberation and comments from members of the Municipal Committee of the Chinese People's Political Consultative Conference and other non-voting comrades present.
I. Review of Work in 2022
Last year, taking Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guide and greeting the coming Twentieth Party Congress by studying and implementing the spirit, we insisted on firmly carrying out the major requirements of the CPC Central Committee of “epidemic prevention, economic stabilization, and development security.” We also implemented the decisions from the Jiangsu Provincial Committee of the CPC, the Jiangsu Provincial People's Government, and the Huai’an Municipal Party Committee. The city has presented a good situation of overall stability, enhanced momentum, and expected improvement for economic and social development with the firm consciousness of actively and effectively tackling various risks and challenges with courage and determination. We have won multiple rounds of fights against COVID-19 as a united force, for which the provincial Party Committee and government have highly affirmed the coordination of epidemic prevention and control with economic and social development. We have made great efforts to introduce many projects worth five billion and ten billion yuan, driving high-quality industrial transformation and upgrading, thus significantly enhancing the confidence and capacity of industrial development in Huai’an. In an innovative spirit, we have won national commendations and incentives for the river and lake chief system and the reform of integrated services of financial awards and subsidies, and 21 projects have been awarded supervision and incentives by the provincial government, including intellectualized reconstruction and digital transformation of the manufacturing industry, consumption promotion, implementation of the food security responsibility system, comprehensive medical reform, and commercial system reform. The satisfaction of “Business Environment Evaluation Among 10,000 Private Enterprises” issued by the All-China Federation of Industry and Commerce ranked second in Jiangsu Province. Over the past year, we have made many impossible things possible. The development and changes of Huai'an have been fully affirmed by the superior leaders and widely recognized by all sectors of society. People in Huai'an are forging ahead on a new journey of modernization with greater confidence.
1. Epidemic prevention and control and stable growth developed on a mutually beneficial basis. Adhering to the principle of putting people and life first, we faithfully implemented the central and provincial guidelines and policies on epidemic prevention and control. We brought several rounds of outbreaks under effective control at the earliest possible time with minimal cost. We optimized and adjusted the prevention and control measures in light of the evolving situation, strengthened the protection for key groups such as the elderly and critical institutions such as schools and hospitals, and enhanced our capacity for emergency response as well as diagnosis and treatment services, thus achieving a smooth and orderly transition. With the conscientious implementation of the central and provincial policies and measures to stabilize growth, we formulated a package of policies including “45 articles” and “20 articles” to help ease enterprises' burden as well as “15 articles” for stable growth to strengthen the monitoring and scheduling of economic operation and give full play to the role of special teams and resident staff of the 12345 hotline for enterprise security services. We also made full use of national policy-based development financial instruments, achieving the fourth largest in the province and the first in northern Jiangsu for credit supply. With direct and rapid access to combined tax policies, we handled tax refunds, tax deferrals, and tax reductions totaling 10.7 billion yuan. The growth rate of manufacturing loans was higher than that of all loans. The annual regional GDP was estimated to reach 475 billion yuan, a year-on-year increase of about 4%, and the general public budget revenue increased by 7.9% on the same caliber. Our industrial added value above the designated size increased by 8.5%, the fixed assets investment above the designated size and industrial investment by 10% and 20%, respectively, and the total retail sales of consumer goods by 0.5%, which showed that the growth rate of our major economic indicators continued to rank among the best of the province.
2. Breakthroughs have been made in project tackling and industry cultivation. A series of activities were successfully held, such as the Food Expo and the Golden Autumn Economic and Trade Fair. Seven hundred eighty-nine new projects worth more than 100 million yuan were signed with the agreed investment of 404.5 billion yuan, including 533 industrial projects worth more than 100 million yuan, 31 projects worth more than 5 billion yuan, and seven projects worth ten billion yuan such as glass fiber new materials and Trina Solar high-efficiency photovoltaic cells and modules, thus fully achieving the goal of "3530" project introduction. Over the past year, centering on investment attraction as the priority, people in Huai'an have been working together with one heart and one mind. All departments around the city have been rushing to fight with all their strength, with 300 full-time officials in charge of investment promotion working hard outside for years. The majority of merchants have increased their trust and sincere cooperation in Huai'an, forming a lively situation of investment attraction in Huai'an full of resources and competitions, which fully shows that the “Project and Environment-Orientation” with popular support has become the ideological consensus and consciousness of the whole city. We have made great efforts to improve the guarantee and service mechanism of major project elements to ensure that the projects can be introduced and constructed quickly. Each county and district has reserved more than 500 mu of concentrated and contiguous industrial land. The span from the signature to the construction of a Billion-yuan level project was shortened from 100 days to 70 days and again from 52 days to 32 days, constantly accelerating Huai’an speed. It is estimated that 92 billion yuan of industrial investment will be completed, with 310 industrial projects worth more than 100 million yuan newly commenced and 201 projects newly completed, up 64 and 22 year-on-year, respectively, among which ten newly-commenced industrial projects are worth more than five billion yuan, better achieving the "1320" goal of project construction. The number of major provincial projects and annual investments has doubled and quadrupled, respectively, compared with the previous year. In contrast, the number of major municipal industrial projects and annual investments has increased by 70% and 62%, respectively. With the rapid growth of the industrial economy, we issued implementation opinions on promoting high-quality development of the manufacturing industry to integrate and establish special funds for the development of powerful industrial cities. Invoiced sales in the four leading sectors increased by 8.5% year on year, with two new industrial enterprises, each with sales exceeding 15 billion yuan and eight billion yuan, respectively. Huaigang Special Steel passed the AAA certification of the national management system for the integration of industrialization and industrialization. King's Luck Brewery won the Governor's Quality Award, and Tianyi Ultrafine Metal Powder won the National Manufacturing Single Item Champion. New Technology Group and Vibo Hydraulics were successfully listed, and two new specialized and sophisticated “Little Giant” enterprises were added. The modern service industry has been upgraded, and the commerce logistics industry has accelerated its transformation, completing 473 thousand TEUs of inland container throughput, an increase of 52%. We amplified the brand effect of the “City of Gastronomy” and accelerated the development of the prefabricated food industry. Lianshui County has become a provincial integrated tourism demonstration zone, Huai'an District has been selected as the national pilot unit for the integrated development of red tourism, and Fantawild Glorious Orient Theme Park opened, thus creating three provincial night cultural tourism consumption clusters. We have also improved the quality and efficiency of modern agriculture, sped up the construction of five industrial clusters, and built 591 thousand mu of high-standard farmland, achieving a bumper harvest in grain production, with 70% of green high-quality agricultural products. The crayfish industry was selected as a national advantageous characteristic industrial cluster. Jinhu County was selected as one of major national seed-producing counties. Huaiyin District was approved as the provincial agricultural modernization pilot zone. Hongze District and Huai'an District were approved to build provincial high-quality development demonstration parks for modern agricultural industry.
