Fellow Deputies,

On behalf of the People's Government of Huai'an City, I will now report to you on the work of the government and ask for your deliberation and approval. I also invite comments from members of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and other representatives present.

 

I. A Review of Our Work in 2021 and over the Past Five Years

 

In the past year, we carried out our work under the sound guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We applied the new development philosophy in full, in the right way, and in all fields of endeavor. We also implemented the decisions from the Jiangsu Provincial Committee of the Communist Party of China, Jiangsu Provincial People's Government, and Huai'an Municipal Party Committee. By remaining committed to the approach of "Project is the King, and Environment is Gold", we continued to shore up weak links, take solid steps, and promote innovation. We responded to Covid-19 and pursued economic and social development in a well-coordinated way, accomplished the main targets and tasks for the year, and got the 14th Five-Year Plan off to a good start. We submitted an excellent report card at the centenary of the Communist Party of China. Our main work of the past year is as follows:

 

(1) We acted on the general principle of pursuing progress while ensuring stability, took targeted measures, and promoted high-quality economic development. We took active steps to respond to the impacts of COVID-19 and the changes in the macro-environment, introduces a "1 plus 4" policy mix, and rolled out 27 favorable items for enterprises to develop against the epidemic. Our economy has registered a steady performance, and the increase in key economic indicators ranks high among the other cities in Jiangsu province. Specifically, our gross domestic product (GDP) reached 455 billion yuan and the general public budget totaled 29.7 billion yuan, growing by 10 per cent and 12.4 per cent respectively. The increase of the two indicators ranked second and third in the whole province. Our industrial added value above the designated size increased by 14.6 percent, and the industrial electricity consumption, by 20.7 percent. The two figures are the third and the first growth in the whole province. Investment in fixed assets above designated size and industrial investment respectively increased by 5.2 percent and 12.8 percent. Total retail sales of consumer goods increased by 9.1 percent. RMB deposit and loan balance of financial institutions increased by 10.7 percent and 19.1 percent respectively, which marks the fourth and second increase in the whole province. The loan balance first exceeded the deposit balance in the last year. In 2021, a national cross-border e-commerce pilot for import retails was approved, and 300 new cross-border e-commerce enterprises were nurtured. Total foreign trade volume increased by 20.6 percent. Industries with local advantages maintained good momentum for development. In the past year, we built an industrial project of "Six Ones" (flower, rice, pig, seedling, tree, and bean), and implemented action of developing 10 billion-level enterprises. The production value of green food, new equipment manufacturing, and the IT industry of the new generation increased by 16.9 percent, 28.4 percent, and 33.6 percent respectively. The invoiced sales of Qingding Precision Electronics (Huai'an) Co., Ltd. and Leoch International Technology Limited (Leoch) first exceeded 10 billion yuan and 5 billion yuan. Jiangsu Vibo Hydraulics Co., Ltd. (871245. BSE) became the first publicly-traded company on Beijing Stock Exchange under the registration-based IPO system. 205 new service industry enterprises above the designated size were added. Rail freight volumes, air cargo throughput, and inland container throughput respectively increased by 34.1, 59.1, and 20.1 percent. In 2021, we witnessed the opening of the XIYOU WORLD of ADVENTURE. Sunflower Scenic Spot in Baima Lake was approved as the national 4A -level scenic spot. Hongze district and Huai'an district were built into the holistic tourism demonstration area at the provincial level. Grain production in Huai'an has achieved great results. There were 22 new concentrated bases of the agriculture sector with local characteristics with an area of over 1,000 mu (404 hectares). The area and production of rice–shrimp planting and breeding ranked the first in the province. The brand value of Xuyi lobster and Hongze Lake Hairy Crab kept ahead of the field in China. Xuyi's modern agricultural industrial park was promoted to the national level. Huai'an continued to be more innovative in science and technology. It was approved to develop as a national innovative city. To this end, it unveiled "16 plans for innovation". There were 160 new national high-tech enterprises in Huai'an. The output of the high-tech industry made up 29.1% of the value of industries above the designated size, representing a 1.7 percentage point increase. 8 specialized and sophisticated "Little Giant" enterprises were awarded. 8 new enterprises with the integration of informatization and industrialization emerged in the city. BYD NEVs (new energy vehicles) base project completed the provincial-level filing. Jiangsu Carnation Weaving Co. Ltd. won the honour of Governor Quality Award and National Nomination Award. It was also rated as the sole national green design demonstration enterprise for industrial products in North Jiangsu. The increased number of effective patents and patents per 10,000 people ranks the highest in the province. The technology contract turnover reached 6.66 billion yuan. We launched a programme of "8 Codes for Introducing and Nurturing Skilled Personnel", and held the first Conference on Innovation in Science and Technology & Innovation Entrepreneurship Competition. We also held the opening ceremony and the graduate ceremony for college students and introduced 19 teams of talented people.

 

We made concerted efforts to attract investment and optimally allocate the resources. Fruitful achievements in major projects have been made. Both the quality and quantity of introduced projects have been improved. In the past year, we strengthened the leading status of the "Number Ones", and did more to build professional investment appraisal teams. We held many activities including the Shanghai City Promotion Convention, Suzhou Merchant Conference, International Food Expo, the round-table meeting on food industry cooperation among RCEP member countries, and the 2021 Innovation Annual Meeting of Yabuli China Entrepreneurs Forum. We introduced 656 projects of more than one billion yuan, increased by 134 from the previous year. There are 9 projects of more than 5 billion yuan. Projects like Zhongtian steel cord (20.2 billion yuan in total) and Taihua new materials (12 billion yuan in total) have been well implemented. Historic breakthroughs were made in the introduction and investment of ten billion-level projects. We received 1.2 FDI inflows amounting to US1.2 billion, increased by 13.4 percent. Project construction was quickly advanced. We regularly organized activities such as centralized construction, seasonal training, and investment conference. 878.9 billion yuan was invested in 220 major industrial projects (such as Yihai Kerry) at the municipal and provincial levels. The figure accounted for 108.9% of the past year's plan. We launched 451 new projects with a size of over one hundred million yuan, increased by 20 from the previous year. Among them, 31 were valued at 1-5 hundred million yuan, and 4 were 5 hundred million yuan. We newly completed 356 projects with the size of over one hundred million yuan, increased by 21 year-on-year. Among them, 14 projects were valued at over one billion yuan. We offered quality and efficient project services. We are a new starter in using the approval management system of "The Commencement of Construction after Acquiring Land". Our 5 tasks including the joint review were listed in the provincial pilots. We implemented the Pilot Plan for the Integration and Reform of Eco-environmental Policies in Industrial Parks and took action in land development and the pre-intervention of archaeological work. We effectively disposed of idle land and were awarded the land of 3760 mu (250.67 hectares) by the provincial government. We made 440 industrial plants have their title certificate registered. Our experience in addressing the historical issue was replicated by the Ministry of Natural Resources of the People's Republic of China. We provided more financial support to manufacturing. Our Financing Guarantee Group received an AAA credit rating.