3. Reform, innovation and opening-up helped each other forward. We continued to promote the reform of “one thing in Huai'an”, simplify the approval of plant and warehousing projects, and carry out pilot projects entrusted with the authority of industrial land supply management. “Digital joint drawing review” has been selected as a typical national case. We ranked first in Jiangsu in terms of both the proportion of projects “commencing immediately after land acquisition” and the non-meeting transaction rate of bids. We have also innovatively launched the “loan on code,” benefiting enterprises. We took the lead in preparing the list of responsibility boundaries of municipal departments in the province to deepen the reform of the de-administration of development parks, thus realizing the centralized and unified management of productive assets in administrative institutions and accomplishing the targets scheduled in the three-year action for the reform of state-owned enterprises. Integrated utilization of 31300 mu of land resources in stock was rewarded with provincial land use index. We made solid progress in constructing a national innovation-oriented city where it was estimated that there would be 670 high-tech enterprises within the validity period, up 90 year on year, and the total investment in research and development would increase by more than 10%. Tasly Pharmaceutical Group has become a national enterprise technology center, and Huai'an Precision Parts Characteristic Industrial Base has been approved as the National Torch Characteristic Industrial Base. In addition, Huai'an was selected into the first batch of pilots for the construction of strong national intellectual property rights cities, with its technology contract turnover reaching 20 billion yuan. Two hundred provincial-level quality benchmarking enterprises were added, a breakthrough of enterprises participating in the revision of international standards. Strategic cooperation was carried out with Nanjing University and Southeast University, and 102 provincial university-enterprise alliances were newly registered. We rolled out 22 items for strengthening the city through talents, held activities, including the talent development and cloud promotion conference and the innovation and entrepreneurship competition. We introduced 77 high-level talent teams and leading entrepreneurial talent projects, as well as 15 projects for “the open competition mechanism to select the best candidates”. The level of opening-up and cooperation continued to improve, with USD 1.03 billion expected of the foreign capital received and an increase of 15% in import and export trade. We held many activities, including the Huai'an (Shanghai) Urban Development Promotion Month, the Huaihe River Chinese Entrepreneurs Convention, and the Investment Environment Promotion Conference for Japan, and accelerated the docking and implementation of national strategies, including the integrated development of the Yangtze River Delta region, the Huai'an Grand Canal Cultural Belt, and the Huaihe River Eco-economic Belt. Huai'an also launched the construction of Ning-Huai Science and Technology Innovation Corridor and FTA Interactive Innovation Development Zone, 20 projects, including the new energy power system settled in the Ning-Huai Intelligent Manufacturing Industrial Park, with a total investment of 13.3 billion yuan. Seven new provincial policies were adopted to support the construction of the Taiwan Investment Agglomeration Demonstration Zone, and a service mechanism was established for government-enterprise exchanges with Taiwan businessmen and Taiwan compatriots. Remarkable results have been achieved in the coordinated development of the Huai’an-Kunshan Taiwan-Funded economy, with 65 Taiwan-funded projects newly established or increasing their investment and the practical use of Taiwan investment reaching USD 360 million. 50 cross-border e-commerce enterprises newly established, the overall customs clearance efficiency remained at the forefront of the province.
4. Integrated development was achieved in the urban and rural construction. Two hundred forty-nine key urban construction projects in ten major categories were implemented, with a total investment of 31.5 billion yuan. We accelerated the construction of the central vigor zone and started up the construction of MIXC. Huaxin Commercial Complex was officially put into operation, and the Phase-II Finance Center was completed and delivered. The Baili Gallery of the Grand Canal has been gradually launched, with the construction of the pilot section and demonstration zone selected into the ten major national Grand Canal cultural protection, inheritance and utilization events. The passing system of pedestrians, cycles, vehicles and ferries along the Li Canal Cultural Corridor and the Donggang Sports Park were completed, China Hydraulic Science and Technology Museum was implemented in an orderly manner, and the main bodies of Xiaohu Lake Tourist Resort and Banzha Ruins Park were completed, thus basically running through the highway around Hongze Lake. Huai’an continuously improved its livability. The surrounding areas of Dutian Temple and Xin’an Tour Group History Exhibition Hall have been selected as the provincial pilot of urban renewal. Nineteen thousand two hundred new constructions were launched over shantytowns, and renovations began on 156 old residential communities. Ten provincial livable demonstration residential areas and 15 urban green living rooms were built, the ancient Yellow River ecological leisure zone was fully connected, and 40 civil air-defense projects were completed. Efforts were made to build a city with "no flooding and no waterlogging" and renovate 81 points prone to flooding and waterlogging. Projects such as pollution source control in the main urban area, expansion of the kitchen waste collection, transportation and treatment, and resource utilization of construction waste were completed, making Huai’an the pilot of a “Zero-Waste City”. We launched the “extended transition resettlement” campaign, benefiting 4,457 households. We also promoted the installation of new energy vehicle charging facilities in residential areas in an orderly manner. We opened public parking berths of government departments and institutions at staggered hours. The basic support for smart city integration and the “united network management” platform for urban operation has been initially established, with the digital government construction selected as an outstanding case of smart digital transformation in the Yangtze River Delta. The construction of a civilized city moved to a high level. We established an urban long-term comprehensive management mechanism to promote the standardization, gridding, refinement, digitization, legalization and people-orientation of urban management. We also strengthened high-level promotion, high-standard rectification, high-pressure evaluation, and high-frequency exposure. We issued a "1+7" policy for community property management, submitted to the Standing Committee of the Municipal People's Congress for deliberation and approval of the “Regulations of Huai'an on Farmers Market Management” and "Regulations of Huai'an on Construction Waste Management”, carried out “no bare soil” urban rectification actions, and comprehensively promoted pilots of parking, evacuation points and “urban furniture” demonstration roads, thus making the city cleaner and more orderly. We made solid progress in rural construction. Having completed the planning formulation of villages in the “three-level pilot” region to replace multiple plans for local development with one master plan. We built 103 beautiful and livable villages, created 12 provincial-level rural villages with idyllic characteristics, cultivated 48 provincial-level ecologically livable and beautiful model villages, and improved the housing conditions of more than 6,000 rural households. We rectified more than 30,000 problems in 160 pilot villages to comprehensively improve the governance of public space in rural areas, effectively promoting the efficient utilization of resources and assets and increasing collective economy income. We also built and upgraded rural roads of 170 kilometers and 68 bridges, built new rural ecological rivers of 644 kilometers, renovated the rural water supply network for 895 kilometers, and upgraded 12 sewage treatment plants in designated towns and 31,000 rural sanitary toilets, promoting the effective connection between irrigated areas and high-standard farmland construction. Huaiyin District was selected as a pilot county for a national interconnected river system network and beautiful watertown construction.
5. Hub construction and green development complemented each other. We actively built a national comprehensive transportation hub city, investing 10.15 billion yuan in transportation infrastructure. The first section of the Nanjing-Huai'an Railway was completed, and the construction of Nanjing-Huai'an Field in the Huai'an Dong Railway Station was accelerated. The reconstruction and expansion of Huai'an Airport Phase Ⅲ were launched, including the completion and operation of the international cargo terminal, the commencement of reconstruction and expansion of the terminal area, and the opening of a seasonal all-cargo route from Huai'an to Chengdu. The construction of Huaihe River Waterway Project Phase Ⅱ, Huai'an Port Phase Ⅲ, Huangma Port, and Hongze New Port Industrial Park Terminal was commenced, and Shanghai International Port (Huai'an) Container Terminals Company was jointly established with Shanghai International Port Group and Jiangsu Port Group. The main part of the Huai'an section of the Beijing-Shanghai Expressway expansion was completed, and the Lianyungang-Huai'an section of the Changchun-Shenzhen Expressway expansion was advanced in an orderly manner. We started the construction of the eastern section of 331 Provincial Highway along Jinhu. We built the connecting line of the Hongze section of 420 Provincial Highway, the Huaihe River Bridge of 344 National Highway, and the Baima Lake Scenic Spot. Adhering to ecological priority and green development, we further improved the land space planning system and finished the demarcation of “three zones and three lines” with high quality, leaving sufficient room for future development. We launched a campaign to improve environmental infrastructure, investing 3.33 billion yuan in 95 key projects. The annual task of rectifying problems reported by central ecological and environmental inspectors was completed. We performed “rectification on production source, mobile source, and stock source” and six major actions to improve air quality in autumn and winter. The ratio of days with good air quality reached 82.5%, with a year-on-year increase of 0.9 percentage points, ranking first for the improvement rate in Jiangsu province. The annual average concentration of PM2.5 was 34.8 micrograms per cubic meter, with a year-on-year decrease of 3.3%, reaching the Grade II national air quality standards for the first time. Huai'an was the only district-based city in Jiangsu province that achieved improvement and reached standards in the ratio of days with good air quality and the annual average concentration of PM2.5, becoming a national green travel city. The three-year action of ecological clean water has been deeply implemented in constructing 12 sewage treatment zones, reaching quality improvement and efficiency standards, and 96 rivers and lakes. The centralized collection rate of urban sewage increased by seven percentage points over the previous year, and the Case Ⅲ high-quality water body of the national and provincial surface water assessment section accounted for 94.7 percent, up 5.2 percentage points year-on-year. Baima Lake was recommended to be added to the List of Wetlands of International Importance, and Jinhu was selected as a provincial pilot for realizing the value of ecological products. We established a dynamic list of projects with “Two Highs” (high emission and energy consumption) and created 20 provincial green factories.
6. Coordinated progress was made in ensuring people's livelihood and promoting social governance. We comprehensively accomplished 50 practical matters concerning people's livelihood in ten major categories. We worked hard to enrich the people and increase their income. It was estimated that per capita disposable income of all residents would increase by 6% year on year, and 67,000 new urban jobs would be created. The insurance against returning to poverty and the collective economy income insurance for villages with key assistance were fully covered. The standard of basic old-age benefits for rural and non-working urban residents has increased for the 11th time. We introduced a holistic solution for “the aged and the young”, with the “five integrations” of community service facilities for the aged rated as an excellent case of national pilot reforms and the "one policy for one household" precise micro-care service for women and children in distress selected as a provincial pilot reform. The basic medical insurance coverage rate reached 98.3%, and the actual reimbursement ratio of hospitalization expenses for needy people exceeded 80%. The special evaluation of medical insurance public services ranked first in Jiangsu province, and the medical insurance payment mode reform was selected as a national demonstration site. With 20 primary and secondary schools and kindergartens newly reconstructed and expanded, as well as 15,000 degrees newly added, we steadily promoted the work of “double reduction and one standardization”. Thus, Huai'an was selected as the provincial experimental zone for promoting the high-quality development of basic education. We accelerated the revitalization of county high schools. Higher and vocational education developed rapidly, with university-local cooperation significantly improving its results. With in-depth study and implementation of the spirit of General Secretary Xi Jinping's important reply, the child play “Xin'an Tour Group” sparked a nationwide response, and the national core base for adolescent ideological and political education was put into use. Huai'an First People's Hospital ranked the top in the performance evaluation of national public hospitals in the province, the new branch of the Maternal and Childcare Hospital was put into use, and Huai'an Third People's Hospital became a grade A tertiary hospital, with four rural regional medical and health centers built. Thus, Huai'an won the title of National Healthy Model City. We upgraded 95 town and street libraries and reformed and established the municipal culture and art center. Six works won the Best Works Award in Jiangsu province. We also successfully hosted the Huai'an Competition District of the Women's China Volleyball Association and achieved excellent results in the Jiangsu Games, promoting vigorous development in mass sports. The modern command center of municipal social governance was operated substantively. The crime prevention and control system has been constantly improved, and long-term effective efforts have been made to crack down on gang crimes. Criminal and public security cases achieved a “double decline”, and the public sense of security ranked third in the province. We completed the security and stability maintenance tasks of the Twentieth Party Congress. The quality and efficiency of tackling prominent problems in letters and visits remained at the forefront of the province. We deepened and substantiated the standardization construction of comprehensive law enforcement at the grass-roots level, inclusive and prudent law enforcement, and the eighth five-year plan on improving legal awareness. Public legal service was selected as the national integrated standardization pilot, continuously improving the influence of “quality arbitration”. We made good use of the coordination mechanism of discipline examination, inspection, and audit supervision and gave full play to the role of audit in supervision, service, and guarantee. Achieving a complete victory in the “three-year fight” for the special rectification of production safety, safety committees at the municipal, county, and town levels comprehensively implemented the “double directors” system. We innovatively established the “four guarantees and one implementation” working mechanism of the party and government leaders at the county level, with the experience popularized nationwide, including “Plant Within Plant” rectification and the construction of grassroots fire forces. The number of production safety accidents and deaths was the lowest, and the “double fall” rate ranked second in Jiangsu province. Food safety supervision remained at the forefront of the province. The annual goal of dissolving government debt was fully achieved, and the financial environment was stable and orderly. New steps were taken in the national defense mobilization and veteran affairs, and five counties and districts were named Provincial Double Support Model Cities. Notable achievements were achieved in partner cooperation, such as counterpart assistance to Xinjiang. Further progress was made in national security, ethnic and religious affairs, office affairs, statistics, foreign affairs, meteorology, supply and marketing, archives, accumulation funds, local chronicles, and immigration inspection, as well as in the cause of labor unions, aging, charity, the Red Cross, and disabled people.
Over the past year, guided by political construction, we have insisted on staying true to our original aspiration and founding mission, forging ahead with enterprise and fortitude, and realizing self-reform to improve the government's ability to perform its duties continuously. Scientific planning was enhanced. We implemented the new development concept completely, accurately, and comprehensively, closely focusing on the “153” development strategy of the municipal party committee. With the correct position and overall arrangement in the Yangtze River Delta integration, we implemented the strategy of strengthening the city through the industry. We strove to improve the foresight, initiative, and effectiveness of all work, fully realizing the rapid growth in quantity and effective improvement in quality. We accelerated the pace of leapfrogging in vertical comparison and horizontal competition. We paid more attention to efficient implementation. Adhering to goal-orientation, problem-orientation, and results-orientation, we strengthened supervision and assessment and formed a closed loop of work with the spirit of "shouldering a heavy responsibility" and the style of "never putting off matters until tomorrow". We took the lead to focus on investment attraction, project promotion, and enterprise services, resolutely fulfilled the commitments made to enterprises and the masses, and efficiently handled suggestions from deputies to the Municipal People's Congress and proposals from members of the Municipal Committee of the CPPCC. We attached importance to the implementation and quick execution, which became the distinctive characteristics of government work. We worked harder to tackle challenges. Facing problems and challenges directly to make innovations and breakthroughs at critical points, we further broke through the pain points and choke points in the project approval service and thoroughly resolved the problems such as "extended transition resettlement", delinquent buildings, and the handling of real property ownership certificates for industrial factory buildings. We comprehensively rationalized the urban management system and mechanism, and further standardized property management services. We systematically advanced the work, including the water environment treatment and the transformation and development of state-owned enterprises. The primary responsibility for improving Party conduct and upholding integrity and the “Double Responsibilities for One Post” system was rigorously implemented to strengthen the construction of a law-based government comprehensively. We took the initiative to accept the supervision of all parties, always maintaining a clean and upright political environment.