 

(3) Our continuous efforts in deepening reform and expanding opening up further strengthened the development momentum and vitality. We also deepened the reforms in key areas. Huai'an is the pioneer in the reform of "Multiple Businesses with the Same License" and "One Business with Multiple Licenses". Our experience in the reform of the integrated service of government award and subsidy has been replicated by the Coordination Office of the State Council. The 12345 hotline was awarded class A in the National Government Hotline Service Quality Assessment. We rolled out "One Measure and Two Methods" to improve the business environment, and upgraded the functions of the business-friendly conference among the Party, the Government, and enterprises. Our service management platform for grid economy was listed in good practical results of the digital construction of Jiangsu province. Huai'an was approved as a demonstration zone for the construction of the national social credit system. We steadily advanced the three-year action plan for SOE reform. Our 12 municipal enterprises were optimized and reorganized as five groups. In the past year, we formulated a "1 plus N" system for the innovative growth of development areas, implemented de-administration, and developed a new personnel salary system. The chain empowerment reform was carried out to streamline administration and delegate power, improve regulation, and upgrade services. We deepened the comprehensive rural reform and pioneered the provincial pilot of transferring the surplus quota of rural-urban construction land change in counties. Trials like the reform in the system of Xuyi land use for rural housing have yielded positive results. We continued to seek cooperation with other regions. We actively engaged ourself in the integrated development of the Yangtze River Delta region and initiated a new round of NingHuai (Nanjing-Huai'an) Cooperation. Ninghuai Intelligent Manufacturing Industrial Park was awarded an innovative pilot of high-quality development for a North-South co-construction park at the provincial level. We promoted the development of the Huaihe River Eco-economic Belt in a coordinated way, held the first Huaihe Chinese Business Conference, and built a "Media Cloud" platform. We also led the establishment of the agricultural and rural special committee, the overseas Chinese affairs alliance, and the cooperation in the prevention of meteorological disasters. Our assistance to Xinjiang and our efforts in partner cooperation have achieved fruitful results. We have built a high-tech incubation park in Xinjiang Division Fifth and Fifth Industrial Park. The Taiwan-funded highland accelerated its rise. We implemented 12 supporting policies formulated at the provincial joint meeting and built 62 new Taiwan funded projects. The implementation of major projects including Jiangsu Hexing Automotive Aluminum Trim has been accelerated. Taiwan's funds that are used under agreements and received actually rank the second and the third respectively in the province. We established the Huai-Kun-Tai Asset Industry Cooperation Joint Coordination Council and introduced 10 new Taiwan-funded projects in the Huai'an-Kunshan Cooperative Industrial Park. We held activities like the Taiwan Business Forum and the Cross-Strait Urban Transportation Academic Seminar and created the Taiwan-funded Huai'an Industrial Workers Training College. The Huai'an Grand Canal Cultural Belt was approved as the Cross-Strait Exchange Base.

 

(4) We remained committed to planning in a well-coordinated way and advancing urbanization in an integrated way. Our integrated urban-rural development was promoted at a faster pace. Significant achievements were scored in the building of the central city. 511 major urban construction projects including the Phase-II Finance Center were launched, with 87.6 billion yuan being invested. We meticulously developed plans like the Initiative for Building Huai'an as the Beautiful Center of Jiangsu, and intensified efforts to promote the building of "Canal City Hundred-mile Gallery". The construction of the main body of Banzha Ruins Park has been completed. 19,700 new constructions were launched over shantytowns, and renovations began on 108 old residential communities. We also renovated 47 communities for rain and sewage diversion and built a 17-kilometre municipal pipe network in the main urban area. Among the 166 "Delinquent Buildings" left over by history, 161 have been properly dealt with. Our success has been extended by the Ministry of Housing and Urban-Rural Development of the People's Republic of China. The Phrase-І of the Smart City project has been built, "i Huaian" was launched online, and the "Urban Digital Brain" began to emerge. China Mobile node for trunk railway of China connecting the North Jiangsu was launched in Huai'an, deeply covering the key application scenarios of 5G. We launched the initiative to build a national civilized model city. We submitted the Regulations of Huai'an on the Administration of Parking Lots to the Standing Committee of the Huai'an People's Congress for deliberation. Actions like road traffic safety and environment management were conducted in the urban section of Ninglian Expressway and National Highway 205. The routes along "Four Highs (high-speed railways, elevated highways, highways, and interchange of highways) and Four Rivers (the Grand Canal, the Li Canal, the Ancient Yellow River, and Salt River)" were more brilliant and orderly. Huai'an passed the review of National Civilized City and National Hygienic City. Our position as a national integrated transportation hub has been advanced. We were also identified as the major node city of the path from Beijing, Tianjin and the Hebei region to the centre of the Yangtze River delta. The Nanjing-Huai'an Railway met all construction conditions. Xinyi Huaian Railway was listed in the Multi-level Rail Transit Plan for the Yangtze River Delta, and our railway private siding of high-speed rail logistics base was established as a national key project. The expansion project of the Beijing-Shanghai Expressway gained positive progress. We built a batch of trunk roads like the southern section of 247 provincial highway along Jinhu, the Huai'an section of 429 provincial highway, and the Lianshui loop city section of 327 provincial highway. The overall plan for building the Huai'an airport was approved. The preparations for expanding the construction of the third phase of Huai'an Airport were further advanced. The first all-cargo international airline from Huai'an to Hanoi (the capital city of Vietnam) was opened. We reached the strategic cooperation with SIPG (Shanghai International Port Group), built and enabled a Customs New Port Supervision Center, and opened 3 new container routes. Our rural environment was improved continuously. We built 17 idyllic countrysides with provincial characteristics and 5 new traditional villages at the provincial level. We also built 162 new ecological rivers and renovated the rural water supply network for 162 kilometers. The operation of sewage treatment plants in towns was promoted to be in line with the standard. The coverage rate of the treatment of household wastewater increased to 71.9% and 43.2% respectively in administrative villages and natural villages. We opened 140 lines integrating transportation and delivery, and fully covered logistics service points at three levels (county, town, and village). Jinhu was established as a national demonstration county of "Four Good Rural Road".

 

(5) We remained committed to implementing comprehensive policies and looking into both the root causes and symptoms of our problems. Our ecological conservation was enhanced, and further improvements were made in the quality of the environment. We set up the "forest chief" scheme in the whole city, submitted the Regulations on Huain'an Wetland Protection to the Standing Committee of the Huai'an People's Congress for deliberation, and established the Sanhewan Conservancy Scenic Area. The reduction of both pollution and carbon emissions was promoted in a coordinated way. We took strict control of projects with "Two Highs" (high emission and energy consumption). We launched 540 major air pollution control projects and 4635 major air pollution control tasks. The annual average concentration of fine particulate matter (PM2.5) reached 36 µg/m3, dropped by 14.3 from the previous year. The number of days with good air quality accounted for 81.6%, increased by 1.3 percentage points year-on-year. Grade III National Surface Water Assessment Sections amounted to 87.7%, and "inferior to Grade V" water was eliminated. The overall environmental quality of soil basically remained stable. The problems from the central environmental protection inspector "looking back" and the issues in the ecological environment warning films of the Yangtze River Economic Belt were rectified. We continued to enhance our governance capacity. We proactively sought ways to build a mechanism for co-governance over cross-regional rivers and lakes and completed the clean-up of Hongze Lake "Two Boats" (houseboat and catering boat). We exercised life-cycle supervision over hazardous waste and built an emergency management system for the environment of key parks. 34 chemical companies were shut down for rectification, and 7 chemical companies were closed. We conducted an activity to improve the infrastructure of the environment. An urban wastewater treatment plant was built, a household waste incineration power generation extension project was put into operation, and a big data platform for monitoring the ecological environment was established. As a result, the quality of drinking water sources above the county level can be monitored automatically, and air quality monitoring stations in key towns received full coverage.