The past year 2022 was truly extraordinary. In the face of a complex and severe situation, we braved difficulties and hardships to forge ahead when struggling for hard-won achievements and seizing opportunities. This is the result under the correct leadership of Jiangsu Provincial Committee of the CPC, Jiangsu Provincial People's Government, and Huai’an Municipal Party Committee, which is also inseparable from the supervision and support of the Municipal People's Congress and the Municipal Committee of the CPPCC. It condenses the wisdom and sweat of the people in Huai’an and shows the high morale and pragmatic style of cadres at all levels. On behalf of the Municipal People's Government, I would like to extend my highest respects and sincere appreciation to cadres and masses of the city, deputies to the Municipal People's Congress, members of the Municipal Committee of the CPPCC and retired comrades, to all democratic parties, federations of industry and commerce, persons without party affiliations and mass organizations, to the PLA Huai’an Garrison and units stationed in Huai’an affiliated to the ministry and province, to all the entrepreneurs investing and starting business in Huai’an, to all the county sages caring about the construction of their hometown, and to friends at home and abroad supporting the development of Huai'an!
We are also soberly aware that there are still some problems and deficiencies in our development process, which are highlighted as follows. With increasing downward pressure on the economy, enterprises had difficulties in operation, and some indicators fell short to the expected targets at the beginning of the year, resulting in a shaky foundation for stable growth in the forefront; There is still a gap between project agglomeration and leapfrogging, lack of driving forces for innovation and development with small industrial scale and weak competitiveness; The spatial form and quality need to be optimized and improved without perfect urban functional supporting facilities, and infrastructure projects such as the Urban Expressways Phase Ⅱ failed to achieve the construction target within the year due to the influence of policy-related financial factors; The deepening reform of state-owned enterprises has not achieved breakthrough results on account of the slow pace of market-oriented transformation; The supply of public services is not balanced enough, and there are still weak links in improving the ecological environment; A small number of cadres lack sense of responsibility and professional competence, and their style and efficiency need to be further enhanced. Adhering to the ambition of never seeking easy goals and never escaping difficulties, we will do an excellent job with high standards and strict requirements to live up to the expectations of people in Huai'an.
II The Work Plan of 2023
This year is the starting year for comprehensively implementing the spirit of the 20th National Congress of the CPC and promoting the new practice of Chinese modernization in Huai’an. It is also the starting year to carry out the idea of Chairman Xi and better display the “Symbolic Significance”. It is significant to do all work well as we are at an important juncture in the middle of the 14th Five-Year Plan. The domestic economy is expected to recover this year, but the external environment is becoming more complex and volatile, with long-term stability and short-term uncertainty intertwined and strategic opportunities and risks coexisting. We should fully recognize the new opportunities created by the overlapping implementation of major provincial and national strategies, such as the integrated development of the Yangtze River Delta, the new advantages entailed by the reconstruction of Huai'an's transport, industrial structure, and central functions, the new momentum gained by the accelerated breakthrough of projects and the formed industrial cultivation, and the new impetus inspired by the vivid practice of “Daring to Do Good and Taking the Big Beam”, all of which have strengthened our confidence in achieving leapfrog. While in high-quality development, we should note the pressure of the total quantity expansion and quality improvement, the challenge to compromise between profits and the environment, and the responsibilities of stabilizing economic growth and benefiting the people's livelihood. To grapple with the complicated situation, we should innovate measures to strengthen characteristics and complement weaknesses, and strengthen the awareness of development and security, which require us to enhance our consciousness, free our minds, coordinate scientifically and implement targeted policies to open up new horizons and make the dream of rejuvenating the central city a reality.
This is the general idea of this year’s government work: Adhering to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the spirit of the 20th CPC National Congress, and the deployment made by the Second Meeting of the Eighth Municipal Party Congress, we should take high-quality development as the primary task, stick to the general principle of seeking progress while ensuring stability and fully and precisely implement the new development philosophy to integrate into the New Development Pattern. Then, we should unswervingly adhere to the “153” development strategy and the principle of “Learning from Paradigm, Making up for Weaknesses” and “Coordinate Profitable Projects and Precious Environment” to strengthen systematic thinking and be ready for worst-case scenarios. In addition, we should better coordinate epidemic control and economic and social development, coordinate development and security and do a good job of stabilizing growth, employment, and prices to promote the sustained recovery of the economy and complete annual tasks with high quality. All in all, in the principle of Xi Jinping Thought-Keep on Working, we should ensure that the new practice of the Chinese path to modernization in Huai'an has a good starting.
The main expected goals for economic and social development this year are GDP growth of about 7%, general public budget revenue growth of about 6%, industrial added value growth of 9%, fixed assets investment and industrial investment growth of 12% and 15% respectively, total retail sales of consumer goods growth of 7.5%, total imports and exports growth of 7%, and registered foreign investment growth of 5% in real terms. In addition, R&D expenditure accounts for 1.95% of regional GDP, the per capita disposable income of residents is synchronized with economic growth, and the binding indicators such as energy conservation and emission reduction, air and water environment quality, and food security have achieved the provincial goals, making the overall social situation remain safe, stable and harmonious. Focus on Eight Aspects of Work:
1. Focus on projects, protect the environment, and inject strong momentum for high-quality development. Taking projects as the main grasp of economic development, we will pool our strength, resources, and policies to drive large leaps with the rapid growth of projects.
We will carry out programs to attract “4633” projects. Improve three aspects of projects, i.e., quantity, quality, and scale. We will focus on major and large-scale projects and high-quality small and medium-sized technology projects. The annual agreed investment amount aims to exceed 400 billion yuan, of which industrial projects are no less than 330 billion yuan, and 600 industrial projects with an investment of over 100 million yuan are to be signed, including 30 projects worth over 5 billion yuan, and 300 signed projects to be started this year. Adhering to high-level promotion, comprehensive mobilization, and professional focus, we should fully leverage the role of No.1 investment promoters and professional investment teams at all levels, carry out entrusted investment, business attraction, and spot investment, and actively expand fund investment. We should carefully organize the “3+7+5” investment promotion activities such as the Food Expo (the Golden Trade Fair) and the Huaihe Chinese Business Conference. We ought to visit central enterprises and leading private enterprises, conduct in-depth investment competitions, and continue to maintain enthusiasm for investment promotion. Improve the mechanisms for research and identification, tracking management, supervision, and assessment of investment projects to ensure the quantity and quality of investment projects.