 

(6) We put people's well-being high on our agenda and invested more in areas that are important to people's lives. The level of people's livelihood security was enhanced continuously. We conducted activities like "I Do Practical Things for the Masses", and invested 18.25 billion yuan into 33 projects of ten categories for improving people's livelihood. We accelerated our work in boosting personal incomes and enriching people's lives. Four mechanisms for increasing people's incomes were built, and a total of 69,000 urban jobs were added. Per capita disposable income of urban and rural residents respectively increased by 9 per cent and 10.9 per cent. We gave financial support to villagers and advanced the development of villages. We launched 31 industrial projects, introduced insurance for preventing people from returning to poverty for the first time in the whole province, and achieved notable results in the reform of linking poverty alleviation in Hongze District with rural revitalization. We increased the standard and coverage of social security. We made more people in new forms of employment involved in the security. The standard of basic old-age benefits for rural and non-working urban residents has increased for the 10th time. The standard of those who are experiencing particular difficulty rose steadily and the coverage of home-based healthcare services was further enhanced. We have made 98% of Huai'an people covered by basic medical insurance. We provided medical care to 463,000 people and conducted a commercial supplement medical care insurance trial. Our efforts in the supervision of medical insurance funds were recognized and rated as "excellent". We reinvented the approval model of the Housing Provident Fund, and the number of people opening new accounts reached a record high. We have done everything within our capacity to keep enhancing public services. We earnestly studied Xi Jinping's letter to the members of the Chinese Young Pioneers (CYP) at a primary school named Xin'an and implemented the spirit in the letter. Xin'an Tour Group History Exhibition Hall was listed among the demonstration bases for national patriotism education and national youth education bases. "Xin'an Tour Group Glorious Tradition" was introduced at "The First Lesson of School". We steadily advanced the action to improve the quality of primary and secondary schools and the plan to revitalize high schools in areas at the county level. We fully implemented the "double reduction" policy and stabilized non-state compulsory education in a well-coordinated way. Our national skills competition of vocational colleges achieved the best result, and our work on the integration of the school and the city yielded positive results. Our public hospital reform was inspected and motivated by the provincial government. Huai'an No.3 People's Hospital passed the assessment of building a Grade-A tertiary specialized hospital. The Huai'an Public Health Center Phase II project was completed and put into use. We released a series of high-level films such as Zhou Enlai in his Childhood, My Liu Laozhuang, and Red Suwan Border Area. We also successfully hosted a number of events like the Xiyou World of Adventure Marathon. Our athletes achieved great success in the Olympic and Paralympic Games in Tokyo. We continued the effective routine Covid-19 control, handled occurrences of cases in a scientific and targeted manner, and ensured the normal order of work and life. We built an information command and scheduling platform for epidemic prevention and control and a new "Four Hua" mechanism for the prevention and control of the epidemic at the community level. We effectively dealt with the new round of the outbreak of COVID-19. We also completed the building of the capabilities for emergency response from 11 aspects and 180 points. Our vaccination rate was among the leading cities in Jiangsu province. We continued to maintain overall social stability and security. We took solid steps to promote workplace safety. Our efforts in social governance and the building of the emergency command platform led other cities in the country. We also strengthen the construction of basic fire protection. The city achieved a "Double Reduction" in production safety accidents and death toll. We further improved the financial risk prevention and control mechanism and achieved the annual goal of defusing local government debt risks. The adoption of science and technology in public security and reform achieved positive results. The national award was given to our peace building. Our satisfaction of the public with the crime prevention and control system topped the province. Our experience in fighting the epidemic with data, building Xueliang technical defence, and alleviating administrative disputes was promoted in the whole province. Huai'an is the first city in Jiangsu to make all key principals of county and district governments respond to a lawsuit. Our standardization in the management of public complaints was approved as a national pilot. Our experience in handling public complaints ("One Line and Three Responsible Officials") was awarded the new practice of "Fengqiao Experience". Audit-based oversight was enhanced. The seventh census was conducted. We strengthened the buildup of people's armed forces and the preparation of the defence mobilization. We further enhanced the reputation of our featured brands like "The Integration of Military and Network", "Happiness Double Support", "Veteran Mediation", "A Strong Army and Quality Employment", and "Prime Placement". We made greater efforts to ensure national security, ethnic and religious affairs, institutional affairs, foreign affairs, supply and marketing, arbitration, archives, local chronicles, and border inspection. Progress was made in the programs such as trade unions, elderly care, young people, women and children, charitable initiatives, and the Red Cross.

 

Fellow deputies, our achievements last year got the 14th Five-Year Plan off to a good start and drew a perfect end for the present government. Over the past five years, under the strong leadership of the Jiangsu Provincial Committee of the Communist Party of China, Jiangsu Provincial People's Government, and Huai'an Municipal Party Committee, we have maintained our firm commitment to quality and leapfrog development and achieved the goal of building a moderately prosperous society in all respects. First, our comprehensive strength has reached a new level. On the list of top 100 cities by GDP, Huai'an, with a per capita GDP of US 15,464, has moved up its place to the 58th and ranked the 1st in Northern Jiangsu. Second, we have made breakthroughs in the reform and opening-up. We have implemented major strategies such as the integrated development of the Yangtze River Delta region, the Huai'an Grand Canal Cultural Belt, and the Huaihe River Eco-economic Belt. Our building of the Taiwan-funded highland and the air cargo hub has been supported by the Jiangsu Provincial Committee of the CPC and the Jiangsu Provincial People's Government. We have had 117 reforms included in national and provincial pilot projects. 695,000 new market entities have been added, and the total number has exceeded 1 million. Third, the urban function level has been significantly improved. The population of the central city has reached 1.68 million, and the urbanization rate has reached 66.2%, an increase of 6.1 percentage points. The location of traffic conditions has been significantly improved. We have built major supporting projects such as Xu Su Huaihe Salt Railway, Lian Huai Yang Town Railway, Huai'an Airport Phase II and the Urban Inner Ring Viaduct. Huai'an has entered an era of "Double Highs" (viaduct and high-speed rail). The influence and reputation of the city have been continuously improved. We have made concerted efforts to build four cultural business cards: the hometown of great men, the capital of canals, the capital of food and the famous cultural city. With high scores, we have become a national civilized city, won the title of "the capital of food in the world" and launched the ecological cultural tourism brand "Water Knows My Heart in Natural Huai'an". Fourth, we have continued to advance rural revitalization. We completed the layout optimization in villages and towns and declared victory in the critical battle against poverty as envisaged. 50,750 rural houses in total have been improved. We surpassed the provincial target ahead of time, took the lead in Northern Jiangsu in the number of provincial demonstration projects, and achieved full coverage of rural counties and villages with provincial characteristics. We have integrated and built a regional public brand of agricultural products— "Huai'an Taste for Thousand Years". The number of national geographical indication trademarks ranks first in the country. Fifth, we have improved people's livelihood and well-being. The growth rate of disposable income of all residents is higher than that of economic development. Huai'an has become an experimental area for the school standardized management of national compulsory education. Our public hospital reform pioneered the country. We have built the public culture, sports services and social assistance system. Black and odorous water has basically been eliminated in the built-up areas of the central city. Huai'an is the first city in Jiangsu to reach the national standard for "eco-cities". The building of a law-based Huai'an has been further promoted. Huai'an has been approved as the first national pilot city for the modernization of social governance over urban areas and the national key cultivation city to crack down on various illegal activities. We have steadily conducted two education campaigns "Two Studies, One Action" and "Staying True to Our Original Aspiration and Founding Mission". As a result, we have comprehensively improved political judgment, political comprehension, and political execution. We have remained committed to seeking new ways for government administration and constantly improving our ability to perform duties. We have consciously accepted the legal oversight and work supervision from the Huai'an People's Congress deputies and the democratic oversight from the CPPCC. We have conscientiously handled 1232 proposals of NPC deputies and 1877 proposals of CPPCC National Committee members. The satisfaction rate of our work has reached over 99 per cent. We have rigorously implemented the system of accountability for improving Party conduct and upholding integrity. We have achieved the goal of building a government under the rule of law and making the administrative environment cleaner and more positive.

 

Fellow Deputies, our achievements over the past five years did not come easily. We owe them to the correct leadership of the Provincial Party Committee, the Provincial Government, and the Municipal Committee, to the oversight and support of the Municipal Committee and the Municipal Political Consultative Conference, and the concerted efforts of all the people of Huai'an. They are also attributable to our previous leading officials of government departments, who have laid a good foundation for our work. On behalf of the Municipal People's Government, I would like to express my sincere regards and heartfelt thanks to the cadres and masses of Huai'an, to deputies of the Municipal People's Congress and members of the Municipal CPPCC Committee, to the retired comrades, to other political parties, federations of industry and commerce, public figures without party affiliation and people's organizations, to the armed forces based in Huai'an, to the units co-supported by province and ministry based in Huai'an, to all entrepreneurs who have come to Huai'an for investment and business startups, to all talents who have shown an understanding of the construction of their hometown, and to overseas Chinese and international friends who have given their support to Huai'an.

 

In light of the demand for a striding high-quality development and new expectations from our people, there are areas where we fall short in the work of government. In particular: our projects are weak on driving forces, our leading industries are small in scale, our capacity for scientific and technological innovations is insufficient, and industrial parks are low in agglomeration. In addition, central cities should strengthen their agglomeration function and radiation function. Given the weak economic foundation of our counties, we need to move faster to promote integrated urban-rural development. Public services are far from high quality and even cannot be allocated in a balanced way. Much remains to be done in consolidating the foundation for environmental protection and workplace safety. We will face these problems head on, make every effort to make improvements, and do all we can to live up to our people's expectations.

 

II. Arrangements for the Work in 2022

 

The year 2022 marks the convening of the 20th CPC National Congress. It is the first year for us to act on the guiding principles of both the Provincial and Municipal Communist Party Congress. It is also the first year for the incoming government to perform its duties. To this end, we will fulfil the development goals of the year for overall growth. Reviewing the current development environment, Huai'an is facing many difficulties and challenges. From a macro perspective, China is under the triple pressures of shrinking demand, disrupted supply and weakening expectations in pursuing economic development; and there are still many unstable and uncertain factors. From a micro perspective, regional competition is getting fiercer. Some factors of production have become prominent constraints, such as environment, energy and human resources. Some industries, especially micro, small, and medium enterprises (MSMEs), are finding the going still tough, particularly in terms of the mounting dual pressures of increasing the aggregate amount and promoting industrial transformation. At the same time, we've seen that China is accelerating its efforts to create a new pattern of development. What seems more evident is that the Chinese economy is hugely resilient and has much vitality for growth. The integrated development of the Yangtze River Delta and other major strategies have been implemented in Huai'an simultaneously. Local strengths have been further demonstrated, including traffic location, ecosystems and the environment, a leading area for Taiwan-funded enterprises, industrial foundation, and urban functions. Thanks to the concerted and enormous effort for excellence made by our residents, we can enhance the ability and the confidence to speed up the development.

 

Looking to the coming five years, we will fully implement the guiding principles of the sixth plenary session of the 19th CPC Central Committee, the 14th Communist Party Congress of Jiangsu Province and the 8th Communist Party Congress of Huai'an City and firmly shoulder the glorious mission of taking the lead in the response to national development strategies and policies. Meanwhile, we will do our all to deliver three great leaps, that is, the growth rate of major economic indicators is significantly higher than that of Northern Jiangsu, faster than that of the entire province and even surpassing other domestic similar cities. We'll see that our municipal aggregate economic output achieved during the 14th Five-Year Plan period can rise by two hundred billion yuan, stepping into the list of GDP 50 based on cities across the country. For a fruitful year, it is of great necessity for us to put into practice the guiding principles adopted at the Central Economic Work Conference, the Provincial Economic Work Conference and the second plenary session of the 8th municipal Party committee. This year, we must put economic stability first while continuing to make progress, enhance ourselves in four key aspects, seize every potential opportunity, consolidate our competitive advantages and impose extra pressure on ourselves. On the premise that the expected targets are set, work indicators can be assigned in time for assessment. All these efforts will enable us to get off to a good start in the 14th Five-Year Plan period at an accelerating rate.

 

To accomplish the government's work for the year 2022, we must, under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, do the following: follow the guiding principles of the Party's 19th National Congress and all plenary sessions of the 19th Party Central Committee; apply the new development philosophy in full, in the right way, and in all fields of endeavor; act in accordance with the decisions and plans of CPC Central Committee and the State Council, the Provincial Party Committee and Government, and the Municipal Committee; focus on the general principle of pursuing progress while putting stability first, and realizing the vision for three great leaps; intensify efforts to develop into a pacesetter for promoting green development and building new towns as transportation hubs, and a central city in the north of the Yangtze River Delta; insist on the work orientation that projects are king and the environment is gold; balance the response to Covid-19 with economic and social development; align security with development; take solid steps to ensure stability on six key fronts and maintain security in six key areas; spare no effort to stimulate high-quality development by leaps and bounds; strive to achieve new growth rates in economic growth, new breakthroughs in the fight against projects and new changes in all areas of our work. These efforts will enable us to pave the way for a successful 20th National Party Congress.

 

The main projected targets for this year are as follows: GDP will grow by more than 7%; industrial enterprises with annual revenue of 20 million yuan or more from their main business operations will raise the added value by over 9%; general public budget revenue will increase by about 6%; industrial enterprises just mentioned above will increase fixed asset investment by over 7% and industrial investment by over 10%; total retail sales of consumer goods will increase by over 7.5%; total import and export of foreign trade and registered foreign investment in real terms will raise by more than 7%; R&D (research and development) spending will account for 1.9% of local GDP; per capita disposable income will grow in step with economic growth; targets set by the province will be achieved with respect to peak carbon emissions and carbon neutrality, energy conservation and emissions reduction, air, and water environment quality; society remains safe, stable and harmonious overall. Centering on the tasks above, we should carry out the following eight areas of work.

 

(1) Priority will be placed on attracting investments and increasing the aggregate amount to lay a solid foundation for economic development. With a commitment to the idea that projects matter most and shape our future, we will work together as one to make more breakthroughs and accelerate development with project agglomeration.

 

The Project 3530 will be implemented to attract investment. Huai'an will endeavour to develop more enterprises into the lists of the Fortune Global 500, the National Top 100, large central enterprises, leading enterprises, and specialized and sophisticated enterprises. The contracted investment amount for this year will exceed 300 billion yuan, of which the industrial contracted investment amount will be no less than 70% of the total. 500 new industrial projects with an investment of more than 100 million yuan will be signed, including 30 projects of more than 5 billion yuan. Huai'an will continue to strive to make breakthroughs in attracting projects of more than 10 billion yuan. We will get leading cadres to fully play their role in attracting investment by coordinating the efforts made by counties, departments, professional teams and market-oriented investment strengthening investment through business building bridges with overseas Chinese, and exploring fund investment. By doing so, we can contribute to a dynamic atmosphere in which everyone can be motivated to seek more possible investments. We will make meticulous preparations for investment promotion activities, among which three are intended for "bringing in" and seven for "going global", such as the 2022 China Huai'an International Food Expo and 2022 China Huai'an Golden Autumn Economic and Trade Fair. Meanwhile, key industrial chains and talent recruitment and other special investment activities will be held. All together can encourage a trend of attracting investment. We will deepen the reform of the investment promotion system and mechanism, run Huai'an Foreign Investment Invitation Bureau effectively, encourage the establishment of state-owned China Merchants Group in development zones above the provincial level, improve the mechanisms for assessing and implementing major projects, reinforce assessment and incentives, and provide more supports, thus attracting more investment.

 

We will support the Project 1320 by promoting other projects. The service chain will be improved that are responsible for tracing projects throughout the whole life cycle. More effective ways will be adopted to start operation of multiple projects simultaneously, conduct project training activities quarterly, and intensify supervision and notification. Based on such an effort, more than 100 billion yuan of industrial investment will be completed; in addition, construction will begin on another 3,000 industrial projects or more of 100 million yuan, including at least 20 projects of over 5 billion yuan. We will give priority to 390 major municipal industrial projects for an annual investment of 135 billion yuan. Also, we will promote faster development of all kinds of projects, such as steel cords of Zenith Steel, new materials of Taihua New Materials, the technical transformation of King's Luck South Plant, Yihai Kerry, and wind power of Nanjing High-Speed Gear. The completion and operation of other projects will be ensured, including printed circuit boards of Qingding Precision Electronics and batteries of Tianpeng Lithium. We will establish the mechanism for the centralized allocation of key production factors, enabling us to prioritize major projects and specialized and sophisticated projects. We will actively expand the development of major projects, and comprehensively sort out the construction land in the state of being idle or scattered or the construction land with low efficiency as well as the land that is approved but not supplied. Moreover, the industrial parks in each county and district should reserve more than 500 mu of contiguous industrial land, contributing to turning approved projects for future vacant land into reserved land for potential projects. We will integrate special funds for industries, technologies and other fields, guide banking institutions in increasing loans for manufacturing, enhance cooperation with well-known venture capital institutions, and encourage industries to play an active part in investing funds. We will carry out integrated innovation pilot projects for the source treatment of the ecological environment in development parks at or above the provincial level, and encourage enterprises to transfer surplus emission rights, which can help make more environmental space for high-quality projects. Stable supplies of energy will be promoted. Costs of factors of production in industries will be further reduced, such as water, electricity, gas and heat. A number of suppliers for manufacturing services will be introduced and cultivated. Treatment facilities of critical processes for leading industries will be scientifically distributed. A high level of professional support will become one of the core competitive elements.