We will implement the “1422” project construction. We should strengthen proactive, collaborative, and professional services, improve tracking and promotion mechanisms, strive to solve problems before they influence projects, and promote rapid project construction, transformation, and efficiency. We aim to complete an industrial investment of no less than 100 billion yuan annually. More than 400 new industrial projects with over 100 billion yuan have been started, including 20 projects with over 5 billion yuan, and 200 completed projects have been converted into listed enterprises. We endeavor to implement 400 major industrial projects at the provincial and municipal levels and complete an annual investment of 147 billion yuan. We will promote the comprehensive commencement of projects, such as Jietai New Energy, Fiberglass New Materials, Modified Biomedical, and Nangaochi Wind Power Phase II. Some projects, such as Zhongtian Fine Steel Cord and Taihua New Materials, will be put into operation, and projects such as Tianhe Solar's high-efficiency photovoltaic cells and components and Qingding’s high-density printed circuit board will be put into operation and achieve effective results. Improve the factor guarantee mechanism, coordinate and dispatch indicators such as land use, energy consumption, and environmental capacity, strengthen labor and financing service guarantees, and continuously reduce the cost of water, electricity, and other factors.
We will create a first-class business environment. We will continue to promote the construction of the “four most business environments” in line with the goal of being “first-class in the country and leading in the province”. To implement the “two unwavering principles”, we will adhere to the contract and leverage the role of the party and government as a bridge between the chamber of commerce and government enterprise WeChat groups. By taking these measures, we aim to enhance the confidence and expectations of private enterprise development, allow entrepreneurs to secure operation and investment, and help them focus on entrepreneurship. We will introduce 101% local standards for business services, make the 12345 hotline “General Customer Service” that benefits both enterprises and the people, and improve a long-term mechanism for preventing and resolving deferment of payments to small and medium-sized enterprises. We will deepen the reform of the approval system for engineering construction projects. To be more specific, we will expand the application of the reform achievements of “five certificates joint issuance”, “land acquisition starts immediately”, and “digital joint review of drawings”, and promote the model of the “one window acceptance, full process agency, and whole chain processing” to make project implementation simple and fast. We will launch the 3.0 version of the integrated financial reward and subsidy service reform, increase credit investment in key areas such as manufacturing and inclusive finance, improve the financing guarantee system, and make greater efforts to alleviate the burden on market entities.
2. We will put innovation and industrial development in the first place. Consolidate the industrial foundation for high-quality leapfrog development. We should always focus on the development of the real economy, promote new industrialization, and support the construction of a strong industrial Huai’an with innovation and digitalization.
We will strengthen the leadership of technology and innovation. We should comprehensively make Huai’an the national innovative city and promote the deep integration of innovation, industry, capital, and talent chains. We endeavor to implement the “Dunmiao” plan for high-tech enterprises by strengthening policy guidance and complete lifecycle services. We will introduce more than 200 technology-based projects, approve 200 newly high-tech enterprises, and add 20 research and development institutions above the provincial-level, increasing the proportion of high-tech industry output value to 30%. We should implement the “Talent Education Plan” to optimize the development and allocation of talent resources and strengthen the “Double Recruitment and Double Introduction” of technology talents. We should comprehensively implement the provincial “Double Innovation Plan” and the municipal “Huai’an Talent Plan”, aiming to introduce over 100 leading industrial talents and over 200 talent entrepreneurship projects. We should implement the “Fertile Soil Plan” for innovating ecology, deepen the reform of the scientific and technological system, improve the mechanisms for tackling key core technologies in the industry, and deeply integrate technology and finance. We will build a national university science and technology park at a high level, enhance the effectiveness of cooperation with universities and institutes, carry out zero registration actions for key enterprise trademarks and patents, and create a national-level intellectual property protection center, striving to implement more than ten major achievement transformation projects and achieve a technology contract turnover of 22 billion yuan.
We will promote the development of industrial clusters. We will focus on building a cluster area for the integrated development of advanced manufacturing industries in the Yangtze River Delta. With billions of leading projects as the “anchor” of the industry, we will strengthen forward-looking planning and strategic layout and issue implementation opinions on the development of industrial clusters, with a focus on building seven advantageous industrial clusters: new energy and equipment, new energy vehicles and components, fiber maintenance new materials, chemical new materials, PCB electronic components, green food, biotechnology, and new medicine. We will cultivate three leading industrial clusters, namely integrated circuits, artificial intelligence and robotics, and emerging digital industries, striving to form a group of industrial clusters with an output value exceeding 50 billion or over 100 billion by the end of the 14th Five Year Plan. We should create a “Vertically Integrated” industrial chain, scientifically formulate an industrial chain graph, accurately reinforce and fix the chain, and accelerate the cultivation of key industrial chains such as photovoltaic, wind power equipment, new energy vehicles, PCB printed circuit boards, fiber new materials, brewing, etc. We should optimize the “Horizontally Integrated” industrial ecology. Based on an industrial alliance, a core production base, a public research and development platform, and a group of industrial think tank experts, we should integrate resources such as collaborative supporting enterprises, productive service industry enterprises, research institutes, and financial institutions, and build an industrial ecosystem with multi-party participation, complementary advantages, and open sharing.
We will train a backbone enterprise echelon. Abiding by the principle that is laying out along the chain, cultivating excellence and supporting strength, and promoting collaborative development, we should actively build a corporate echelon with billions of level “chain owners” enterprises as the core, scale enterprises as the support, specialized, refined, and new enterprises as the backbone, and listed enterprises as the breakthrough. We will deeply promote the cultivation of billions of enterprises and strengthen leadership-linked assistance and support for “one enterprise, one policy”, aiming to add two enterprises with sales exceeding 10 billion yuan and three enterprises with sales exceeding five billion yuan. We should implement the “small scale upgrade”, “thousand enterprises technological transformation”, and a new round of quality improvement actions and promote enterprise expansion and efficiency to ensure an increase of over 50 billion yuan industrial output value. We will give full play to the role of enterprise service specialists, high-quality development inspections, and financial empowerment enhancement mechanisms, create more “hidden champions” in segmented markets and “supporting experts” in the industrial chain, and add over 20 specialized, refined, and new enterprises at or above the provincial level. We will increase the reserve of listed enterprises, strengthen policy guidance and business guidance, and strive to add two new listed enterprises to accelerate the full coverage of listed enterprises in counties and districts.
We will open up a new track in the digital economy. We will implement the three-year action plan for the development of the digital economy and the intelligent transformation of the manufacturing industry into a Digital transformation, expand and strengthen the manufacturing industry of digital products such as instruments and electronic components, cultivate the software and information service industries, and continue to expand the scale of the core industries of the digital economy. We will carry out actions such as “thousands of enterprises going to the cloud”, “hundreds of billions of investments”, “thousands of enterprise consultations”, and “hundred enterprise demonstrations”. The coverage rate of tutoring for industrial enterprises above the designated size will exceed 80%, and more than 500 intelligent digital technology transformation projects will be rolled out. Efforts will be made to build a batch of “lighthouse factories” and “black light factories”, and 30 new intelligent manufacturing benchmark enterprises at or above the municipal level will be added. We will promote the construction of digital logistics platforms, transaction settlement centers, and e-commerce operation centers to enhance the development of the modern logistics industry. We strive to accelerate the high-quality coverage of the 5G network and the expansion and upgrading of the optical fiber network, aiming to create a “double gigabit city”. We will apply the industrial Internet identity analysis system on a large scale, comprehensively upgrade the smart city cloud platform, and create a national node of the Yangtze River Delta of the national integrated computing network to consolidate the cornerstone of digital economy. We should strengthen the construction of digital government and create iconic application scenarios for urban governance, such as the “four seasons of Huai’an,” to comprehensively enhance the digital governance service capabilities.
3. We will prioritize people’s interests, boost agricultural prosperity, and pursue high-quality development in rural areas. Focusing on building a farming city, we will make every effort to facilitate the flow of production factors between urban and rural areas, stimulate the vitality of rural reform, and create a sample city of rural revitalization.
We will accelerate the development of modern agriculture, adhere to the food crop production strategy based on farmland management and the application of technology, and build 458,000 mu of high-standard farmland to ensure that grain output is stable at more than 9.84 billion jin. We will promote large-scale and professional agricultural management, build the agricultural social service platform, add 300,000 mu of land circulation area, and foster more new agricultural management entities. To improve the five major industrial clusters, we will introduce agricultural product processing enterprises with an investment of more than 100 million yuan. To enhance the brand effect of “Huai’an Rice”, we plan to build 250,000 mu of excellent flavored rice and 120,000 mu of high-quality rice core bases. To highlight the brand effect of “Xuyi Lobster”, we plan to build six 1,000-mu continuous high-standard breeding core demonstration areas, attracting and cultivating 10,000-ton processing enterprises and striving for a national modern agricultural industry chain standardization demonstration base. Relying on the Huai’an Huangma Port, a food processing and grain storage center in the northern part of the Yangtze River Delta is planned to build. We will support Huai’an Agricultural Science and Technology Park to strive to be a national-level agricultural high-tech industries demonstration zone and modern agricultural industrial park, promote agricultural science and technology demonstration projects and the construction of green agricultural product bases, and improve the development of agricultural parks. We will optimize the agricultural big data platform, improve the rural delivery logistics and cold chain logistics system, support the development of rural e-commerce, and accelerate the digital transformation of agricultural development.
We will promote rural construction. To achieve the goal of “basic modern living conditions in rural areas”, we will improve the layout planning of towns and villages and the special planning of rural revitalization. We will implement the “three-level pilot” project for rural revitalization, coordinate and promote the four major projects, Road project, Water project, Green project, and Forest project, and form no less than 3,000 mu of adjacent fields in each pilot town, and reserve no less than 200 mu of relatively concentrated collective construction land. We will improve the living environment in rural areas, and 80 beautiful and livable villages and eight rural villages with provincial characteristics are planned to build. We will promote the construction and modernization of large and medium-sized irrigation areas such as Huailian, Qubei, and Linhu, improve the rural water supply security, and build 100 kilometers of rural roads and 500 kilometers of security projects. We will promote the comprehensive utilization of agricultural land space in the main urban area, explore the integration of land with agricultural, ecological, and viewing functions, and shape a natural and harmonious urban and rural landscape.
We will develop villages to enrich the people. We will consolidate and expand the achievements in poverty alleviation and link them with rural revitalization, promote the construction of the ecological enrichment corridor of the Yellow River Old Road, implement key area assistance projects, ensure that the consolidation rate of low-income population and provincial key villages to maintain 100% of poverty alleviation and promote the sustained growth of farmers’ income. We will implement the three-year action to improve the village collective economy to ensure that the average income of villages through public space governance exceeds 180,000 yuan and the proportion of villages with collective operating income exceeding 500,000 yuan reaches more than 50%. We will promote the revitalization and utilization of rural idle homesteads and the entry of rural collective operation construction land into the market, implement the policy of land transfer income to support agriculture, increase the integration of agriculture-related funds, optimize rural financial services, and add momentum to rural revitalization.
4. We will persist in reform and opening up and speed up to release the vitality potential of high-quality development. With an open mind, we will make good use of the reform and opening up policy, enhance the internal driving force for growth at a deeper level, and gather high-quality resources and elements on a larger scale.
We will deepen reforms in key areas. To make government services more standardized, normalized, and convenient, we will deepen the “Streamlining Administration and Improving Services” reform, build the inventory system of administrative licenses at the city and county levels, simplify the approval procedures, and strengthen public supervision and credit supervision in key areas. Focusing on the construction of a unified market, we will establish a market-access effectiveness evaluation system, deepen the reform of market-oriented allocation of factors, and regulate improper market competition and market intervention. We will accelerate the transformation of state-owned enterprises into entities and markets and strive to obtain AAA subject credit ratings for two municipal state-owned enterprises and AA+ subject credit ratings for more than two county-owned state-owned enterprises. We will promote the revitalization and utilization of inefficient idle resources and deepen the reform of the construction of the industrial workforce. We will consolidate the achievements of the pilot reform of comprehensive supporting reform of new-type urbanization, support the construction of a national new-type urbanization demonstration county, promote integrated reforms such as Gaogou town, Shihe town, and Yintu town, and stimulate the vitality of urban development.
We will deepen opening up and cooperation. To gather more resources and elements, we will implement high-quality major strategies such as the integrated development of the Yangtze River Delta, the Huaihe River Ecological Economic Belt, the Yangtze-Huaihe Ecological Economic Zone, and the Belt and Road initiative. To strengthen the collaborative innovation of R&D in Nanjing and production in Huai’an, we will build the Nanjing-Huai’an Intelligent Manufacturing Industrial Park at a high level, introduce 20 new projects of more than 100 million yuan, and accelerate the construction of the Nanjing-Huai’an Science and Technology Innovation Corridor. We will make good use of the support policies of the joint provincial conference of the Taiwan-funded agglomeration demonstration zone, strengthen the coordinated development of the Taiwan-funded economy in Huai’an and Kunshan City, settle in Taiwan-funded enterprises with a strong industrial driving force, and set up and increase more than 70 Taiwan-funded projects to further consolidate Huai’an’s position as a highland for Taiwan-funded utilization. We will deepen exchanges and cooperation with Japan, South Korea, ASEAN, and other countries, actively introduce foreign-funded headquarters enterprises, set up more than 120 new foreign-funded projects with an investment of more than 10 million US dollars, and make the proportion of foreign capital utilized by manufacturing industry reach 40%. We will promote the high-quality development of foreign trade, enable the second phase of the comprehensive bonded zone to pass customs closure and acceptance, explore the establishment of a linkage development mechanism among the comprehensive bonded zone and Huai’an Port and Airport, and newly cultivate 100 foreign trade import and export enterprises. We will make it a reality that the export of mechanical, electrical, and high-tech products accounts for more than 60%, and 50 new cross-border e-commerce enterprises are cultivated. We will deeply integrate into RCEP, deepen exchanges and cooperation with international friendship cities, and support qualified enterprises to accelerate the pace of going global.
We will promote the innovation and development of the industrial park, deepen the implementation of the “1+N” institutional system, optimize industrial positioning and spatial layout, and strengthen the construction of functional parks. We will build public innovation and industrial investment and financing platforms. We will support the establishment of national-level business environment demonstration zones in the Economic and Development Zone, the establishment of pilot parks for the construction of national intellectual property power in high-tech zones, the establishment of provincial-level chemical parks in industrial parks, and the national-level development zones in Lianshui Development Zones. As planned, each development zone above the provincial level should have more than five billion yuan of projects settled, and the number of new projects and investment of more than 100 million yuan in the development park account for more than 80% of the city, and we will strive for a front position in the provincial assessment. We will improve land utilization rate and the average output benefit per mu, strengthen the quality and efficiency of industrial land and the integrated utilization of space, and optimize infrastructure to further improve the park's carrying capacity, agglomeration level, and output benefits. We will make every effort to promote the development of parks to build 50 billion-level industrial clusters, accelerate the leapfrogging and overtaking of the county economy, and support Lianshui County to finish the construction of the top 100 counties in the country.