 

We will work to create a business environment, in which the lowest cost of logistics, the lowest cost of factors of production, the best service environment and the highest work efficiency can be realized. In all, everything possible will be done to create a national first-class and provincial leading business environment. We will optimize the city's business environment by launching the policy of "one measure, two approaches", further highlight the service brand "101%", foster the development of substance in economic grid-based service management, ensure the success of friendly party-government chambers of commerce continuously, refine the major projects, the assistance system for key enterprises, and the mechanisms for resolving complaints on the business environment. Longstanding problems will be defused thoroughly. Strong support for the development of the private sector will be provided. The implementation of these measures above can further boost enterprise confidence and stabilize market expectations.

 

(2) We will focus on facilitating transformation and improving quality, and accelerating the cultivation of leading industries. To quicken the establishment of an advanced modern industrial system, we will continue to develop industrialization and digitization, and steadfastly promote foundation reengineering and industrial upgrading.

 

The advanced manufacturing industries will become bigger and stronger. In accordance with the suggestions on the high-quality development of manufacturing industries, we will work to create the four biggest leading industries of 100 billion yuan, represented by green food, next-generation information technology, new types of equipment manufacturing, and new materials. Then, Huai'an can step up its push to be a centre for the integrated development of advanced manufacturing industries in the Yangtze River Delta. Strong emphasis will be put to cultivate ten key clusters of manufacturing industries. For this, we will map an industrial chain underpinned by leading enterprises, contributing to a horizontal linkage of similar enterprises and vertical coordination of upstream and downstream enterprises. We will expand the echelon of key enterprises. Projects will be carried out to advance the technical transformation of thousand of enterprises. Also, an action plan will be done to achieve higher quality. For each superior enterprise, we will formulate and implement tailored policy support. We will encourage self-employed individuals to transform and upgrade into enterprises, and micro and small enterprises into ones with annual revenue of 20 million yuan or more. Major headway will be made in promoting the listing of enterprises. Due to these steps, 230 new enterprises with targeted annual revenue will be fostered throughout this year; 50 enterprises with annual revenue of over 100 million yuan will be reached, including 5 ones of over 1 billion yuan, 2 newly listed ones, and 85 specialized and sophisticated enterprises at or above municipal level.

 

We will optimize modern service industries and demonstrate their strong local characteristics. Guided by projects such as the Grand Canal and One-hundred Li Art Gallery, we will leverage the guiding role of some leading projects such as Xiyou World of Adventure and Fantawild. At the same time, numerous selected tourist routes will be well designed, such as revolutionary sites, canal culture, and the scenery of rivers and lakes. Through a lot of hard work, we hope Huai'an to be chosen as one of the national integrated tourism demonstration zones with a focus on building an important tourism destination in the Yangtze River Delta. We will amplify the brand effect of the City of Gastronomy around the globe, carefully build more gourmet streets like the Royal Docks, strengthen famous restaurants like the China Museum of Huaiyang Cuisine, and revitalize a batch of time-honoured brands. By doing so, the Huaiyang Cuisine industry can achieve a market-oriented, large-scale and chained development, thus promoting tourism upgrading with the help of delicious food. We will enhance the development level of modern logistics hubs, improve the comprehensive logistics information service system, set up a number of regional logistics operation headquarters and pursue the promotion of both service function and fiscal contribution. We will accelerate the progress of preliminary work on CRH Express logistics base, in order to open China-Europe trains. Meanwhile, we will coordinate the port development of the whole city, establish municipal port logistics group, deepen the strategic cooperation with Shanghai ports and build a national inland shipping center. Large logistics enterprises will be promoted to set up aviation bases in Huai, helping build a center for bulk commodity distribution, regional consumer warehousing and distribution and food supply chain centers. We will work to see an upgrading of modern commerce and trade. And comprehensive steps will also be made to raise consumption and supply and meet consumer demands at all levels. To achieve this effect, we will strengthen commercial blocks with local features and "15-minute walk of life circles", rebuild 26 municipal markets for farm produce, carefully design a shopping festival themed on "Happy Huai'an and Satisfactory Consumption", encourage green home appliances, new-energy vehicles and other kinds of consumption, and foster a brand "one county, one feature" to promote consumption, thus developing into a consumption center in the north of the Yangtze River Delta.

 

We will make new gains in improving the quality and performance of modern agriculture. In pursuit of large-scale, standardized and specialized agriculture, we will resort to the progress of science and technology, quality improvement and brand appreciation for better agricultural development. Naturally, Huai'an can earn a quick shift from a big agricultural city to a strong one. We will pool strengths to build five modern agricultural industrial clusters of rice, crawfish, livestock and poultry, crab and vegetables, which can then become new support for rural revitalization, a new highlight of agricultural transformation and development, and a new carrier for the integration of cultural and tourism industries. This year, the output value of agricultural industrial clusters will reach 60 billion yuan, the processing and conversion rate of main agricultural products will be more than 65%, the annual sales revenue of introduction and cultivation will exceed 500 million yuan, and there will be more than two agricultural enterprises for developing intensive farm product processing. We will also actively create provincial regional public brands. We will strictly implement the food security responsibility system, to stable production and a sufficient supply of subsidiary agricultural products. We will continue to enhance the modern management system. Based on this, the area of high-standard cropland will be increased by about 0.4 million hectares, another professional cooperative at or above the provincial level will be expanded to 30, the revenue of leading enterprises at or above the provincial level will grow by 7.5%, and 2 new provincial demonstration counties for promoting two the overall mechanization of agricultural production will be added. We will work harder to raise the overall efficiency of agriculture by improving the quality and safety traceability system for the whole production process, launching seed industry revitalization initiatives, and striving for a new group of national areas producing local speciality agricultural products that include Lianshui asparagus Qingjiang cayenne peppers, and Huaiyin black hog, and actively establishing nation-level pilot zones developing green agriculture. We will intensify efforts to promote the brand "Huai'an Flavor with Millennial History" through both online and offline platforms and build online goods bases for agricultural products, bringing about the continuous development of agriculture.

 

We will speed up the development of the digital economy. The digital economy, as the key driving force for Huai'an transformation, should be prioritized. Therefore, it is very important for us to vigorously press ahead with digital industrialization and industrial digitization. Digital and smart technologies will be adopted in industrial enterprises at a faster rate, through which science and technology cloud service platforms can be built. We will vigorously promote the establishment of model factories of provincial industrial internet and intelligent workshops for demonstration. Then, there will be 15 new enterprises that adopt the integration of informatization and industrialization and 50 new provincial star rating cloud enterprises. We will work faster to develop e-commerce with the promotion of the digital transformation of traditional business distribution companies, and a new model of "Agriculture Plus E-commerce". We will encourage local IT enterprises to be active participants in the digital construction of industry and urban governance by advancing the development of emerging digital industries, such as big data, the internet of things and blockchain. We will cultivate ecosystems based on the coordinated development of digital economy, digital government and digital society, improve the "1+3+N" infrastructure of smart cities, and substantively operate the operation command center for the smart city. More will be done to build 2,000 new 5G base stations and accelerate the development of the Industrial Internet Identifier Resolution System and Jiangsu Mobile Supersized Computing Center. As a result, digital industries can gain much more support.

 

We will strengthen the role of scientific and technological innovation in governance. To promote the deep integration of the industrial chain and innovation chain, we will deepen the reform of the institutions and mechanisms by building a national innovative city. We will reinforce the government award and subsidy system, and extra deductions for R&D expenses and other policy support, and improve the echelon cultivation mechanism. A total of 20 R&D institutions of enterprises will be added. Another 150 national high-tech enterprises will be approved, with an increase of 30% in the proportion of their output value. We will encourage integration and sharing of the resources necessary for innovation in Huai'an, strengthen the role of national university science parks as the core of innovation, develop intellectual property protection centers with high standards, and promote integration between industry and education, cooperation between colleges and locality, and collaborative innovation. More than 100 new high-tech projects will be introduced, and over 15 major achievement transformation projects will be implemented. There will be 2.2 high-value invention patents per 10,000 people. We should continue efforts to advance the "333" action plan for attracting industrial talents, making strong moves in the plan for business startups and innovation and municipal talent program, host the Second China Huai'an Innovation and Entrepreneurship Competition, and give play to the important role of platforms in attracting talents, like Huai'an Middle School Alumna Science Innovation Alliance. All possible things will be done to encourage colleges to stay in Huai'an, return to Huai'an and come to Huai'an for employment and entrepreneurship, create lands of promise in the north of the Yangtze River Delta and hubs for the integration of industries and talents. Eventually, more  "swift horses" can compete with each other when Huai'an devotes itself to promoting leapfrog development.

 

(3) We will promote in-depth breakthroughs in reform in the key fields by improving mechanisms and increasing vitality. We'll continue to apply the top-level design and encourage grassroots innovation. Once we are convinced that something should be done, we should dare to experiment and break a new path. Ultimately, we can truly turn the "bonsai" of pilot projects into the "landscape" of reforms.

 

We will advance reforms to streamline administration, delegate powers, improve regulation, and strengthen services in an integrated way. Reforms will be deepened to separate operating permits from business licenses and improve the system for construction project approval. Huai'an will concern itself with the one-stop service for three targeted groups. Five certificates will be issued at a time, including a Land Usage Planning Permit, Certificate of Real Estate Ownership, Engineering Planning Permit, Construction Drawing Review Permit and Construction Permit. What's more, we will implement other measure reforms, such as combining multiple assessment reports into one for experts' evaluations, conducting reviews of administrative license applications on a unified basis, and permitting reviews of administrative businesses even when part of secondary materials is incomplete or need to be improved. We will introduce, across the board, the approval model under which projects can be carried out once the land is permitted for construction. With a focus on key demands such as direct allocation of subsidy funds to the selected high-quality enterprises and one-click payment, we will consistently deepen the reform to integrate government award and subsidy services. We will exercise accommodative and prudential regulation. Three lists will be drawn up and implemented responsible for no punishment, a lighter or mitigated punishment. To steadily improve government service quality and efficiency benefiting our enterprises and facilitating our people, we will further promote the "12345" hotline intended for a prompt response to public complaints.

 

Significant progress will be made in deepening the reform of institutional mechanisms for development parks. With the focus on the goal of striving to be a pacesetter and pursuing four aspects of promotion, we will fully implement the "1+N" policies and measures. At the same time, the development parks will be encouraged to enhance their efficiency and vitality and concentrate on their main responsibilities and businesses. We will optimize the spatial layout and industrial positioning, promote the construction of functional parks and smart parks, focus on building one or two leading industries in each development park, realize that the growth rate of industrial investment, industrial added value above the designated level and foreign trade import and export is 5 percentage points higher than the city's average level, and accelerate the progress towards 50 billion and 100 billion parks. A comprehensive range of support will be provided for the "second undertaking" of the municipal economic development zone, in an effort to boost its ranking. We will improve the comprehensive assessment mechanism of enterprises based on per mu benefit. Through the mechanism, development parks can raise their investment intensity, output benefit, energy efficiency, as well as safety and environmental protection in an all-round way, ensuring that their role as the main engine of economic development can be fully leveraged.

 

Key reforms will be coordinated and advanced. We will deepen integrated and comprehensive reforms for new-type urbanization, actively carry out the reform for the administrative system in economically developed towns and grant urban residency in an orderly manner to rural people who have moved to cities, thus promoting equal exchange and two-way flow between urban and rural areas. We will also further promote reforms such as rural land contracting, the system for separating three rights for rural homestead (collective ownership rights, qualification rights, and using rights), the collective property right system and the development of new collective economy, so as to further energize rural development. The three-year action plan for state-owned enterprise reform will be fully completed, striving to improve the competitiveness and resilience of the five municipal state-owned enterprises. With the goal of facilitating and benefiting the people, comprehensive medical reform will be advanced in depth. We will actively promote the reform for the supervision system for the healthcare security fund, the reform for models of health insurance payment, and the online settlement of medical treatment in different places.

 

(4) Focus on gathering elements and driving forces to promote opening-up and cooperation at a higher level. We will continue to "go out" on all fronts and "bring in" with high standards, expand the breadth and depth of opening-up in an all-round way, and constantly expand our circle of friends for coordinated development.

 

We will accelerate the integrated regional development of the Yangtze River Delta. We will take the initiative to connect with Shanghai, seize the opportunity of the transfer of non-core functional industries from Shanghai by tracking and docking information on the relocation, expansion and transfer of enterprises in Shanghai, actively establish multi-level counterpart exchanges and cooperation with Shanghai, and strengthen in-depth cooperation with universities and institutes, first-class medical institutions and economic social organizations in Shanghai, so as to effectively undertake the overflow of high-quality resources. 18 tasks will be implemented for a new round of NingHuai (Nanjing-Huai'an) Cooperation to accelerate the construction of Nanjing-Huai'an Intelligent Manufacturing Industrial Park and establish science and technology innovation enclaves and talent enclaves in Nanjing, thus creating a model for deep North-South cooperation in Jiangsu province. We will actively participate in the industrial division of labor in the province in connection with Suzhou, Wuxi and Changzhou in all respects, and establish "the two governments plus enterprises" cooperative mechanism of industrial relocation. To enhance collaborative opening-up and continuously improve the regional influence, we will enlarge the node role of connecting the Grand Canal Cultural Belt and the Huaihe River Eco-economic Belt, lay emphasis on the strategic coordination with the development of areas along the seas and the Yangtze River, and expand the regional cooperation between Beijing-Tianjin-Hebei, the Pearl River Delta, Fujian Delta and the Yangtze-Huaihe Region.

 

We will vigorously develop an open economy. Targeting domestic intensive foreign-invested areas and relying on resource channels such as embassies and consulates abroad, associations of chambers of commerce, we encourage and guide foreign-invested enterprises to reinvest their undistributed profits. We have set up more than 120 new foreign-funded projects with an investment of more than US 10 million, including over 50 projects with an investment of more than US 30 million, in which the manufacturing industry accounts for more than 50% of foreign investment. Seizing the opportunity of RCEP implementation under the Belt and Road Initiative, 100 export-oriented enterprises have been newly cultivated, with electromechanical and high-tech products accounting for more than 60% of their exports. We will speed up the construction of integrated pilot zones for cross-border e-commerce, support foreign trade enterprises in jointly building and sharing overseas warehouses, and create hubs for export and import distribution for cross-border e-commerce. Focus on industrial connection, we will further expand cooperation with international sister cities.

 

We will comprehensively enhance the influence of agglomeration of Taiwan investment. Striving to be the second largest in Jiangsu in terms of practical use of Taiwan investment, we will make good use of supportive policies adopted at the Joint Conference of Jiangsu Province on the Taiwan Investment Agglomeration Demonstration Zone, deeply integrate into the Cross-Strait CEO Summit, and accelerate the agglomeration of Taiwan-funded industries, with more than 60 Taiwan-funded projects newly established or increasing their investment. Giving full play to the role of the Joint Coordinating Council for Huai'an-Kunshan Taiwan-Funded Industrial Cooperation, we will strengthen the replication of policies and experience and undertaking of industrial projects from Kunshan Pilot Zone, and expedite the construction of Huai'an-Kunshan Cooperative Industrial Park. We will also expand exchanges between Huai'an and Taiwan, improve the "one-stop" service of Taiwan-Funded Enterprise Service Center, and attract more Taiwan businessmen and compatriots to start businesses in Huai'an, striving to build the best destination for Taiwanese investment in the Yangtze River Delta.