5. We adhere to enhancing functions, improving quality, and pooling efforts to create important support for high-quality leapfrog development. Guided by the “people’s city” concept, based on the “huge urban” pattern, we strive to build a smarter and more livable city for people.
We will optimize urban functions, complete the preparation of land and spatial planning, and promote the spatial structure of the central urban area and the functional positioning of the area. We will comprehensively promote the urban construction along the Grand Canal, accelerate the implementation of the urban landmark project relying on the Grand Canal, improve the night travel system of the urban section and the identification system of canal heritage points, promote the comprehensive improvement of green and modern shipping in the Beijing-Hangzhou Canal, and realize the opening of the entire highway around Hongze Lake. We will operate the financial center-style street, give full play to regional advantages to attract high-quality brands to settle in, and further improve the consumption service level of the central vitality area. We will build a high-speed rail business district, Baima Lake tourist resort, and optimize the new function area. To promote urban renewal and explore the construction of complete communities, the renovation of newly started shantytowns will reach 10,000 sets, 201 old residential neighborhoods will be renovated, and the construction of public facilities suitable for the elderly and children will be improved at the same time. We will promote the protection and activation of Dutianmiao, Laoximen Street, and other neighborhoods to build 10 convenient living circles that meet residents' basic living needs within a 15-minute walk. It is planned to complete the resettlement tasks in the transitional period after the house demolition. To improve the city’s resilience, we will improve the flood control capacity, strengthen the construction of underground comprehensive pipe corridors, and accelerate the implementation of the water plant expansion project in the south of the city.
We will improve urban management, solidly promote the construction of high-level civilized cities, and strive to build all three counties into civilized national towns. We will implement a long-term comprehensive management mechanism to achieve high-quality development and modern management. To promote the intensification of urban construction and the intelligence of urban management and create an orderly public space, we will rectify and manage parking orders, advertising posting, and muck truck transportation and integrate multiple poles of urban pavement into a road pole with comprehensive functions. To improve the people’s satisfaction and sense of gain, we will standardize the property service to be more normative, professional, and meticulous and go down to the grassroots level for on-site inspection. To create a more beautiful and livable city, we will strengthen environmental governance in areas along the inner ring elevated road, for example, improve various environmental facilities in public spaces, improve the smoothness of roads and the integrity rate of blind roads and fitness facilities, and we will build parks and halls for people’s entertainment and leisure. We will speed up the building of transportation hubs, focusing on a national comprehensive transportation hub city purpose, a three-dimensional and diversified transportation network with internal and external connections will be built. We will promote the construction of the Nanjing-Huai’an Railway on the whole line, strive to start the construction of the special railway line of the high-speed railway express transportation base, and accelerate the preliminary work of the Xinyi-Huai’an railway and Huai’an-Taizhou railway. Besides, we will also comprehensively promote the construction of the terminal area of the third phase of the airport and strive to open new international full-freighter routes. We will speed up the preliminary work of the second phase of the construction of the Huaihe River waterway and the supporting navigation project, implement the improvement of the Jinbao waterway, and strive to start the construction of the Huai’an four-line lock of the Beijing-Hangzhou Canal. To develop multimodal transport and inland container transportation, we will accelerate the implementation of projects such as the third phase of Huai’an Port and encrypt the intermodal transport route with Shanghai Port. And we will accelerate the implementation of the expansion project of the Lianyungang-Huai’an section of the Changchun-Shenzhen Expressway and complete the section of Fanji and Baima Lake of the 348 provincial highway.
We will stimulate consumption vitality and give full play to the basic role of consumption, take multiple measures to expand domestic demand and promote consumption, drive the high-quality development of the service industry, and accelerate the construction of a consumption center in the northern part of the Yangtze River Delta. We will do an excellent job in carrying shopping festivals in all seasons with the theme of safe consumption, supporting the consumption of new energy vehicles, green home appliances, elderly care services, etc., promoting the development of new formats such as live e-commerce and smart retail, and create online stores with assured consumption to meet people’s diversified and quality consumption needs. To promote the stable development of the real estate market in a healthy and orderly manner, we support rigid and improved housing demand and resist speculative buying. We will boost the development and promotion of high-quality tourism routes, accelerate the cultivation of new forms of cultural tourism, build a national demonstration belt for the integrated development of red tourism, strive to become a national demonstration city for culture and tourism consumption, and create a provincial tourist resort of the Grand Canal. To further develop Huai’an into a gastronomic capital, we will select and release a series of Huaiyang cuisine IPs, offer more snack streets with Huai’an style, carry out diverse activities, such as Huaiyang Culinary Promotion Program and Sino-foreign Food Exchange, and build a marketing and communication center for prefabricated dishes in the whole industry chain.
6. We will prioritize eco-environmental progress and pursue green development, fully demonstrating Huai'an's high-quality and leapfrog development. We will strengthen the integrated conservation and restoration of mountains, rivers, forests, farmland, lakes, grasslands, deserts, glaciers, and snow mountains, ensuring that the ecological environment “only gets better”, rendering the ecological foundation of Huai’an even more beautiful.
We will improve the system for ecological development. We will strictly enforce the control requirements of “three lines and one list”--the red lines for ecosystems protection, baselines for environmental quality control, upper lines for resource utilization, and ecological access list, and implement a special protection system for permanent basic farmland. We will formulate the ecological protection and restoration plan of land space, coordinate the building of international wetland cities, national forest cities, and eco-park cities, promote the ecological restoration along the Hongze Lake levee and the utilization and protection of water conservancy, construct 580 kilometers of rural ecological rivers, complete afforestation of 27,500 mu, and build 23 provincial green villages. We will further develop the Baima Lake testing ground and pilot mechanisms for the marketing of green products in Jinhu. We will improve the coordinating ability of the Eco-environmental Protection Committee and continuously audit the natural resource assets when a relevant official leaves office.
We will continuously fight against pollution. We will implement 140 ecological environmental infrastructure projects, accelerate the construction of new urban sewage plants, standardize the transformation of ponds, and promote the intelligent classification of domestic waste, constantly improving the capabilities of ecological environment monitoring and emergency support. We will emphasize the prevention and control of ozone in summer and PM2.5 pollution in autumn and winter, promote accurate control of dust pollution, ensuring the sustained improvement of air quality. We will implement the three-year action for eco-friendly water conservation, coordinate the implementation of key projects such as sewage treatment, eco-living water supply, eco-wetland renovation, river ecological improvement, and green industry development, and promote the long-term treatment of black and stinky water bodies in urban built-up areas of cities and eliminate 15 black and odorous water bodies in rural areas. We will comprehensively rectify small, poorly-managed, and heavily-polluting enterprises in urban and rural areas and establish a risk prevention and control system for soil pollution for the whole process. We will promote the harmless treatment and recycling of construction waste, accelerating the construction of a “waste-free city”.