 

(5) Highlight strong functions and distinctive characteristics to improve the overall carrying capacity of the central city. Adhering to the concept of "metroplex" and smart growth, we will invest 41.3 billion yuan in 268 key projects for urban construction and public facilities, so as to constantly boost the agglomeration and radiation of the city.

 

We will carefully orchestrate key functional landmarks. We will expedite submission for approval to implement the municipal territorial space plans to optimize the spatial structure of the central city and the functional positioning of each district. The implementation of the "Hundred-mile Gallery" on the Grand Canal will be promoted along the whole line, with Banzha Ruins Park open and Architecture China sealing its roof atop the main body. To strives for a national experimental zone for cultural and ecological protection, we will meticulously build "four lakes, one shore and one town" (Xiao Lake, Spoon Lake, Moon Lake, Lotus Lake, Peach Blossom Shore, and Hexia Ancient Town), and enhance functional facilities in districts such as Big Gate and Dutian Temple, with the passing system of of pedestrians, cycles, vehicles and ferries along the Li Canal Cultural Corridor basically running through the highway around the Hongze Lake. We will implement the construction plan for the central active zone, upgrade commercial activities in Huaihai Square and Shuidukou area, accelerate the construction of the financial center, start up the construction of MIXC and the development of the land on the east side of the Procuratorate, and carry forward the construction of group-level commercial centers, thus building a central city full of vitality and enchantment.

 

We will advance urban renewal in an orderly manner. Construction will begin on transformation of 15,500 new units of shantytowns and renovation of 154 old residential communities in urban areas. Weaving transformation and riverside and cross-street renovation will be carried out to implement renovation projects in Stone Pagoda Lake and other areas. We will support the installation of elevators in existing old residential communities and strengthen their technical prevention construction, so as to build a friendly public space and green space system. We will continue to rectify the environmental outlook of areas such as backstreet lanes and urban-rural interface, and actively enforce the standardized management of garbage classification, "toilet revolution" and "urban furniture". Points prone to flooding and waterlogging in the city will be comprehensively sorted out and rectified to eradicate urban inland inundation and ensure "no flooding and no waterlogging", with efforts to build a livable city with both quality and warmth.

 

We will speed up efforts to upgrade infrastructure. We will seize opportunities for the state to expand effective investment, and appropriately lay out major infrastructure projects in advance. Construction will begin on Urban Expressways Phase II and Tram Line II. We will comprehensively carry forward the construction of Nanjing-Huai'an Intercity Railway, accelerate the preliminary work of Xinyi-Huai'an Railway, carry out the planning and research of Huai'an-Taizhou Railway, and improve functional facilities of high-speed railway business districts. We will also start the third phase of airport construction. Beijing-Shanghai and Changchun-Shenzhen Expressways will be also actively expanded to orderly promote national and provincial roads in urban areas to move outward. We will speed up the construction of port projects such as Huangma Township work zone and Shanghe Town work zone, and carry out preliminary work such as the expansion and reconstruction of Jinbao Channel and Salt River Channel. We will actively carry out the construction of flood detention areas around the Hongze Lake, the construction of the pilot section of the second phase of the Huaihe River Waterway Project and the preliminary work of the secondary channel project.

 

We will continuously improve the level of fine management. Under the guidance of building a national civilized model city, we will optimize and adjust the authority over urban construction, give full play to the role of digital urban management platforms, reinforce comprehensive assessments and evaluations on urban management, and improve market-oriented, intelligent and integrated long-term management and protection mechanisms. We will continue to comprehensively renovate the environment of "Four Highs (high-speed railways, elevated highways, highways, and interchange of highways) and Four Rivers (the Grand Canal, the Li Canal, the Ancient Yellow River, and Salt River)", explore the construction of a static traffic integrated management system, and continuously upgrade the property management level of residential communities. We will introduce a third party for integrated and professional operation and maintenance to help the governance of "inefficient space" in cities such as abandoned factories, tail part of residential areas and idle businesses, so as to build a cleaner and more orderly civilized city.

 

(6) Focus on overall planning and integration to accelerate the implementation of the rural vitalization strategy. Adhering to the simultaneous development of "Four Modernizations" and taking urban areas to support rural development, we strive to achieve green development and bring ecological prosperity to people in rural areas.

 

We will strengthen county leadership. Under the guidance of "One Place, One Policy", we will create county-level economic plates with different characteristics and competitive development, and forge a window for the city to show its "symbolic significance" in support of the protection and revitalization of the ancient district in Huai'an City. We will empower Qingjiangpu District to build a high-quality modern central city. Supports will be respectively given to strive for a national high-tech zone and a national agricultural high-tech industrial demonstration zone and build a high-quality model for the integrated development of urban and rural areas in Huaiyin District; to promote the innovative development of culture and tourism in the Hongze District and build a beautiful lakeside tourist city with unique charm; to apply for a national economic development zone in Lianshui County and speed up efforts to make itself one of the top 100 counties in China; to build the Nanjing-Huai'an Special Cooperation Zone in Xuyi County, and make good use of the lobster brand to forge itself into a modern famous city of landscape culture; and to take the lead in green and low-carbon development in Jinhu County and build a modern Lake City of beautiful water rhyme.

 

We will strengthen support for cities and towns with distinctive features. We will improve the urban spatial arrangement, expand and strengthen key central towns, optimize and beautify towns with general characteristics, and give full play to the supporting role of urban-rural integration nodes. 10 key central towns will be upgraded. To accelerate efforts to perfect functions, strengthen industries and gather popularity, we will guide Maba Town to give full play to its regional transportation advantages and strengthen its industry, trade and logistics, and support Gaogou Town to lengthen the chain of food brewing industry and build a strong industrial town with unique characteristics, so as to become a sub-center of the county and a modern new-type small city. In accordance with the concept of "being intensive, economical, exquisite and livable", central towns and general towns in the district will be promoted to improve their service and living environment, striving for an urban community and a regional center serving peasants.

 

We will strengthen the development of beautiful villages. The municipal strategic plan for rural revitalization will be formulated with high quality, launching the construction of pilot areas, pilot towns and pilot villages for rural revitalization. We will launch rural development initiatives, carrying out a five-year campaign to improve the rural living environment and a three-year campaign to improve rural public space, with newly reconstructed 80 kilometers of rural roads and 40 bridges, in pursuit of a demonstration belt of "beautiful rural roads" and the integrated development of urban and rural logistics services and public transportation. We will upgrade large and medium-sized irrigation districts in villages such as Huailian and Qubei, and implement the ecological river construction project, to solidly complete follow-up work in rural housing improvement, with more than 6 newly built characteristic countryside and 100 beautiful and livable villages. We will continue to consolidate and expand organic connections between achievements of poverty alleviation and moderate prosperity and rural revitalization, making solid progress in giving financial support to villagers and advancing the development of villages, and in doubling rural incomes over the next decade, so as to help peasants get richer. We will help economically weak villages to introduce industrial projects and increase collective income through ways such as provincial and municipal assistance, joint construction between enterprises and villages, and the strong supporting the weak.

 

(7) Highlight the foundation and improve the appearance to solidly promote the construction of beautiful Huai'an. We will address both the symptoms and root causes of environmental pollution with an iron fist and take firm measures to ensure that the bottom line is firmly held and that the red line is not crossed. We will also ensure that the environmental quality can only improve without deterioration, and speed up efforts to transform ecological dominance into advantages for development.

 

We will wage a determined battle to prevent and control pollution. We will both control and reduce PM2.5 and ozone concentration, highlighting special treatments with dust on roads and construction sites and soot pollution from restaurants to ensure the continuous improvement in air quality. River Chief System will be earnestly implemented with coordinated efforts to the water quality improvement of cross sections, the protection of drinking water sources and the integrated treatment of river inlets and outlets. We will carry out the project to channel water into central urban areas and connect them with water systems and ensure that we can pass the acceptance of the national model city for black and odorous water treatment. Management and control on soil classification and pollution sources will be strengthened to comprehensively rectify disorderly and polluted enterprises. We will carry out pilot projects for comprehensive treatment of rural pollution and promote the standardized operation of rural sewage treatment plants, resolutely rectify problems assigned by the second round of provincial environmental supervision. We will enhance the environmental infrastructure construction, completing projects such as the second phase of Everbright Household Waste Incineration Power Plant and the recycling and disposal of construction wastes, so as to vigorously build a "Zero-Waste City".

 

We will step up efforts to protect and restore ecosystems. We must enforce strict controls including red lines for environmental protection, minimum standards for environmental quality, ceilings on resource utilization, and items on the negative list for environmental admission, with coordinated efforts to establish an international wetland city, a national forest city and an ecological garden city, and to conduct regular audits of natural resource assets. Adhering to the principle that "Farmland should work as it should be, all of which is fertile", we fully implement the strictest farmland protection system and special protection system for permanent basic farmland. An intelligent management system for wetland monitoring will be established to supervise and inspect the "Green Shield" nature reserve. In coordination with improvements of returning embanked fields to lakes, restoring the ecological environment, and regulating river channels entering lakes such as the Hongze Lake, we will fully connect the ancient Yellow River ecological leisure zone, creating a model city for rivers and lakes in Huai'an.

 

We will boost green and low-carbon development. Sticking closely to the construction of the Yangtze-Huaihe Ecological Economic Zone, we strictly control the safety and environmental protection of projects, and resolutely curb the blind development of projects with high energy consumption and high emissions, with coordinated and orderly efforts to achieve peak carbon emissions and carbon neutrality. We will explore a mechanism for realizing the value of ecological products, in support of Jinhu County in its efforts to establish provincial-level pilot projects, and speed up the development of Baima Lake as a national-level tourist resort. We will accelerate the relocation of chemical enterprises within a 1-kilometer radius along the Grand Canal, and actively upgrade the industrial park to a provincial-level chemical industrial park. We will make innovations in green financial services to guide and support the development of green industries. Efforts will be made to plant more shady trees on urban roads and squares and increase three-dimensional afforesting in gardens, with a proportion of over 96% green buildings in new buildings. We will guide the public in green travel and consumption, and advocate a new trend of green and low-carbon life in the whole society.

 

(8) Focus on doing practical things and benefiting people's livelihood so that they can better share the fruits of development. We should put people first and do what we can to continuously improve people's livelihood and promote common prosperity.

 

We will improve the social security system. With 67,000 new urban jobs, we will strengthen pro-employment policies, and make solid progress in providing employment for key groups such as college graduates, rural migrant workers and decommissioned military personnel, and in improving the long-term employment assistance mechanism for retired fishermen. We will work to see that everyone has access to social security, with full coverage of social security for flexible employees, and strengthen the safety management of social security funds, orderly implementing a nationwide pension planning system at the provincial level and gradually delaying the retirement age. We will improve the service system for the elderly and the young. With the vigorous development of healthy old-age care programs, we will deepen the pilot reform for home-based and community-based elderly care services nationwide, improve networks for medical and educational services for the elderly, and implement the new childbearing policy, striving to create a national model city for infant and child care services. We will improve the tiered and classified social assistance system, and extend special assistance to low-income people such as families living on subsistence allowances and families with financial difficulties.

 

We will optimize public service supplies. In forging a strong city in modern education, we must improve incentive guarantee mechanism for teachers, and vigorously cultivate top teachers and principals, with sturdy launch of "double reduction" and standardization of private compulsory education. We must promote the high-quality and balanced development of compulsory education in urban and rural areas and revitalize of high schools at county levels, striving to create a national benchmark city for the ideological and moral construction of minors and a practice base for ideological and political education for teenagers. In vigorously developing high-level vocational colleges and specialties, we will support Huaiyin Normal University and Huaiyin Institute of Technology in establishing themselves as high-level regional universities. To actively build a regional medical hub in Northern Jiangsu, we must accelerate the construction of the TCM complex building in Huai'an City Hospital of Traditional Chinese Medicine, and complete the rehabilitation building in the Third Hospital and the emergent inpatient building in the Fourth Hospital, with the new branch of the Maternal and Childcare Hospital put into use and a municipal Children's Hospital established. We must improve the capacity of county-level hospitals, with 4 new-built regional medical and health centers in rural areas and 9 provincial demonstration sites of "15-minute service circle for medical insurance". In constructing a strong cultural city, we will transform weak public cultural facilities and strengthen the cultural infrastructure and improve the most beautiful public cultural space, with continuous efforts to build a scholarly Huai'an brand of "studying for the rise of China", strengthen the protection and utilization of red cultural sites, build Xiangyu Cultural Exchange Center, and establish Zhou Enlai Memorial Hall as a national first-class museum. We will deepen the establishment of a national model city for national sports and fitness, run high-quality sports events, make comprehensive preparations for the 20th Jiangsu Games, and strive for a famous sports city.

 

We will deepen the special rectification on production safety. In pursuit of a complete victory in the "three-year fight" against production safety, we must further tighten and compact the responsibility chain of "safety management preceding management of industry, business, production and operation", with continuous special rectifications in key industries such as hazardous chemicals, road traffic, building operations, urban gas, food and drugs, special equipment, and construction safety of existing urban and rural housing, so as to create a provincial model city for safe development and continuously improve the level of intrinsic safety. With integration and optimization of emergent rescue forces, we launch the second-phase project of IT application for emergency management, implement a three-year action plan for strengthening the construction of basic fire-fighting facilities, strengthen meteorological monitoring and early warning, and strive to improve the ability of disaster prevention, resistance and relief.

 

We have to maintain social harmony and stability. Normalized epidemic prevention and control will be carried out in a scientific and targeted manner, with the extension of the "anti-epidemic war via data" model. We continue to promote vaccination to enhance the ability to deal with emergencies. In firmly forestalling risks, we must strengthen the monitoring, early warning and handling of financial risks, especially the financing risk control of state-owned enterprises at all levels, with the control of the scale of operating debts and the reduction of financing costs. Adhering to the principle of "housing residence instead of vicious speculation" promotes the healthy development of the real estate industry. We will implement the collaboration of socialization, marketization and popularization of social governance, and finish building a command system of "three centers and one station" for cities, counties, towns and villages, creating a qualified pilot city of modernization of urban social governance. We will advance Safe Huai'an construction, severely crack down on all kinds of crimes, especially organized crime and local criminal gangs regularly, and safeguard cyberspace security in accordance with the law. We will solidly tackle prominent problems in petitions in the form of letters and visits, creating a typical Huai'an image of standardized petition letters and visits. We actively implement the eighth five-year plan on improving legal awareness and publicize a brand of wisdom arbitration. We will also earnestly maintain harmony and stability in the field of ethics and religion. Military and local people should work together to promote material advance, cultural and ethical progress, as well as social harmony. We should reinforce national defence education for the entire people, build reserve forces, deepen the reform of the national defence mobilization system, and lay a solid foundation for building a National Double Support Model City for six consecutive years.

 

Fellow deputies, public recognition is the key to government. Focusing on relieving people's worries, alleviating people's hardships, and warming people's hearts, this year we will plan to implement ten practical matters for people's livelihood on optimizing the distribution of educational resources, public health services, urban and rural living environment, public travel conditions, public cultural and sports services, employment and business startups, basic security, food security, services benefiting enterprises and people, and level of safe development, ensuring that people have a stronger sense of benefit, happiness, security and pride.