We will achieve the goals of peaking carbon emissions and subsequent carbon neutrality in an orderly manner. We will synergize the reduction of pollution and carbon emissions and the expansion of afforestation and structural transformation, release implementation plans for peaking carbon dioxide emissions, and resolutely curb the haphazard development of energy-intensive and high-emission projects. We will implement 20 transformation and upgrading projects that save energy and materials, relocate the coal-fired power generation of JSGX, and advance projects such as pumped storage in Xuyi County and gas storage in the mine area of Zhangxin. We will carry out integrated innovation in pollution control at the source in industrial parks and accelerate the development-oriented relocation of Qingjiang Petrochemical Corporation and Jiangsu Anpon Electrochemical Co., Ltd. We will actively promote clean production and cultivate more than ten provincial green factories. We will accelerate the construction of water-saving cities, advocate for green travel, comprehensively promote the construction of eco-friendly buildings, and further popularize the philosophy of harmonious coexistence between humanity and nature.
7. Upholding a people-oriented approach in pursuing shared prosperity for all, we will strive to enhance people’s happiness by achieving high-quality leapfrog development. Adhering to the people-centered development philosophy, we will do our best to realize the people’s aspiration for a better life within our capacity.
We will ensure and improve basic living standards. We will enact the mechanism for employment promotion, generating employment for key groups such as college graduates, migrant workers, and retired servicemen, with 6,000 new jobs to be created in urban areas. We will develop a multi-tiered social security system, improving insurance coverage for the self-employed, pension planning at the provincial level, and assistance provided for women, children, and people with disabilities under challenging situations. We will implement the system of out-patient medical insurance for employees, establish a mechanism to provide insurance and aid for treating major and severe diseases, carry out the pilot for comprehensive standardization of medical insurance at the national level, improve the system of long-term care insurance and commercial medical insurance, constantly easing the burden on the people for medical treatment. We will strive to build a “15-minute service circle” for old-age service in the community, promoting the construction of elderly-friendly medical institutions. We will implement supporting policies for childbirth and vigorously develop inclusive childcare services.
We will strive to provide education that satisfies the people. Persisting on the fundamental task of strengthening moral education, we will build an integrated system for the moral education of preschool, primary, secondary, and college students. We will reinforce the coordinated allocation of teachers, and renovate and expand 18 primary and secondary schools and kindergartens, promoting the quality-balanced development of basic education in urban and rural areas. Taking the high-quality development of high school education as a breakthrough, we will persist in teaching, teaching, and research, deepen the reform of the school examination and enrollment systems and performance evaluation mechanism, and build more quality-featured high schools. We will make great efforts to support the construction of high-level regional universities, upgrade secondary and higher vocational colleges, and cultivate application-oriented and highly skilled talents, promoting the in-depth integration and development of industry and vocational education in schools and local areas. We will develop a collaborative mechanism for schools, families, and society to foster talent and continue to do well in education for the elderly, creating an atmosphere of lifelong learning for all.
We will build a healthy Huai’an. We will continue to deepen comprehensive medical reforms, actively promote the high-quality development of public hospitals, develop a medical service system with linkage and cooperation of medical and health institutions at county, township, and village levels, accelerate the implementation of projects such as the construction of the emergency center of the Huai’an First People’s Hospital, and promote the expansion and efficient use of high-quality medical resources. We will accelerate the development of the national key project with TCM characteristics at Huai’an Hospital of Traditional Chinese Medicine and support county-level TCM hospitals that meet the relevant qualifications in upgrading to third-level TCM hospitals. We will build and improve public sports facilities, with 50 kilometers of running trails to be constructed or renovated, promoting the comprehensive development of recreational and competitive sports.
We will prosper cultural undertakings. We will attach greater importance to the preservation of historical and cultural heritage, further demonstrating the titles of Huai’an as a hometown of great people, a city of the Grand Canal, a gastronomic capital, and a cultural city. We will raise the service efficiency of public cultural facilities, establish the Huai’an Museum Administration, and host the 6th Grand Canal Intangible Cultural Heritage Exhibition, improving Huai'an's public cultural service system. We will further reform cultural institutions to create masterpieces highlighting the spirit of the times with the characteristics of the Grand Canal culture, promoting the development of the cultural industry. We will conduct public reading activities by playing the role of the library associations, making Huai’an a model for building book-loving cities in Jiangsu Province.
8. We will adopt a science-based approach and take targeted measures to build a firm foundation for high-quality development. We will actively promote the response and governance of large emergencies and take proactive measures to prevent and control risks, creating a safe, stable, and harmonious social environment.
We will conscientiously carry out the prevention and control of the epidemic in the new stage. We will address Covid-19 with measures applicable to a Class B infectious disease in an orderly manner, highlighting health care and prevention of severe cases, especially paying close attention to the elderly and those with underlying medical conditions. We will strengthen the improvement of fever clinics, community management services, and epidemic prevention and control in rural areas. We will improve the system of tiered medical services to fully meet the needs of the public for medication, ensuring a smooth transition to the new phase of epidemic prevention and control and maintaining social stability. We will perfect the system and mechanisms for public health and disease control, continuously enhancing our ability to prevent and control major epidemics.
We will raise the level of intrinsic safety. We will promote targeted risk control in key industries, set a time limit for the cracking of related cases under the supervision of relevant authorities, implement a “one force manages safety” policy in towns, and consolidate the achievements of the three-year campaign to promote production safety and constantly improve its management. We will enhance the systems of natural disaster risk monitoring and early warning, promote the standardization of emergency command centers in cities and counties, implement the transformation of pre-storage points for emergency supply, take active steps in response to extreme weather events, and become better able to prevent and mitigate disasters and provide disaster relief. We will fulfill our responsibilities in easing government debt and the debts of SOEs, regulate SOEs in investing and financing and effectively reduce its financing costs, and ensure that no systemic or regional financial risks occur. We will strictly supervise food and drug safety, standardize the management of farmers' markets, and ensure that every bite of food we eat is safe.
We will improve social governance. We will further promote grid-based management in communities, strengthen the capacity of grassroots governance, develop new types of mediation organizations, attaches importance to the role of arbitration, resolve administrative disputes, and strive to become one of the first cities in China to qualify for the national pilot project for modernizing social governance. We will improve the public security system for crime prevention and control, and conduct regular campaigns to curb organized crime, making a significant contribution to the Peaceful China initiative. We will improve the mechanisms for service management to help particular groups, such as patients with severe mental disorders. We will regularly appoint officials to temporary posts at the grassroots level, enhance the effectiveness of resolving the prominent problems concerning petition letters and visits, and do a good job handling people’s petitions made via letters and visits. We will thoroughly implement the eighth five-year plan to educate the public about the law. We will complete the fifth national economic census with high quality. We will make progress in national defense mobilization under the new system, ensure the implementation of compensation and preferential treatment measures, promote integrated military and civilian development, and strive to win the title of National Double Support Model City for the sixth time in a row.
Fellow Deputies, based on extensive consultation, we have compiled the “five optimizations and five enhancement” plan for the ten categories of practical work of people’s livelihood in 2023, which will be submitted to this session for voting. Adhering to a dual approach of improving infrastructure and policies and regulations, we will manage and implement major projects according to the List and make every effort to ensure that these practical measures are effectively implemented for the benefit of the people.
